Ham Yen is a mountainous district with 12 ethnic groups, of which ethnic minorities account for 63.4% of the district's population. Over the past 5 years, the district has made efforts to implement poverty reduction in general and poverty reduction in ethnic minority areas in particular and achieved many important results. Many major policies on poverty reduction and socio-economic development for mountainous areas and ethnic minority areas have been effectively implemented, achieving and exceeding the set goals. The material and spiritual life of ethnic minorities has gradually improved. In the period of 2019-2023, the poverty rate of the district decreased from 4,753 households to 3,362 households, a decrease of 4.75%. 11/17 communes have met new rural standards, 01 commune has met advanced new rural standards. Ham Yen also focuses on compensating for the lack of basic social services for poor households. In the first 6 months of the year, 94% of households had access to clean water.
The goal of the Resolution of the 21st Congress of the Party Committee of Ham Yen district, term 2020 - 2025, is to strive to reduce the poverty rate by an average of 3%/year. To carry out this task, in recent times, the locality has made efforts to implement solutions to help people develop the economy and sustainably reduce poverty. In order for people in the area to escape poverty sustainably, Ham Yen district has effectively integrated national target programs (Socio-economic development program for ethnic minority and mountainous areas; Sustainable poverty reduction program and New rural construction program) to support production to create livelihoods for people.
A typical example is Minh Huong, a remote, extremely disadvantaged commune of the district, with a high proportion of ethnic minorities living there (accounting for 93%). People's lives are still difficult, so Minh Huong commune pays great attention to and focuses on implementing ethnic policies and National Target Programs. From these resources, from 2022 to present, the commune has had nearly 600 households supported with housing, land, job conversion, and scattered domestic water. Comrade Hoang Minh Hai, Vice Chairman of Minh Huong Commune People's Committee, said that when implementing the contents of the National Target Programs, the commune always adheres to the principles of publicity and transparency, which are highly agreed upon by the people. Up to now, many projects supporting ethnic minorities to develop production, diversify livelihoods, and support housing, residential land, and production land have helped people in the area have favorable conditions to develop the economy, improve their lives, and reduce poverty.
Thanks to drastic and synchronous implementation, Minh Huong commune is considered a typical locality in implementing the National Target Programs of Ham Yen district. Up to now, Minh Huong commune has 100% asphalted and concreted commune roads, 90% hardened inter-village roads; cultural houses and sports grounds serving cultural and sports activities of the whole commune meet standards; the rate of households with solid houses is 93%; the average income of the commune is 42 million VND/person/year; the poverty rate has decreased to 12.9%.
Identifying poverty reduction as a key task to ensure social security, in recent times, Ham Yen district has mobilized the entire political system to effectively implement 03 National Target Programs, creating conditions for poor and near-poor households to have opportunities to develop the economy, create jobs, and increase income. In particular, Ham Yen district has fully, promptly, and effectively deployed the career capital of the National Target Program for Sustainable Poverty Reduction, accordingly, the total planned capital assigned to the Program is 18 billion 576 million VND, to date the district has disbursed 10 billion 569 million VND.
The district also creates conditions for poor households to access preferential loans and training in transferring science and technology in agricultural production to increase income. In particular, the district focuses on supporting poor and near-poor households in housing. In 2023 alone, the district supported 262 poor, near-poor and disadvantaged households to rebuild and repair their houses with a budget of more than 11.8 billion VND. 262 spacious and solid houses are the result of contributions and resource mobilization from many organizations and units, especially from the budget of National Target Programs.
