Many corporations and businesses are applying salary, bonus, welfare, social housing regimes, accelerating digital transformation in production and business... effectively contributing to increasing labor productivity.
The Forum "Improving National Labor Productivity in 2024" organized by the Vietnam General Confederation of Labor (VGCL) on the morning of May 26 attracted the participation of many trade union officials, union members, civil servants, public employees, and workers in promoting the increase of national labor productivity.
Establish a fair minimum wage
According to Dr. Pham Thu Lan, Institute of Workers - Trade Unions, Vietnam General Confederation of Labor, satisfactory salary, bonus and welfare regimes are important driving forces to promote increased labor productivity.
“Although employees want to stick with the company, they cannot stay with the company forever when receiving low salaries. This explains why the job-hopping rate is high, from 8-12%/month in industries with a large workforce. In economic relations, "job-hopping" to find a job that suits your skills, qualifications and maximizes your capacity is normal, but "job-hopping" just to earn a higher salary for a similar job is an unnecessary waste,” Ms. Pham Thu Lan emphasized.
For example, a business has 1,000 workers, but 100 workers continuously come in and out each month, the business will have to spend a lot of time, effort, money, and human resources on advertising, recruiting, and training employees... Meanwhile, these costs can be saved to invest in increasing productivity.
Regarding this issue, Ms. Pham Thu Lan suggested: The State needs to establish a reasonable minimum wage. The Trade Union hopes that the Government will direct the National Wage Council to study and establish a minimum wage, and advise the Government so that wages are a driving force for productivity growth; and increase social insurance coverage. Currently, the rate of social insurance participation of workers is continuously increasing, reaching more than 38% of the workforce; the target of social insurance coverage by 2030 is expected to reach 60% as planned.
The issue of housing, school and hospital welfare policies is always a long-awaited issue for many workers. According to the representative of the Institute of Workers and Trade Unions, workers hope that the Government will speed up the construction of social housing along with infrastructure of schools, hospitals and other basic amenities so that low-income workers can achieve their dream of owning their own home in the coming years.
From the actual operation of the enterprise, Ms. Phung Thi Hanh, a worker at Hanoi Shirt Factory (May 10 Corporation) agreed: Enterprises with kindergartens, medical centers, and vocational colleges like May 10 will help workers have enough conditions to develop themselves, feel secure at work, and contribute to increasing labor productivity.
“We hope the Government will have policies to replicate these models for businesses that employ many female workers,” Ms. Phung Thi Hanh suggested.
Building an effective innovation movement
The highlight of the Forum on the morning of May 26 was the representative of the Military Industry-Telecoms Group (Viettel) presenting a solution to maintain high labor productivity at Viettel. The Group wishes to apply the Government's own Decree on wages. This is an important premise to help Viettel achieve its current achievements.
According to Ms. Vu Thi Mai, Viettel's HR Director, in 2023, the labor productivity based on the revenue of the entire Group will be more than 4.1 billion VND/person/year. In particular, at some telecommunications and digital technology units, this figure is more than 9 billion VND/person/year, equivalent to advanced enterprises in the world in the same field (Orange - France, Telefornica - Spain). Viettel's solution to promote labor productivity is based on 3 main pillars: Human resources, tools and policy mechanisms.
“Viettel focuses on selecting suitable personnel in all three aspects: knowledge, skills and attitude. The recruitment or appointment of managers at all levels is not only based on capacity and achievements, but also on cultural compatibility,” said Ms. Vu Thi Mai.
Thanks to that, Viettel always selects personnel who are not only good at their expertise, but also have the spirit of dedication and commitment. As a result, Viettel currently owns a team of thousands of high-quality personnel in the telecommunications and high-tech research industries; mastering the design and operation of global networks, 4G and 5G technologies, or a team of 300 young ANM experts who have won many prestigious awards in the world.
The second is strong digital transformation, applying the latest technologies in production and business activities such as artificial intelligence (AI), big data analysis. At Viettel, systems and tools are built consistently and synchronously so that everyone from leaders to each employee can use them.
“Regarding the policy mechanisms that create motivation, encourage innovation, increase labor productivity and give development opportunities to employees based on a number of key factors including the working environment. The Group has many 'channels' for employees to directly raise difficulties, problems or give feedback on policy mechanisms such as: Dialogue program with the General Director; Online forum 'For a better Viettel', through the Trade Union or annual survey on the level of engagement of staff", Viettel representative shared.
Not only that, Viettel has managers who are always ready to take on the task of working in the most difficult foreign markets. This is also a way to discover talented people and requires employees to constantly innovate, find breakthrough solutions, and increase labor productivity.
Viettel Group has also built a strong initiative movement. Currently, on average, more than 2 new initiatives/ideas are recognized every day at Viettel. For example, recently, an employee of Viettel Construction Joint Stock Corporation, Nguyen Tuan Hong, was honored to receive the 2023 Nguyen Duc Canh Award from the Vietnam General Confederation of Labor with 9 initiatives, generating a profit of more than 30 billion VND; has a salary and bonus mechanism, appropriate to capacity and contribution; focuses on training and development activities, especially through job rotation; creates a personal development roadmap for employees to have the opportunity to advance.
The reality of production and business in enterprises around the world has proven: Training industrial style, raising awareness and labor discipline for workers is an important factor contributing to improving labor productivity, especially in the context of the 4.0 industrial revolution, which places high demands on specialization and process compliance for workers in the production process.
Many opinions at the Forum said: Enterprises wanting to improve product quality and brand require workers to be dedicated, love their jobs, have good education, skills, soft skills and work ethic. Workers wanting to increase their income must have good professional skills, attitude, awareness and manners.
At the Forum, a member of the Trade Union of Intel Products Vietnam Co., Ltd., Mai Thien An, proposed: “The State and schools need to have more forms of teaching and equipping workers with industrial style from an early age so that it becomes a 'habit, way of thinking, way of doing' while still in school, considering orientation at appropriate levels; financial regulations allow the Trade Union to have enough resources to invest/spend on training activities, propaganda, and rewards for industrial style and labor discipline”.
Every May is Workers' Month, an occasion to widely promote the role and mission and continue to promote and affirm the pioneering position and leading force in the cause of industrialization and modernization of the country of the Vietnamese working class. This is also the concretization of the content of the implementation of the Regulation on the working relationship between the Government and the Vietnam General Confederation of Labor.
