Due to the impact of storm No. 3 in mid-September, many borrowers suffered heavy losses and are in dire need of local banks to provide support policies to restore production and business after the floods. Accordingly, following the direction of the Government and the State Bank of Vietnam, the Bank for Agriculture and Rural Development - Thanh Hoa Branch (Agribank Thanh Hoa) is currently focusing on reviewing and assessing the extent of damage to affected borrowers. Thereby, promptly providing capital support to help customers restore production and business.

The flood has passed for nearly 2 months, but the family of Mr. Pham Cong Vien in Thiet Ke commune (Ba Thuoc) is still shocked and heartbroken because their house and livestock were completely lost after the flood. Pointing to the house that is still devastated and buried after the flood, Mr. Vien said: "The heavy rain caused landslides, not only burying the house but also burying the livestock area, trees, and crops of the family, causing hundreds of millions of dong in damage. Currently, my family is having to temporarily move to the village cultural house, and gradually restore production. However, thinking about the debt of 200 million VND that the bank previously lent me to invest in planting forests and buying livestock breeds to develop livestock, I am very worried, not knowing how to handle it." Grasping the damage situation of customers, Agribank Ba Thuoc has urgently completed the documents, reducing the loan interest rate by 0.5% for the family's outstanding debt of 200 million VND. In addition, the bank also supported Mr. Vien's family with 5 million VND to overcome the damage.

It is known that due to the impact of storm No. 3, Ba Thuoc district has nearly 100 households suffering damage, Agribank Ba Thuoc has immediately applied measures to support people, such as: visiting, waiving and reducing interest rates for customers. Currently, the bank is continuing to review and assess the progress of risks and the recovery ability of customers, on that basis, applying measures such as debt restructuring, debt forgiveness, and new loans for customers to restore production and business.

Agribank Thanh Hoa has directed its branches and transaction offices to proactively calculate support plans, restructure terms, maintain debt groups, consider exempting and reducing interest rates for affected customers, and deploying new credit programs with appropriate interest rates. At the same time, continue to provide new loans to customers to restore production and business after the storm in accordance with current laws. As of October 15, through review, at Agribank Thanh Hoa, there were about 170 customers affected by storms and floods, with outstanding loans of nearly VND 22 billion. In order to promptly support customers to restore production and business, based on the level of damage of customers, Agribank Thanh Hoa has reduced loan interest rates by 0.5% to 2%/year and exempted 100% of overdue interest and late payment interest for customers from September 6 to December 31, 2024. For new loans arising from September 6, 2024, Agribank will reduce the lending interest rate by 0.5% per year for each subject and sector. In particular, the bank is urgently implementing a credit package of VND 5,000 billion for preferential loans for individual customers affected by storm No. 3 and post-storm floods with interest rates starting from only 3.6% per year. In order for customers to understand the support policy, Agribank Thanh Hoa has sent credit officers to proactively approach customers in areas with difficult traffic to promptly guide them in completing procedures to request interest rate reduction and restructure the principal repayment period. In particular, Agribank Thanh Hoa has minimized procedures and documents so that customers can access new loan sources, promptly serving production, business and stabilizing their lives. The timely support and companionship policies of Agribank Thanh Hoa have created favorable conditions for customers affected by storms and floods to quickly stabilize their lives and restore production and business.

Not only providing timely capital support to customers, with the spirit of "mutual love and support", Agribank Thanh Hoa has also actively participated in programs to support people affected by storms and floods with the amount of support up to now being nearly 550 million VND. Thereby joining hands with localities and people to overcome difficulties and soon stabilize their lives.
