In addition to increasing the number of participating teams, the organizers also changed the competition format from centralized to home and away. In phase 1, except for 4 seeded teams that were specially selected to enter League A, namely Nguyen Sieu High School, Tran Phu - Hoan Kiem High School, Phan Dinh Phung High School, Viet Duc High School, the remaining 20 teams will compete centrally, divided into 5 groups to compete in a round-robin to select the remaining 6 names to enter League A and 10 names to enter League B.
In phase 2, teams will compete in home and away matches, giving both home and away teams the opportunity to showcase their strengths, allowing teams to compete in their own learning environment, attracting more spectators and making it more exciting.
