Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo determined that by 2025, Hai Phong city will basically complete the industrialization and modernization process, become the key maritime economic center of the country, the national logistics service center; by 2030, become a modern international logistics service center by sea, air, highway, high-speed railway... With an ideal geo-economic position when converging all five types of transportation and gateway seaports, Hai Phong city has been aiming to become the logistics center of the northern region and internationally.

The Prime Minister's planning for the Red River Delta region for the period 2021-2030, with a vision to 2050, which was just announced in May 2024, and Decision No. 323/QD-TTg of the Prime Minister on Adjusting the Master Plan of Hai Phong City to 2040, with a vision to 2050... all determine to develop Hai Phong into a logistics center for the region, the country and the world...
Affirming the role as a major socio-economic center
According to Deputy Head of the Central Economic Commission Nguyen Hong Son, after 5 years of implementing Resolution No. 45-NQ/TW of the Politburo, Hai Phong city has affirmed its role as a major socio-economic center of the Red River Delta and the whole country; the city's socio-economic results have achieved many impressive results and are a bright spot in the overall picture of the whole country. The achievements that Hai Phong city has achieved have affirmed the correctness of the policies, orientations and Resolution No. 45 has come into life, bringing practical results.
According to the assessment of the Central Economic Committee, over the past 5 years, the service industry of Hai Phong city has developed progressively, especially in areas with strengths such as seaport services, logistics... with a growth rate of added value reaching 8.47%. Of which, the production value of the service sector in 2023 reached more than 265 trillion VND, 1.64 times higher than in 2018.
According to Chairman of Hai Phong City People's Committee Nguyen Van Tung, the city has soon had a specific Action Program to implement Resolution No. 45-NQ/TW of the Politburo and resolutely implemented it. In particular, the city always identifies logistics as an important service industry in the overall structure of the city's economy, playing a role in supporting, connecting and promoting the socio-economic development of Hai Phong, contributing to improving the competitiveness of the economy. Along with seaport services, logistics is one of the three pillars in the development orientation of the Port City.
Accordingly, Hai Phong city has always been consistent in its policy of developing logistics services into a service industry that brings high added value, linking logistics services with the development of goods production, import and export and trade, developing transport infrastructure and information technology... - important conditions for Hai Phong logistics to develop.
In fact, in recent years, the growth rate of logistics services in the city has reached 20 to 23% per year, the proportion of logistics services contributing to the city's GRDP has reached 13 to 15%.
To strongly develop logistics activities, Hai Phong has been focusing on mobilizing all resources to develop transport infrastructure, urban areas, industrial parks, economic zones and especially the seaport system. And major projects according to Resolution No. 45 of the Politburo are all in the list of key projects in the 2020-2025 period that the city prioritizes to arrange and attract investment resources for development.
Among them, many transport works with the role of connecting regions and areas have been completed such as the Hanoi-Hai Phong; Hai Phong-Ha Long-Mong Cai expressways; National Highway 5; National Highway 10 have been upgraded, renovated, and expanded; completed construction of Rung bridge, Quang Thanh bridge; Dinh bridge; Hoa river bridge; Tan Vu-Lach Huyen bridge and road...; Lai Xuan bridge is being completed and Nguyen Trai bridge is being built...
In the period of 2019-2023, Hai Phong has invested in building nearly 20 km of new national highways, nearly 29 km of provincial roads, more than 55 km of district roads and more than 137 km of urban roads... creating the most convenient road connection to and from Hai Phong in the country.
Along with that, the deep-water seaport system is constantly being invested in. Currently, Hai Phong has completed and put into operation two starting berths of Hai Phong International Gateway Port in Lach Huyen, capable of receiving ships with a capacity of up to 145,000 DWT. Many major shipping lines in the world have brought large-tonnage container ships into the port to exploit international shipping routes, directly connecting Hai Phong with major ports in Northeast Asia, Europe, North America, etc.
At the same time, the city is also accelerating the construction of six wharfs in Lach Huyen and is deploying the next wharfs. It is expected that in the first quarter of 2025, Hai Phong will have four more deep-water ports in Lach Huyen completed and put into operation.
