Hai Phong realizes Resolution No. 45-NQ/TW of the Politburo:
Hai Phong aims to become a logistics center of the Northern region and internationally.
With all 5 types of transportation, especially Lach Huyen International Port, Hai Phong is considered an ideal location to develop logistics services. Hai Phong is aiming to become a logistics center of the Northern region and internationally.
Planning vision
It can be seen that planning is the core, the backbone, the decisive factor for logistics development, and now it has fully converged in Hai Phong.
That is Resolution 45/NQ-TW of the Politburo, which determines that by 2025, Hai Phong city will basically complete the industrialization and modernization process, become the key maritime economic center of the country, the national logistics service center; by 2030, it will become a modern, smart, and sustainable industrial city of regional stature: a modern international logistics service center by sea, air, highway, and high-speed railway.
The planning of the Red River Delta region for the period 2021 - 2030, with a vision to 2050, identifies the formation of large regional and world-class service centers for trade, tourism, finance, and logistics in Hanoi, Hai Phong, and Quang Ninh.

Adjusting the Master Plan of Hai Phong City to 2040, with a vision to 2050, also determines that Hai Phong's logistics network is about 2,200 - 2,500 hectares, including: International and regional logistics centers in Dinh Vu - Cat Hai area; city-level logistics centers, specialized logistics centers, and supporting logistics centers associated with major trading hubs. In addition, logistics zones will be arranged in association with industrial production areas, river ports, seaports, and other transportation centers and hubs in Hai An, Duong Kinh districts, Kien Thuy, An Duong, Tien Lang districts, etc.
The Hai Phong City Planning for the period 2021-2030, with a vision to 2050, clearly states that Hai Phong will be a major seaport city in the region and the world with three development pillars: seaport-logistics services; green, smart, modern industry and international sea tourism center. Regarding seaports and logistics services, Hai Phong City will be built into an international connection center with modern logistics services; Lach Huyen Port and Nam Do Son Port will become a gateway port cluster combined with international transit; promote the application of digital technology in the field of seaport services and logistics; establish the Southern Hai Phong Coastal Economic Zone.
Building Hai Phong into a regional and international logistics center
Hai Phong is known as a seaport city; an important traffic gateway of Vietnam and the world. The city has a synchronous transport infrastructure system, with 5 types of transport (sea, road, rail, air, inland waterway) conveniently connecting inter-provincial, inter-regional and to countries around the world.
In recent years, Hai Phong has focused on mobilizing all resources to develop transport infrastructure, urban areas, industrial parks (IPs), and economic zones. The deep-water seaport system has been continuously invested in. Up to now, 8 berths have been built in Lach Huyen and the next berths are being deployed.

The city has 14 national inland waterways with a length of 265 km; 17 local inland waterways with a length of 191 km; 16 inland ports; Cat Bi International Airport is planned to reach a capacity of 13 million passengers and 250,000 tons of cargo/year by 2030; vision to 2050 to reach 18 million passengers/year and 500,000 tons of cargo/year.
In addition, Hai Phong also holds an important position in the Northern Coastal Region, the intersection of two economic corridors Kunming - Lao Cai - Hanoi - Hai Phong; Nanning - Lang Son - Hanoi - Hai Phong and the Northern coastal corridor; is an important traffic hub, the main gateway to the sea of the Northern provinces.
According to Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee: "The city always identifies logistics as an important service sector in the overall structure of the city's economy, playing a supporting, connecting and promoting socio-economic development of Hai Phong, contributing to improving the competitiveness of the economy. The city has always been consistent in its policy of developing logistics services into a service sector that brings high added value, linking logistics services with the development of goods production, import and export and trade, and the development of transport infrastructure and information technology. This is an important condition for Hai Phong logistics to develop".
Currently, in Hai Phong city, there are 4 logistics centers, including 2 centers in operation: Green Logistics Center; Yusen Logistics Center (DEEP C Industrial Park); 2 centers under construction: CDC Logistics Center (DEEP C 2 Industrial Park) and Logistics Center at Hai Phong International Gateway Port Industrial Park (DEEP C 3).

