Ensuring cyber security is an urgent task in the context of digital transformation, requiring joint efforts to protect national cyberspace from increasing threats.

In the context of Vietnam promoting the application of technology, innovation and digital transformation, ensuring network safety and security is an urgent requirement to protect cyberspace, contributing to ensuring national security and social safety.

At the 2025 member meeting event organized by the National Cyber ​​Security Association (NCA) on April 11 in Hanoi, experts, managers and businesses discussed challenges and solutions for the new phase of cybersecurity.

Cyber ​​attacks are increasingly sophisticated, causing great damage

Speaking at the event, Lieutenant Colonel Nguyen Ba Son, Deputy Director of the Department of Cyber ​​Security and High-Tech Crime Prevention and Control - A05 (Ministry of Public Security), emphasized that cyberspace, in addition to its positive aspects, also has many potential risks and challenges. Cyber ​​attacks, cyber espionage, and the disclosure of personal information and data are becoming increasingly dangerous, while high-tech crimes are becoming increasingly complex and sophisticated.

Mr. Le Cong Trung, Head of MobiFone's Cyber ​​Security Department, pointed out the increasing trend of information theft crimes (stealers) targeting browser information and social network accounts.

Mr. Trung cited the damage in Vietnam in 2024 due to ransomware attacks of up to 11 million USD , 14.5 million accounts leaked, 10 TB of data for sale. Of which, 71% of the attacks targeted the banking sector.

"According to a survey by the National Cyber ​​Security Association, the total damage caused by online fraud to Vietnamese users in 2024 will reach VND18,900 billion ," added a MobiFone representative.

Mr. Nguyen Duc Bang, Director of Financial Banking Solutions NGS Consulting, also said that the damage from cybercrime globally is huge, and noted that the development of AI makes attacks and frauds increasingly unpredictable. Citing aggregated data, Mr. Bang said that in 2024, cybercrime will earn about 4,500 billion USD , equivalent to the world's third largest economy.

“These numbers give us a lot of information about the severity of cyber attacks, as well as the importance of investing in systems, investing in solutions and linking together to fight and minimize damage,” commented Mr. Nguyen Duc Bang.

Joint efforts to deal with and improve the law

In the face of this situation, Mr. Vu Anh Tu, Chief Technology Officer of FPT Corporation, stated that AI is both an offensive "weapon" and a defensive "shield". He suggested that organizations and businesses should form an intelligent cybersecurity alliance and establish a multi-layered SOC (Security Operations Center) platform that applies AI.

On the management side, Lieutenant Colonel Nguyen Ba Son said that the Ministry of Public Security has taken over the state management function of network information security from the Ministry of Information and Communications. The Ministry of Public Security has proposed to merge the 2018 Cyber ​​Security Law and the 2015 Cyber ​​Security Law into the 2025 Cyber ​​Security Law, which is expected to be submitted to the National Assembly for approval next October in a simplified manner.

"We will also complete the system of regulations on standards and technical regulations on cyber security in a unified direction... to be consistent with regulations on functions and tasks in the new situation," added Senior Colonel Nguyen Ba Son.

Human resource training is also a key factor. According to Mr. Vu Ngoc Son, Head of the NCA Technology Department, Vietnam is expected to lack more than 700,000 personnel specializing in cybersecurity. Currently, more than 20% of agencies and enterprises do not have specialized personnel in cybersecurity and 35.56% of units do not have enough personnel to meet the demand.

NCA is building the nCademy training platform, creating a learning community, raising awareness and in-depth research on cybersecurity, contributing to solving the human resource problem.
