Hai Phong announces plan to merge a series of departments and branches

Hai Phong City has just announced a plan to streamline its apparatus according to Resolution 18 of the Central Committee, with the goal of completing it before January 20, 2025.

Accordingly, Hai Phong City plans to merge the City Party Committee's Propaganda Department and the City Party Committee's Mass Mobilization Department, end the operation of the City Officials' Health Care and Protection Department, and transfer the task to the City Party Committee's Organization Department, the Department of Health, and Viet Tiep Friendship Hospital.

End of activities of the Party Committee of the City Agencies and the Party Committee of the City Enterprises, end of activities of the Party delegations and Party executive committees under the City Party Committee.

According to the plan to streamline the apparatus for effective and efficient operation, Hai Phong City proposed merging Hai Phong Newspaper and Hai Phong Radio and Television Station.

Establishment of Party Committees, Party organizations, People's Council, and city judiciary.

Establish the City Party Committee and develop the working regulations of the City Party Committee.

Transfer some grassroots party committees and grassroots party committees directly under the City Party Committee to the Government Party Committee for management. Restructure the organization and operation of the Hai Phong Economic Zone Party Committee.

Merge Hai Phong Newspaper and Hai Phong Radio and Television Station into Hai Phong City Press and Communication Center.

For agencies and units under the Hai Phong City People's Committee, it is expected to merge the Department of Planning and Investment with the Department of Finance; merge the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development; merge the Department of Culture and Sports with the Department of Tourism; merge the Department of Science and Technology with the Department of Information and Communications; merge the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs, and at the same time transfer some functions to the Department of Education and Training and the Department of Health.

For agencies under the Hai Phong City People's Council, arrange and streamline the organizational structure, reduce internal focal points, build working positions associated with streamlining the payroll, improve the effectiveness and efficiency of the apparatus and the quality of the staff in the Office of the National Assembly Delegation and the Hai Phong City People's Council.

For the Vietnam Fatherland Front Committee of the city, socio-political organizations and associations assigned by the Party and State to perform city-level tasks, merge and terminate the operations of a number of affiliated agencies and units in a streamlined manner, only retaining agencies and units with necessary functions and tasks.

End the activities of organizations, industry unions, and block unions, and transfer tasks to the Boards of the City Labor Federation.

For localities, merge, consolidate, and terminate the operations of a number of departments, agencies, and units under district-level Party Committees and specialized departments under district-level People's Committees.

Ending the operation of steering committees under district-level Party committees, merging or ending the operation of a number of public service units and steering committees under district-level People's Committees.

The Hai Phong City Party Committee assigned Party committees at all levels, Party organizations, agencies and units to coordinate to urgently complete the development of projects and plans to report to competent authorities for approval. The deadline for developing projects and plans is before January 15, 2025.
