On the afternoon of April 5, the Central Inspection Commission held a conference to review the inspection and supervision work of the first quarter of 2024 of units under the Department of Localities VI. Comrades: Tran Thi Hien, Deputy Head of the Central Inspection Commission; To Duy Nghia, Member of the Central Inspection Commission chaired the conference. At the Conference, Comrade Nguyen Thanh Son, Director of Department of Localities VI, Central Inspection Commission presented the Report on the results of inspection and supervision work in the first quarter of 2024 and the key directions and tasks of inspection and supervision work in the second quarter of 2024 of units and localities under Department of Localities VI.

Department of Locality VI is assigned to monitor the work of inspection, supervision and enforcement of Party discipline in 24 localities and units. In the first quarter of 2024, Party committees, Party organizations and Inspection Commissions at all levels of the Department of Locality VI have focused on leading, directing, guiding and proactively organizing the comprehensive and synchronous implementation of inspection, supervision and enforcement of Party discipline tasks, specifically: Focusing on leading, directing, disseminating, thoroughly grasping and implementing fully and promptly resolutions, directives, conclusions and documents guiding and guiding the Central Committee on inspection, supervision and enforcement of Party discipline; reviewing, amending and supplementing regulations and statutes. Inspection Commissions at all levels have proactively performed their advisory functions, assisting Party committees at their level in promulgating and organizing the implementation of inspection, supervision and enforcement of Party discipline plans, while actively and comprehensively implementing tasks according to the provisions of the Party Charter; Coordinate more closely and effectively with relevant party organizations and agencies in performing inspection and supervision tasks.

The awareness of Party committees, especially leaders, about the position, role, significance and effects of inspection and supervision work has changed positively; many Party organizations and Party members, after inspection and supervision, have determined to overcome limitations, violations, shortcomings and bring about efficiency in performing assigned tasks; proactively invite assigned cadres to attend meetings to serve regular supervision work according to regulations. In some localities, supervision work has promoted quality and effectiveness, detected signs of violations and taken timely measures to prevent and handle them; paid attention to and promptly improved the organization and apparatus of inspection cadres; the training and fostering of cadres has been focused on, gradually innovated and specialized. Timely and properly resolved denunciations, recommendations and reflections; reviewed and strictly handled Party organizations and Party members with violations, contributing to affirming the responsibility and high determination in Party building and rectification work.

In the first quarter of 2024, Party committees at all levels conducted thematic supervision of 214 Party organizations and 646 Party members (including 159 Party committee members); Inspection Committees at all levels conducted thematic supervision of 201 organizations and 119 Party members (including 68 Party committee members). Party committees at all levels resolved 07 denunciations of Party members under their authority; Inspection Committees at all levels received 97 denunciations and letters reflecting Party organizations and Party members (an increase of 177.15% compared to the same period in 2023) and resolved denunciations under their authority against 08 Party members.

Through inspection and supervision, Party committees at all levels and Party cells have disciplined 10 Party organizations and 236 Party members; Inspection Committees at all levels have disciplined 01 Party organization and 91 Party members, including 29 Party committee members, in various forms. The main violations were related to compliance with the Party's organizational and operational principles; leadership, direction, and organization of investment projects; population and family planning policies; performance of assigned duties and responsibilities, lack of responsibility causing serious consequences; regulations on management and use of state assets, embezzlement of assets; violations of regulations on alcohol concentration when participating in traffic; management and use of finance, land, and forest protection; illegal storage and use of drugs; gambling, etc.

In addition to the achieved results, the inspection and supervision work still has some shortcomings and limitations such as: Some Party Committees and Inspection Committees have been slow in developing and implementing inspection, supervision and verification plans for assets and income; the content has not focused on areas that are prone to violations, outstanding issues, and public concern. The supervision work at some Party Committees and Inspection Committees at all levels is still formal, the quality and efficiency are not high, through supervision, violations have not been detected in order to promptly transfer for inspection when there are signs of violations, leading to some violations that have occurred for a long time but have not been detected, affecting the implementation of political tasks and the results of production and business activities. The monitoring and urging of the implementation of conclusions after inspection and supervision have not been drastic and effective; especially the implementation of conclusions and directions of the Central Inspection Committee in some localities has not met the requirements...

At the Conference, 07 opinions participated in the discussion, clarifying the results of inspection and supervision work achieved in the first quarter of 2024; discussing difficulties and obstacles that need to be resolved in the process of performing inspection and supervision tasks such as: Controlling assets and income of people with positions and powers; some issues related to the promulgation of regulations and instructions in inspection and supervision work; policies for grassroots inspection officers; training and professional development for inspection officers at all levels; financial support for inspection teams when performing tasks...

In her concluding remarks at the Conference, Comrade Tran Thi Hien, Deputy Head of the Central Inspection Commission, received and answered the opinions of the delegates, especially the shortcomings, limitations, difficulties, obstacles, recommendations and proposals. Regarding the key tasks in the second quarter of 2024, Comrade Tran Thi Hien requested that the units under the Department of Localities VI focus on implementing the following tasks: Complete the implementation of the conclusions and directives of the Politburo, the Secretariat, the Central Inspection Commission and the Central Steering Committee on preventing and combating corruption and negativity related to inspection, supervision and party discipline; focus on promptly resolving petitions and denunciations; perfect the organizational model and apparatus of the Inspection Commission at all levels to ensure sufficient quantity, synchronization, and unified, effective and efficient operations; study, thoroughly grasp and seriously and effectively implement newly issued regulations related to inspection, supervision and party discipline enforcement.../.