In addition, enterprises investing in industrial park infrastructure in Hai Phong city always pay attention and concentrate on investing in developing logistics centers.
Mr. Nguyen Thanh Phuong, General Director of Sao Do Group shared: Currently, the demand for goods transportation has been increasing rapidly in recent years, especially sea transport, but the fleet of Vietnamese enterprises as well as the logistics system of Vietnam can only meet a very small part.
According to Mr. Bruno Jaspaert, General Director of DEEP C Industrial Park Complex, the opportunity for logistics development in Hai Phong is huge. Industrial parks built next to seaports, located in coastal economic zones, have become an inevitable trend due to taking advantage of the existing potential of Vietnam's long coastline, helping to transport large quantities of goods over long distances at low cost. This is also considered a growth platform for the port and logistics services industry.
Along with that is the strong development of enterprises operating in the field of logistics. Currently, in Hai Phong City, there are about 250 enterprises registered to provide logistics services. Of which, there are about 30 multinational logistics companies and corporations such as DHL, UPS, FedEX..., accounting for 70-80% of the market share. The number of workers operating in this field accounts for approximately 20% of the logistics labor force nationwide (about 175,000 people).

The average growth rate of Hai Phong logistics services is 20-23%/year; the contribution to the city's GRDP is 10-15%; the rate of outsourced logistics services is about 25-30%.
City-level logistics centers are currently located in Lach Huyen, VSIP Thuy Nguyen Industrial Park, Trang Due Industrial Park, Nam Trang Cat Industrial Park, Cat Trap Island Industrial Park; supporting logistics centers in districts: Hai An, Duong Kinh, Do Son, An Lao, An Duong, Kien Thuy, Vinh Bao and logistics areas along Hanoi - Hai Phong highway, national highways, and major traffic hubs in the area.
Along with that, the City continues to effectively implement cooperation programs to promote regional connectivity in the development triangle of Hanoi - Hai Phong - Quang Ninh and the northeastern coastal localities.
Hai Phong has officially submitted to the Prime Minister the development of the Southern Coastal Economic Zone, including Nam Do Son Port; Free Trade Zone; Tien Lang International Airport, with dozens of new industrial parks, opening up more space for logistics. From there, Hai Phong will become a modern international logistics service center, focusing on building logistics infrastructure, promoting logistics trade, building a logistics service supply chain, moving towards building smart logistics and exporting logistics abroad.
In the immediate future, by 2025 Hai Phong will invest in building 1-3 national-level logistics service zones with a logistics service growth rate of about 30%-35%/year; the contribution rate to the city's GDP is from 20%-25%; the rate of outsourced logistics services is about 60%. The output of goods passing through the port will reach 300 million tons.
Furthermore, by 2030, Hai Phong strives to become a modern international logistics service center with all 5 transportation systems, prioritizing land funds to build logistics service centers of national and international stature, basically completing the logistics center network in the city. Ensuring the growth rate of logistics services reaches about 30% - 35%/year, the contribution rate to the city's GDP is from 25% - 30%, the rate of outsourced logistics services is about 65%, new logistics centers according to the plan undertake 60% - 70% of the total volume of goods, the remaining centers and areas providing logistics services currently being exploited undertake 30% - 40%.
At the same time, improve the quality of logistics human resource training, ensuring that the proportion of labor force trained in logistics reaches 80%. The output of goods passing through ports in 2030 reaches 600 million tons.
Ms. Tran Thi Hong Minh, Director of the Central Institute for Economic Management, commented at the 5th Regional Logistics Forum in May 2024 that Hai Phong is a locality with many advantages to develop the logistics sector and free trade zones. Therefore, it is necessary to take advantage of geographical and human resources. With available resources such as deep-water ports and traditional seaports, along with many positive results in the transit of goods and the logistics environment in the region, Hai Phong can completely become a logistics center of the Northern region and internationally in the near future.
