On June 10, 2024, Deputy Prime Minister Tran Hong Ha signed and issued Decision No. 485/QD-TTg approving the task of the General Urban Planning of Hoang Hoa until 2045. According to the plan until 2030, Hoang Hoa will be built and developed into a town, a type IV urban area, promoting the development of industry - handicrafts; tourism, trade services, agriculture - aquaculture; with a synchronous and modern socio-economic infrastructure.

Create a solid foundation...

From implementing Resolution 14 and concretizing it through programs, plans, and projects for the 2020-2025 period, Hoang Hoa has had a solid foundation as a basis for entering the urban development phase. From focusing on quality and accelerating the progress of planning and architectural management regulations as a basis for urban development management and construction order management to mobilizing resources to invest in building technical infrastructure, creating momentum for socio-economic development.

Typically, in the period of 2019-2023, the district has developed large and important plans and been approved by the Provincial People's Committee, such as: Construction planning of Hoang Hoa district to 2040, vision to 2070; adjusting and expanding the general planning of Hai Tien urban construction to 2030; adjusting and expanding the general planning of But Son town construction to 2040; approving the general planning project of Thinh Loc urban area... At the same time, the approval of 21/22 general planning projects of communes in the area has been completed.

Resolution 14 has also created an important legal basis for the district to deploy construction and renovation of works in the direction of urbanization. Up to now, lighting lines; sidewalks, trees, residential houses, public works have been gradually completed, creating a rural urban landscape; at the same time, directing the planning and construction of new residential areas in a synchronous manner, ensuring infrastructure connections and utilities serving new residential areas and clusters, contributing to exploiting revenue from land funds and sustainable urban development.

Up to now, 100% of communes and towns have selected areas to develop concentrated residential areas, with detailed planning of 1/500 established and approved with a total area of ​​245.42ha. 100% of the land has been invested in synchronous technical infrastructure. Many traffic routes have been newly built, upgraded and renovated with a length of 333.41km, of which 133.1km is paved with asphalt concrete through the old residential area. Drainage ditches with panels through the old residential area have been gradually invested with a total length of 279.3km. Paved sidewalks in the old residential area are 191,727m2. Planted 206.1km of trees with about 400,000 trees along the roads; 260.72km of flower roads. 100% of communes and towns have lighting lines along provincial roads, district roads, communal roads, and village roads with a total length of 591.95km...

The district focuses on creating urban architectural space and landscape, attracting socio-economic development, and improving the spiritual life of local people. Carrying out detailed planning for many concentrated parks in the area, such as: Northern Cultural Center (currently under construction); But Son Town Park with an area of ​​8.4 hectares; Hoang Truong Park with an area of ​​about 2 hectares; Hoang Tien Commune Square with an area of ​​1.8 hectares...

In particular, to create momentum for development, the district pays great attention to planning for the development of industrial parks (IPs) and industrial clusters (ICs) in the area. According to the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045, Hoang Hoa district has 2 IPs: Phu Quy IP with an area of ​​545 hectares (expanded to 845 hectares by 2045) and Bac Hoang Hoa IP with an area of ​​157 hectares (273.8 hectares by 2045); 6 ICs with a total area of ​​334 hectares (including: Thai Thang IP 50 hectares, Hoang Dong IP 30 hectares, Hoang Quy IP 55 hectares, Phu Quy IP 74 hectares, Hoang Son IP 50 hectares, Dat Tai IP 75 hectares). Currently, the general planning of Phu Quy IP has been approved; the zoning plan is being submitted for approval as a basis for implementation; At the same time, the planning of Bac Hoang Hoa Industrial Park is being implemented; the two industrial parks of Bac Hoang Hoa and Thai Thang have completed site clearance, basically completed infrastructure investment and construction, and have attracted many secondary investors.

The district has actively improved the business investment environment and investment attraction; creating an important premise to attract many direct investment projects with a total investment of about 9,500 billion VND; typical projects include: Urban area along the Gong River 1,502 billion VND; urban residential area No. 01 in Hoang Dong commune, Hoang Hoa district 430 billion VND; urban residential area No. 02 in Hoang Dong commune, Hoang Hoa district 1,955 billion VND; Flamingo Linh Truong project Area A 3,500 billion VND; and Area B 1,570 billion VND; The City supermarket with a total of about 70 billion VND; Vuc market residential and commercial area project of Lightland Company with a total investment of about 120 billion VND and many other projects are preparing proposals to submit to competent authorities for approval.

“With the efforts of the Party Committee, the government and all the people of Hoang Hoa district after 5 years of implementing Resolution 14 and important orientations for urban development according to Decision No. 485/QD-TTg of the Government on approving the task of the General Urban Planning of Hoang Hoa until 2045. This is a document of special significance as a legal basis for the gradual development of Hoang Hoa district, from the leadership, direction and operation of the entire political system as well as the expectations of the people in the district,” affirmed the Secretary of the Hoang Hoa District Party Committee, Le Xuan Thu.

The head of Hoang Hoa District Party Committee added: The orientations and strategies for Hoang Hoa development in the next phase have been clearly planned. According to the plan until 2030, Hoang Hoa will be built and developed into a town, a type IV urban area, promoting the development of industry - handicrafts, tourism, trade services, agriculture - aquaculture; with a synchronous and modern economic - social infrastructure. By 2045, Hoang Hoa will be an ecological, cultural, modern urban area, proactively and effectively responding to climate change; closely connected with Thanh Hoa City and neighboring urban areas in terms of urban space, economic, cultural - social development space; people will have a high standard of living;...

The development orientation for Hoang Hoa coastal district is quite specific but also poses many challenges in the innovation period. Talking about the initial solutions to achieve the set major and important goals, the Secretary of the Hoang Hoa District Party Committee shared: "In the immediate future, the district will continue to focus on enhancing the leadership and direction of Party committees and authorities at all levels; especially the leaders in urban development work. Strengthening propaganda work, raising awareness of rural urbanization for cadres, party members, civil servants, public employees and people in the area, creating consensus in the whole district on building and developing rural urbanization associated with striving to complete the goal of building advanced new-style rural communes and model new-style rural communes. In addition, regularly inspect and supervise the process of disseminating, deploying and organizing the implementation of urbanization policies in the spirit of resolutions of party congresses at all levels. Party committees and authorities of communes must continue to review, supplement and adjust the content of programs and plans to implement the resolution to ensure that it is suitable for their local situation; set out a roadmap, time and specific tasks for each year. Implementation Good democratic regulations in the process of implementing the resolution, with the motto "People know, people discuss, people do, people check and people enjoy", mobilizing the strength of solidarity from the district to the grassroots.

In particular, from now until 2025, the district will focus on leading, directing, and assigning departments and branches to actively coordinate with agencies and functional units to complete the establishment and submission for approval of the general urban planning of the whole district; complete the zoning plan of Phu Quy and Bac Hoang Hoa Industrial Parks. Complete the targets according to the action plan to implement a breakthrough in technical infrastructure development, focusing on traffic infrastructure in Hoang Hoa district, period 2021-2025. Promote economic restructuring, focusing on restructuring industry, agriculture, services and tourism development. Maximize mobilization of legal resources to invest in the construction of projects, technical infrastructure works, social infrastructure, ensuring the roadmap set out in the resolution...
