In July 2019, the North-South axis road from Provincial Road 392 to Hiep Bridge, about 9 km long, was completed and put into use. In January 2020, the section from the intersection of National Highway 38B to Provincial Road 392, more than 8 km long, was put into use. From here, the North-South axis road from National Highway 38B to Hiep Bridge officially opened to traffic with a length of nearly 18 km, with the scale of a grade III plain road, and a roadbed width of 12 m.
The North-South axis route from National Highway 38B to Hiep Bridge is of great significance, creating momentum for socio-economic development, ensuring order and traffic safety in the southern districts of Hai Duong including Ninh Giang, Gia Loc, Thanh Mien and Quynh Phu district (Thai Binh). A representative of Hai Anh Garment Joint Stock Company in Hong Phuc - Hung Long Industrial Park (Ninh Giang) said that previously the company's goods had to be transported through Tram Bong and then to National Highway 5. Since the North-South axis route was built, the transportation of goods has become much more convenient, goods are transported from the company to the North-South axis route, National Highway 38B and then to the Hanoi - Hai Phong expressway, shortening the distance. The North-South axis route also helps many workers travel easily.
Expectations from key traffic projects
The North-South axis road is planned to have a total length of about 60 km, a level II plain road, with a design speed of 80 km/h. The starting point is at Hiep bridge connecting Hung Long commune (Ninh Giang) with Quynh Giao commune (Quynh Phu, Thai Binh). The end point crosses Kinh Thay river at Trieu ferry area and connects to National Highway 18.
Phase 1, to suit the existing routes in the area and the source capacity, the North-South axis road, the southern section from Hiep bridge to National Highway 38B, was selected for investment in stages according to the scale of a level III plain road with technical criteria suitable for the complete scale according to the planning in the following phases as well as the proposed investment policy that has been established. The section coinciding with National Highway 5 in the direction of Hai Phong - Hanoi, 62 m road, National Highway 38B with a length of about 26 km is kept in its current state.
The North-South axis road from the Hanoi-Hai Phong expressway intersection to the National Highway 38B intersection, nearly 1.5 km long, is the current National Highway 38B, the section connecting to the Hanoi-Hai Phong expressway. This road section has not yet been invested in. On holidays and Tet, traffic jams often occur here. Mr. Vu Xuan Tuan in Hong Phong commune (Ninh Giang) said: "Every time my family and I go back to our hometown, if we go during rush hour, the section from the North-South axis road to National Highway 38 to the intersection is often congested. Vehicles have difficulty moving. Once my family traveled for an hour without getting on the expressway."
The North-South axis road in the southern section is an important external traffic route, a vertical axis connecting the province with existing horizontal axes such as National Highway 37, National Highway 38B, National Highway 10, provincial roads 391, 392, 396, 396B with the Hanoi - Hai Phong expressway. This route connects the Hanoi - Hai Phong expressway to Hiep bridge, facilitating traffic and reducing pressure on small, narrow, degraded provincial roads.
The intersection of the North-South axis road with the Hanoi-Hai Phong expressway is likened to "a hundred rivers" flowing into "one" because it is the intersection of many routes such as the North-South axis road, National Highway 38B, 62m road, Hanoi-Hai Phong expressway, and Hanoi-Hai Phong expressway. Therefore, the investment in the construction of the intersection from the North-South axis road to National Highway 38B connecting to the Hanoi-Hai Phong expressway is necessary to gradually complete the traffic network planning, worthy of being the traffic gateway of Hai Duong city.
According to the Hai Duong Department of Transport, the unit has reported to the staff to propose to include the project to expand the 62m extended road (phase 2) and the section connecting the Hanoi - Hai Phong expressway intersection with the North - South axis road (including the overpass at the intersection between the North - South axis road and National Highway 38B) in the proposed list of public investment projects in the period of 2024-2025 and to be completed after 2025. The construction site is in Hai Duong city and Gia Loc district. The route length is about 4.2 km, with an estimated investment of 706 billion VND, completed according to the scale of a grade II plain road to expand phase 2, completing the planning of the gateway axis of Hai Duong city.
Proposal to install lighting on the North-South axis
I have traveled on the North-South axis many times, thanks to this route, the distance from Hai Duong City to Thai Binh is shortened. During the day, this route is very beautiful, with rows of green trees on both sides of the road stretching out. However, the lighting system has not been invested in synchronously, so at night, many sections of this route are very dark, especially on foggy or rainy days, making it difficult to see.
I know that there have been many traffic accidents on this route, especially between 8pm and 12am. To ensure the safety of road users, it is recommended to install lighting, especially at intersections on this route.

Clearing traffic safety corridors: The core is still awareness
On the North-South axis, there are many places encroaching on the traffic safety corridor such as selling goods, selling water on the roadside, illegally erecting advertising signs... In order to ensure traffic safety, the Traffic Safety Committee of Ninh Giang district has directed localities to coordinate with relevant agencies and units to resolutely clear and strictly handle violations. However, after each campaign, the situation of re-encroachment occurs again. Many people, despite being propagandized, reminded, even having their advertising signs, canopies, tables and chairs confiscated, still deliberately re-violate for the sake of making a living. In my opinion, the core issue is still people's awareness, each person must comply with and strictly follow the regulations on protecting traffic safety corridors, contributing to ensuring traffic order and safety.
It is known that in the near future, a part of the North-South axis road will overlap with the Ring Road 5 of the Hanoi Capital Region, and there are many planned industrial clusters on both sides. Therefore, in my opinion, it is also necessary to properly manage the land fund on both sides of the road to serve the expansion of the North-South axis road according to the plan.
