Identifying the important role of state budget revenue, ensuring investment capital and socio-economic development, Hai Ha district focuses on directing with focus and key points, improving the effectiveness and efficiency of state budget revenue management, ensuring correct and sufficient collection, nurturing revenue sources, and increasing the proportion of sustainable revenue sources. In addition, the district also thoroughly saves on expenditures right from the stage of determining tasks and making estimates, especially saving on regular expenditures to increase development investment expenditures.
Along with that, the district focuses on solving difficulties and obstacles and creating favorable conditions for enterprises in production and business; promptly grasping and thoroughly resolving the suggestions of enterprises. Reviewing each subject and each source of budget revenue in the area, especially new sources of revenue; strengthening the inspection of tax declaration records to organize full and timely tax collection for transportation, hotel, food and beverage, and tourism business activities.
Create all favorable conditions for enterprises in import-export activities, strive to achieve the budget for allocating fees and charges. Provide guidance on investment procedures, land, labor training... for enterprises to invest in the district in a convenient and quick manner, create an open investment environment to attract investment, and improve the competitiveness of enterprises. This is a key solution to develop revenue sources for the district budget.
By the end of November 6, 2024, the total state budget revenue in Hai Ha district reached more than 265.8 billion VND, of which import-export tax revenue reached 11.7 billion VND, an increase of 6% over the same period in 2023; domestic revenue reached more than 254 billion VND.
Up to now, 8/9 revenue items have met the estimated progress, such as: Revenue from the state-owned economy reached more than 1.1 billion VND, up 124% over the same period; non-state revenue reached more than 41.6 billion VND; fees and charges reached nearly 4.8 billion VND, up 6% over the same period; registration fee reached more than 18.4 billion VND; non-agricultural land use tax reached 251 million VND, up 51% over the same period; personal income tax reached more than 8.8 billion VND... The remaining revenue item that did not meet the average estimated progress was revenue from land use fees.
Mr. Tran Manh Hung, Head of Hai Ha - Dam Ha Tax Branch, said: To complete the task of collecting the state budget in 2024, the Branch continues to closely follow the annual work program of the Provincial Tax Department, the directive documents, and conclusions on the implementation of tasks of the Director of the Tax Department, the People's Council and the People's Committee of the district to effectively carry out tax collection tasks, including the task of collecting land use fees. It is expected that in the first half of November, the district will complete the collection of land use fees.
Coordinate with the district departments and offices, the People's Committees of communes and towns to review and forecast revenue sources, fees, charges and other revenues to submit to the State budget. Continue to analyze and determine revenue sources, collection addresses and closely monitor the collection progress, evaluate and analyze the collection situation in each collection area, collection item, tax type to have effective collection management solutions, compensate for expected revenue shortfalls... Implement accurate classification of tax debts and implement regular tasks of urging and collecting tax debts.