The city also focuses on investing, renovating, and improving the operational efficiency of 285 km of national inland waterways and 140 km of local inland waterways to develop container transport on these routes to reduce transportation and logistics costs, as well as reduce traffic congestion and accidents.
According to the Inland Waterways Administration (Ministry of Transport), every year, about 80,000 containers and 3.5 million tons of goods imported and exported through Hai Phong seaport are transported by inland waterway transport.
There is still room for growth.
According to the Institute for Strategy and Policy Research on Industry and Trade (Ministry of Industry and Trade), the logistics service activities in Hai Phong initially demonstrated an important role in the Northern key economic region as well as the Red River Delta, but compared to its potential and advantages, the logistics industry of Hai Phong has not developed commensurately and has not effectively promoted its role as an important logistics hub, connecting the Northern key economic region with the whole country, region and internationally.
In particular, logistics costs are still high due to the unsynchronized infrastructure system; limited information technology, weak quality and professionalism of logistics human resources, currently only meeting about 40 to 45% of market demand...
Hai Phong currently has 250 enterprises registered to provide logistics services with more than 170 thousand employees, along with 60 main warehouses with a total area of about 701 hectares. However, in reality, logistics enterprises in Hai Phong only perform basic stages such as loading and unloading, warehousing, road transport..., with low revenue, low added value, and difficulty competing with foreign enterprises such as: ONE, Maersk-line, Mitsui OSK line, APL... currently occupying 75 to 80% of Hai Phong's logistics market share.
Along with that, the method of transporting goods by road still accounts for more than 80%, while low-cost transport methods such as railways and inland waterways have not been highly effective, causing high costs, reducing the quality of logistics services, posing the risk of traffic jams and negative impacts on the environment...
According to Associate Professor, Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, a number of new breakthrough mechanisms and policies for Hai Phong have been approved by the Politburo in Resolution No. 45, such as establishing a free trade zone; piloting the organization of a one-level and two-level urban government model; researching the port management agency model... but have not yet been implemented in practice.
In order for Hai Phong to truly promote its advantages and potential for stronger development, it needs to have mechanisms and policies that are superior, innovative, feasible, suitable for implementation conditions, and have synchronization and consistency with resources - Mr. Tran Dinh Thien emphasized.
General Director of DEEP C Industrial Zone Complex, Mr. Bruno Jaspaert said that in Hai Phong, the opportunity for logistics development is huge. Industrial zones built next to seaports and located in coastal economic zones have been taking advantage of the existing potential of Vietnam's long coastline, helping to transport large quantities of goods over long distances at low costs. This advantage of Hai Phong is considered a growth platform for the port and logistics services industry.
According to Director of the Central Institute for Economic Management Tran Thi Hong Minh, as a locality with many advantages to develop the logistics sector and free trade zones, Hai Phong city needs to take advantage of its geographical and human resources to strongly develop this sector. With available resources such as deep-water ports, traditional seaports, and positive results in freight transit and logistics environment in the region, Hai Phong can completely become a logistics center of the northern region and internationally in the near future...
According to Chairman of Hai Phong City People's Committee Nguyen Van Tung, the city has been focusing on the goal of building and developing Hai Phong into a key national and international seaport and logistics service center according to Resolution No. 45 of the Politburo.
Currently, the city has actively coordinated with ministries and branches to quickly complete and submit to the Prime Minister a project on developing the Southern Coastal Economic Zone - a space and driving force for the city's socio-economic development in general and logistics activities in particular to develop strongly and make breakthroughs in the coming time.
Accordingly, along with the formation of this new coastal economic zone in the direction of a 3.0 generation, multi-industry ecological economic zone, the southern coastal economic zone of Hai Phong will focus on high-tech industry and modern logistics, being the focal point of Hai Phong city to participate in the regional and global value and supply chain.
Here, Hai Phong is expected to have a coastal expressway, Nam Do Son seaport, Tien Lang international airport, two railways Lao Cai-Hanoi-Hai Phong and Nam Dinh-Hai Phong-Quang Ninh; Free trade zone; and a series of new industrial zones, opening up more space for Hai Phong to develop. By 2030, Hai Phong's southern coastal economic zone will become a key driving force of Hai Phong's economy.
