On the afternoon of August 29, the Department of Education and Training of Ho Chi Minh City sent a document to the People's Committee of Thu Duc City and 21 districts, non-public preschool, primary, secondary and high school educational institutions under the Department on instructions for collecting tuition fees, service prices and declaring prices for non-public educational institutions from the 2024-2025 school year.
Accordingly, regarding tuition fees, the Department of Education and Training of Ho Chi Minh City requested the People's Committee of Thu Duc City and 21 districts, and non-public educational institutions to strictly comply with the provisions at Point b, Clause 4, Article 8, Decree 81/2021/ND-CP of the Government.
In particular, the tuition fee increase rate is not more than 10% compared to the previous school year for preschool and general education and is implemented publicly according to the provisions of law, and fully explained to learners and society.
Regarding service prices in the education sector, educational institutions continue to comply with the provisions of Clause 2, Article 5 of Decree 81/2021/ND-CP of the Government.
Service prices in the education and training sector are adjusted according to a suitable roadmap commensurate with the quality of education and training services, but the rate of increase in service prices does not exceed 15%/year.
Regarding the policy of tuition exemption and reduction, support for learning costs and tuition fee payment, schools implement the policy of tuition exemption and reduction, support for learning costs and tuition fee payment in accordance with the provisions of Chapter IV of Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government.
In particular, it is necessary to pay attention to the implementation of the tuition exemption policy for 5-year-old preschool children from the 2024-2025 school year (enjoyed from September 1, 2024) in Clause 6, Article 15 of Decree No. 81/2021/ND-CP.
Regarding price declaration for non-public educational institutions under the Department, non-public educational institutions continue to declare prices according to Notice No. 369/TB-UBND (dated November 2, 2023) on the list of organizations and individuals declaring prices in Ho Chi Minh City for the 2024-2025 school year.
All violations of price declaration regulations will be handled according to the provisions of Article 12 of Decree No. 87/2024/ND-CP (dated July 12, 2024 of the Prime Minister stipulating administrative sanctions for violations in price management.
In addition, the Department of Education and Training of Ho Chi Minh City requested non-public educational institutions under the Department to urgently complete the settlement of student support funds according to Resolution No. 36/2023/NQ-HDND (dated December 8, 2023) of the Ho Chi Minh City People's Council on special policies to support tuition fees for preschool children, public and non-public primary school students and continuing education students in Ho Chi Minh City in the 2023-2024 school year according to regulations.
The settlement dossier must be submitted to the Department of Education and Training of Ho Chi Minh City before September 30, 2024.
In the 2024-2025 school year, Ho Chi Minh City continues to implement the tuition support policy for preschool children, students, graduate students and researchers who are ethnic minorities in Ho Chi Minh City; private primary school students in areas without enough public schools; orphans and people in difficult circumstances in the city:
Non-public educational institutions must publicly disclose their commitment to the quality of education and training, the conditions of facilities, tuition fees, other fees, methods and time of implementation; and at the same time, they are responsible for publicly disclosing and explaining to learners and society the tuition fees and prices of services they decide.
