The leader of the Department of Education and Training of Binh Thuan affirmed that when Circular 29 of the Ministry of Education and Training on extra teaching and learning takes effect, school principals must be responsible for closely monitoring and managing their teachers. Any violations will be handled according to regulations.


Extra teaching and learning outside of school was banned before Circular 29.

On February 12, responding to Thanh Nien reporters, Deputy Director of the Department of Education and Training of Binh Thuan, Luong Van Ha, said that before Circular 29 of the Ministry of Education and Training was issued (effective from February 14, 2025), Binh Thuan had banned extra teaching and learning outside of school.

"Therefore, extra teaching and learning activities in schools have been organized and managed in a systematic manner in recent times. This is also one of the factors contributing to the province's graduation results in recent years," said Mr. Ha.

According to Mr. Ha, Circular 29 of the Ministry of Education and Training (replacing Circular 17 in 2012) has contributed to bringing extra teaching and learning activities both inside and outside of schools into order; contributing to reducing the widespread situation of extra teaching and learning, wasting social resources and causing public outrage.

Regular teaching and learning activities in schools are the decisive factor in limiting extra teaching and learning.

Whoever does wrong must take responsibility and be punished.

The leader of the Department of Education and Training of Binh Thuan affirmed that in order for extra teaching and learning to be in accordance with the regulations of Circular 29, the role of the school principal is the most important. Specifically, in Clause 3, Article 6 of Circular 29, it states: "Teachers who are teaching at schools participating in extra teaching outside the school must report to the principal or director or head of the school (collectively referred to as the principal) about the subjects, location, form, and time of participation in extra teaching". Therefore, the principal must be responsible for managing his teachers, monitoring, and inspecting the extra teaching activities outside the school of teachers under his authority.

"Teachers need to comply with the provisions of Circular 29. Anyone who does wrong will be held responsible and disciplined according to the Law on Civil Servants," Mr. Ha stated.

According to Mr. Luong Van Ha, the Department of Education and Training is currently carrying out the process of proposing and advising the People's Committee of Binh Thuan province to issue regulations on extra teaching and learning in the province according to its authority; at the same time, strengthening management and regular inspection so that extra teaching and learning is carried out in accordance with regulations.

"The education and training sector's viewpoint is that schools do not have extra classes or tutoring. Instead, after school hours, students have time to participate in recreational activities, sports, fine arts, and music. They not only learn knowledge, but also develop comprehensively in terms of personality, lifestyle, sense of responsibility, and ability to integrate into society," Mr. Ha shared.

Create a positive learning environment for students

Responding to the issue of teachers’ responsibilities when extra teaching and learning activities are managed, the leader of the Binh Thuan Department of Education and Training said that the responsibility of teachers plays an important role in creating a positive and effective learning environment. For weak students who are still confused about preparing for the transfer exams and high school graduation exams, the responsibility of the school and teachers is to support them.

"Therefore, every teacher needs to strive to complete their tasks well, teach with enthusiasm and responsibility, always aiming to help students grasp knowledge and develop skills. They should not create pressure or make requests that make students feel forced to participate in extra classes, creating stress. In addition, the test and assessment questions must be correct and sufficient to meet the requirements of the program," said the leader of the Department of Education and Training of Binh Thuan.

Parents should let their children take extra classes based on real needs.

"In the field of education in general and the issue of extra teaching and learning in particular, if only the efforts of the education sector are not enough. It requires correct recognition and supervision from parents and society. When parents are still burdened with their children's academic performance and are not assured just because their children do not attend extra classes, then extra teaching and learning still exist in a negative perspective. Parents who decide to let their children attend extra classes need to base their decisions on real needs, carefully consider to choose appropriate extra classes, ensuring that they do not overload or reduce their interest in learning. The education sector will widely and synchronously disseminate Circular 29 to the entire sector, so that this regulation can quickly be put into practice in life", said Deputy Director of the Department of Education and Training Luong Van Ha.
