Hai Phong strives to achieve the highest level of socio-economic targets in 2023; focuses on boosting budget collection, accelerating the establishment of an Economic Zone in the southern part of the city to attract investment, opening up opportunities for the city's development in the future.

These are the contents discussed and planned by the Hai Phong City Party Committee at the 13th Hai Phong City Party Committee Conference held today (October 19).

In the first 9 months of the year, the City Party Committee, the Standing Committee of the City Party Committee and Party committees at all levels of Hai Phong City have focused on leading and directing the synchronous implementation of political tasks; the Party situation has basically maintained stability and solidarity, all aspects of Party building have achieved many important results, creating conditions and foundations for implementing socio-economic development goals. The entire Party Committee has admitted more than 2,770 new Party members and established 43 Party organizations.

In particular, Hai Phong continues to be a bright spot in socio-economic development, leading the country in attracting foreign direct investment (FDI) with more than 3 billion USD and in the top of the country in disbursing public investment capital.

However, according to Chairman of Hai Phong City People's Committee Nguyen Van Tung, many of the city's targets have not met the set plan, including two important targets: GRDP growth rate and industrial production index IIP.

"The GRDP target in the first quarter was low, but higher in the second and third quarters. However, if we do not try in the fourth quarter, the annual plan target of 12.7-13% will not be achieved.

The second indicator is the industrial development index IIP, according to the plan it increased by 15% compared to last year, but after 9 months we only reached 12%, which is 3% lower than the plan; hopefully this fourth quarter we will have to make more efforts to complete the plan", Chairman of Hai Phong City People's Committee Nguyen Van Tung analyzed.

At the 13th Hai Phong City Party Committee Conference, leaders of the City Party Committee, localities and units in the city analyzed and discussed solutions; strengthened discipline, administrative discipline, promoted the responsibility of leaders; strived to complete the socio-economic goals in 2023 at the highest level.

Localities focus on removing difficulties and speeding up the progress of key projects, especially investment projects on seaports, Cat Bi international airport, industrial parks and clusters, and tourism projects in Do Son, Cat Ba...

Hai Phong City Party Secretary Le Tien Chau emphasized that the first task the City needs to focus on from now until the end of the year is to boost budget collection, especially domestic revenue.

Mr. Le Tien Chau requested the Party Committee of the City People's Committee to direct and conduct in-depth research on the revenue structure, areas with room for revenue increase, and companies producing in the area but declaring and paying taxes elsewhere... to find solutions to increase budget revenue.

Regarding the policy of establishing an Economic Zone in the southern area of Hai Phong city, which has been highly agreed upon by the Standing Committee of the City Party Committee, Mr. Le Tien Chau requested the City leaders and departments to focus on implementation, by the end of 2023, there will be a draft dossier; in 2024, it will coordinate with the Central Ministries and Departments to resolve procedures and complete legal procedures for establishment in 2025.

Mr. Le Tien Chau emphasized: "In the context that we are facing a golden opportunity to attract capital and technology from countries that are shifting to politically stable areas; our current economic zone is gradually running out of room for development, this task in the current period is truly urgent, urgent, and especially important for the future development of the city in the next 10-20 years. If we miss this golden opportunity, we will be at fault with future generations."
