On January 2, Ho Chi Minh City Infrastructure Investment Joint Stock Company proposed to the Dong Nai Provincial People's Committee the idea of ​​implementing a project to build an elevated road along National Highway 51 from Vung Tau intersection to Gate 11.

The current roundabout at gate 11 is often congested.

According to the proposal, the elevated road along Highway 51 from Vung Tau intersection to Gate 11 (through Bien Hoa City) includes 3 items, including: Completing the construction of the Vung Tau intersection; the overpass on Highway 1, the section avoiding Bien Hoa City, and the elevated road along Highway 51.

The project is proposed to be invested in the form of public-private partnership (PPP) with a total investment of nearly 13,000 billion VND.

The proposed elevated road construction project along National Highway 51 is approximately 5.5 km long. The starting point of the route is at the Vung Tau intersection and the end point is at the Gate 11 intersection. The elevated road is built according to urban main road standards, with a design speed of 80 km/h and a scale of 6 lanes.

Traffic situation at Vung Tau intersection is complicated.

According to the Dong Nai Department of Transport, traffic volume on National Highway 51 at some sections is overloaded. Specifically, at peak times, National Highway 51 reaches more than 82,300 vehicles/day and night, while the initial design volume is only 12,000 vehicles/day and night, leading to traffic congestion and the risk of traffic accidents at key intersections such as Vung Tau crossroads and Gate 11 intersection cluster.

According to Chairman of Dong Nai Provincial People's Committee Vo Tan Duc, the investment to complete the two intersections of Vung Tau and Gate 11 is very necessary and urgent. In 2026, when the Bien Hoa - Vung Tau expressway is put into operation, the traffic volume through these two intersections will be even greater.

Dong Nai Provincial People's Committee has also sent a document to the Ministry of Transport proposing to invest in completing the two intersections of Vung Tau and Gate 11, but the Ministry has not yet allocated capital for the project until 2030. Meanwhile, the provincial budget is focusing on investing with the central government in highways and beltways, so it is also very difficult.

The leaders of Dong Nai province said they strongly support the proposal of Ho Chi Minh City Infrastructure Investment Joint Stock Company to implement this project under the PPP form. However, the investment in the project according to the above proposal still faces legal problems. Therefore, the Dong Nai Provincial People's Committee reported to the Ministry of Transport for resolution.
