List of investment projects in the form of BOT, establishment of Food Safety Department, organization of Thu Duc City... are the contents considered by the Ho Chi Minh City People's Council at the meeting on the morning of September 19.
According to the City People's Council, the thematic session will last for one day. Delegates will consider a report on the list of projects to upgrade and expand existing roads, applying BOT (build-operate-transfer) contracts with a total investment of more than VND37,000 billion, implemented in the period of 2023-2030.
Specifically, there are 5 projects proposed by the City People's Committee to be implemented, including: expanding National Highway 13 (from Binh Phuoc intersection to Binh Trieu bridge) 4.6 km long; upgrading National Highway 1 (section from An Lac to Long An province border) 9.6 km long; upgrading National Highway 22 (section from An Suong intersection to Ring Road 3) 9.1 km long; expanding the North-South axis (from Nguyen Van Linh to Ba Chiem bridge intersection) 7.5 km long and building Binh Tien bridge - road (section from Pham Van Chi to Nguyen Van Linh) 3.2 km long.

The City People's Council also considered and discussed the proposal to establish the City Food Safety Department. Once established, this will be a specialized agency under the Ho Chi Minh City People's Committee, with the function of advising and managing the state on food safety in the area.
Previously, the city had piloted the operation of the Ho Chi Minh City Food Safety Management Board for more than 6 years, since December 2016. According to the assessment, this unit still has many limitations in terms of functions and powers compared to the Department, and many regulations have not been issued, hindering the operation of the board. Therefore, the transfer from the Board to the Department will help the unit overcome many difficulties and maximize the effectiveness of its operations.
At this session, the City People's Council will also consider the proposal to regulate the functions and tasks of specialized agencies, administrative organizations and public service units under the Thu Duc City People's Committee. Accordingly, Thu Duc City will reorganize and rename 5 specialized agencies due to the transfer of functions and tasks to each other; establish 3 new administrative organizations under the Thu Duc City People's Committee including the Department of Public Works and Traffic, Construction Inspectorate, and Public Administration Service Center.
Thus, Thu Duc City People's Committee will have 16 specialized departments performing state management functions, 6 more than the general regulations of district-level People's Committees.
The three contents above are all implemented according to Resolution 98 on a number of specific mechanisms and policies for Ho Chi Minh City, which was passed by the National Assembly on June 24. The Resolution includes new policies that are regulated for the first time on investment, budget finance, land management, planning and organizational structure. In addition, the Resolution also includes a number of policies that have been regulated in Resolution 54 and specific mechanisms that have been applied in other localities.
In addition, the thematic session of the City People's Council will also consider more than 10 reports of the Ho Chi Minh City People's Committee related to the number of cadres and civil servants in communes, wards and towns; regulations on expenditure levels to implement the project "Supporting the national innovation and startup ecosystem until 2025"; projects to renovate a number of schools; adjusting the medium-term public investment capital plan for the period 2021-2025...
