Implementing the work of rotating cadres in a systematic and regulated manner has helped Huong Khe district (Ha Tinh) promptly overcome the "gap" in cadre resources for the grassroots, creating changes in the locality.
In March 2020, while holding the position of Deputy Chief of the District People's Committee Office, comrade Nguyen Trong Vy was transferred by the Standing Committee of Huong Khe District Party Committee and appointed to hold the position of Secretary of the Party Committee of Phuc Trach Commune. Taking on the task at a difficult time when the locality was internally disunited, the situation of petitions, complaints, and backlogs in the area was quite large, the new Party Secretary of the commune Nguyen Trong Vy immediately set about "shaking up" the apparatus.
Phuc Trach Commune Party Secretary Nguyen Trong Vy chaired a meeting with the Party Committee and Executive Committee of Village 11 on improving the quality of criteria for building new rural areas in the area.
Along with reviewing, finding out the causes, and resolving each outstanding case, the head of the Party Committee focused on building a team of cadres from the village to the commune level. He was also exemplary, a pioneer, and worked hard with local movements and activities. Gradually, from the cases that were resolved in a reasonable manner, from listening closely to the grassroots, the Standing Committee and the Party Executive Committee of the commune became more united, and people's trust was raised.
Three years later, with the consensus of the entire Party Committee, all classes of people and the leadership and direction of the Party Committee, Phuc Trach has achieved the advanced NTM standard; the work of building the Party and the political system is increasingly strong.

To supplement the source of cadres for remote communes of the district, in August 2021, comrade Nguyen The Hung - Deputy Head of the Standing Committee of the District Party Committee's Organization Board was decided by the Standing Committee of Huong Khe District Party Committee to transfer and appoint him to hold the position of Secretary of the Party Committee of Huong Lam commune for the 2020 - 2025 term.
With a sense of responsibility and experience in the working process, comrade Nguyen The Hung and the Party Executive Committee of the commune have issued many resolutions to comprehensively lead all aspects of socio-economic development and new rural construction. In particular, the new Party Secretary of Huong Lam commune is interested in building and implementing the operating regulations of the Party Committee, perfecting the staff; strengthening contact and dialogue with the people...
Thanks to that, the policies and guidelines were accepted and implemented effectively by the people. Being close to the people, closely following the people, "talking and doing", Comrade The Hung became a trusted companion of the people, arousing the people's strength in movements and activities.

Ms. Dinh Thi Thanh (born in 1942) - a resident of village 3, Huong Lam commune shared: “After more than 2 years of working here, Mr. Hung is truly an enthusiastic, dedicated cadre, working hard to build the new rural area with the people. My house is flooded, whenever it starts to rain heavily, the commune leaders come to my house to check, mobilizing everyone to help my family evacuate to avoid landslides. All of us, the people, love this cadre.”
Under the example of the head of the commune Party Committee, Huong Lam people actively participated in building the new rural area, thereby contributing to bringing the commune to meet the standards by September 2023.
Thoroughly implementing the policies and regulations of the Central and the province on personnel work, from 2020 to present, the district has transferred 10 comrades from the district to hold the positions of Party Secretary and Chairman of the People's Committee at the commune level.
The work of rotating and mobilizing cadres is carried out step by step, cautiously; ensuring the principles of democratic centralism and publicity. Periodically review, supplement the planning, notify the results of comments and evaluation of cadre planning to localities, agencies and units to have a direction for training, fostering and implementing the work of rotating and mobilizing cadres. The rotation of cadres is carried out based on the practical requirements of each locality.
