Mr. Vang Seo Con.

Reporter: Up to now, how has the task of eliminating temporary and dilapidated houses been implemented by Ha Giang province, sir?

Mr. Vang Seo Con: Immediately after the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide" was launched, Ha Giang province issued documents directing implementation in the area. On that basis, districts and cities have started to eliminate temporary and dilapidated houses; calling on all cadres, civil servants, public employees, armed forces and workers, associations, unions and communities to join hands and contribute to the program to eliminate temporary and dilapidated houses with the spirit of "depending on ability, those who have more contribute more, those who have less contribute less".

The implementation of the program to eliminate temporary and dilapidated houses has received close attention and direction from Party committees at all levels, and the consensus of the majority of people and families receiving support. As of March 9, Ha Giang province has started construction of 3,093 houses and completed and put into use 2,081 houses. The whole province aims to complete the program to eliminate temporary and dilapidated houses in July 2025. To date, some localities such as Quan Ba district have completed the task of eliminating temporary and dilapidated houses before the Lunar New Year. Districts such as Bac Quang, Bac Me, Meo Vac... are accelerating to complete the goal in the second quarter to help people have a warm home, stabilize their lives, and settle down soon.

What specific measures has Ha Giang province taken to mobilize the entire political system to join hands in realizing the dream of housing for the poor?

- To achieve the goal of eliminating temporary and dilapidated houses by 2025, the Provincial Steering Committee has deployed specific task assignments and mobilized the entire political system to support people in building and repairing houses. In localities, the Steering Committees at all levels have had many flexible ways to overcome difficulties in counterpart funding, strengthen mobilization, and provide additional funding, materials, and working days for households to build houses in accordance with the identity and customs of each ethnic group.

To date, Ha Giang province has received more than 265 billion VND in support for the program to eliminate temporary and dilapidated houses. The Vietnam Fatherland Front Committee of the province has allocated more than 126 billion VND in 4 phases to the Steering Committees for Eliminating Temporary and Dilapidated Houses in districts and cities for implementation. In addition to the funding, the province has also mobilized forces and people to contribute nearly 71,800 working days to support the demolition of houses, leveling the ground, and transporting construction materials.

In the coming time, what specific solutions will Ha Giang province have to ensure that the program to eliminate temporary and dilapidated houses meets the requirements and progress set out?

- In addition to favorable factors, Ha Giang province also encountered difficulties in the process of implementing the program. The large area, limited financial resources, and difficulties in mobilizing poor people to contribute counterpart funds have created many barriers. In addition, the customs and practices of ethnic minorities and the harsh climate also affect the progress and effectiveness of the program.

For households that are unable to pay for housing construction, the Provincial Steering Committee is directing localities to classify the subjects and mobilize local forces to establish support groups and help forces right in the village community. For households that still lack land to build houses, the province is also directing localities to focus on resolving and completing land procedures, ensuring that people live safely in areas without the risk of landslides, and have access to essential infrastructure and roads.

Thank you very much!
