On the afternoon of January 24, comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Hai Duong province chaired the January meeting of the Provincial People's Committee (3rd time) to discuss and give opinions on the reports and submissions of the Departments of Home Affairs and Construction.

At the meeting, the Department of Home Affairs reported on the completion of the overall plan for arranging commune-level administrative units of Hai Duong province for the period 2023-2025.

After listening to the opinions of the delegates, the Chairman of the Provincial People's Committee concluded that the Provincial People's Committee basically agreed with the content of the report of the Department of Home Affairs. The Department of Home Affairs was requested to receive the opinions of the delegates, coordinate with the Office of the Provincial People's Committee to complete the content of the report so that the Provincial People's Committee could report to the Steering Committee and the Standing Committee of the Provincial Party Committee on receiving and completing the overall plan for the arrangement of commune-level administrative units of Hai Duong province in the period of 2023-2025, before reporting to the Ministry of Home Affairs according to regulations.

The Chairman of the Provincial People's Committee noted that this is an important content, requesting relevant departments, branches and localities to closely follow the timelines and implementation progress to ensure regulations. Regarding the time to complete the dossier, the Chairman of the Provincial People's Committee requested the commune level to complete the dossier and submit it to the People's Council at the commune level before March 31, 2024. The People's Committee at the district level completes the dossier, submits it to the People's Council at the district level for approval, then continues to complete the dossier and project to send to the Department of Home Affairs for appraisal and report to the Provincial People's Committee before April 15, 2024. The Provincial People's Committee will complete the dossier and project to implement the arrangement of commune-level administrative units in the period of 2023-2025 in the province to submit to the Provincial People's Council before April 30, 2024 and complete the dossier and report to the Ministry of Home Affairs. According to the report of the Department of Home Affairs, the total number of commune-level administrative units subject to rearrangement in the 2023-2025 period in the province is 38 units, of which 33 commune-level units will be rearranged, 5 units will not be rearranged (including 1 unit in Chi Linh city, 4 units in Hai Duong city). For the 28 commune-level administrative units formed after the rearrangement, 25 units have not met the prescribed area standards, 3 units formed after the rearrangement meet the standards.

According to the report of the Department of Home Affairs, before and after the arrangement, the number of district-level administrative units in the province remained the same at 12 units (including 9 districts, 1 town, 2 cities); the number of commune-level administrative units after the arrangement decreased by 28 units. Specifically, before the arrangement, the whole province had 235 commune-level administrative units (including 178 communes, 47 wards, 10 towns). After the arrangement, the number of commune-level administrative units decreased to 207 units (including 151 communes, 46 wards, 10 towns).

The plan for rearranging commune-level administrative units for the 2023-2025 period and the plan for rearranging commune-level administrative units for the 2026-2023 period have been updated and supplemented into the Hai Duong province planning for the 2021-2030 period, with a vision to 2050, and approved by the Prime Minister. In the 2026-2030 period, there are no district-level administrative units subject to rearrangement in the province, and it is expected that 53 commune-level administrative units will be rearranged.
