Ministry of Home Affairs urges 51 localities to rearrange districts and communes

The above content is mentioned in Decision No. 73 of the Minister of Home Affairs on promulgating the program of practicing thrift and combating waste of the Ministry of Home Affairs in 2025.

The program's goal is to resolutely, synchronously and effectively implement effective solutions in practicing thrift, fighting waste, seizing opportunities, pushing back challenges, and striving to achieve the highest results in the tasks under the State management of the Ministry of Home Affairs.

Reorganize the apparatus associated with streamlining the payroll

One of the key tasks to be carried out by the Ministry of Home Affairs in 2025 is to continue to guide and urge 51 localities to reorganize district- and commune-level administrative units for the 2023-2025 period, which has been approved by the National Assembly Standing Committee; urgently arrange, organize, and assign cadres, civil servants, and public employees, and handle public assets after the reorganization to ensure early stability for the organization of party congresses at all levels in 2025.

At the same time, the Ministry of Home Affairs requested to continue reviewing and proposing plans to merge district and commune-level administrative units for administrative units that do not meet the criteria on area and population according to Resolution No. 35/2023 of the National Assembly Standing Committee to proactively plan the arrangement in the period of 2023 - 2030.

The Ministry of Home Affairs strives to complete the streamlining of the apparatus in accordance with the goals and requirements associated with streamlining the payroll and restructuring the staff, civil servants and public employees in the process of merging the Ministry of Labor, War Invalids and Social Affairs with the Ministry of Home Affairs.

The Ministry of Home Affairs will guide ministries, branches and localities to deploy plans to reorganize the apparatus of State administrative agencies to ensure urgency so as not to interrupt or miss work.

Along with that, it is necessary to guide ministries, branches and localities to streamline the payroll in conjunction with the team of cadres, civil servants and public employees according to job positions; focus on training, retraining and fostering the team of cadres, civil servants and public employees to ensure adequate qualities, qualifications and capacity on par with the tasks after rearranging and streamlining the organizational apparatus of ministries, branches and localities.

This year, the Ministry of Home Affairs will continue to arrange and promote autonomy for public service units of ministries, branches and localities to ensure the goals set out in Resolution No. 19 of the 12th Central Executive Committee (on continuing to innovate the organization and management system, improving the quality and efficiency of public service units).

Also in this program, the Ministry of Home Affairs clearly stated the task of focusing on reviewing, amending and supplementing institutions and policies related to the organization of the administrative apparatus and operating mechanisms. Policies and regimes for the staff, civil servants and public employees are complete and synchronous to ensure the implementation of the goals of efficiency, effectiveness and efficiency of the apparatus and improve the quality of the staff, civil servants and public employees after the arrangement and organization of the apparatus.

Effectively organize and implement policies for cadres, civil servants, public employees and workers when streamlining the apparatus and administrative units at all levels.

Reduce at least 20% of civil servants receiving salaries from the budget

Regarding the management and use of regular expenditure funds of the State budget, the Ministry of Home Affairs said that, in addition to the 10% savings in regular expenditure to create a source for salary reform according to regulations, the Ministry strives to save an additional 10% of regular expenditures to increase the 2025 budget estimate compared to the 2024 budget estimate to reserve resources to reduce the State budget deficit or for urgent and arising tasks, to carry out social security tasks or to supplement increased public investment expenditures.

In the organization, management and use of labor, the Ministry of Home Affairs will arrange and streamline the organization of the Ministry and the internal organization of the Ministry (reducing at least 15 - 20% of internal organizational units, excluding organizations subject to consolidation and merger due to overlapping functions and tasks when implementing the consolidation plan), ensuring adherence to the requirements and orientations for arranging and streamlining the organization of the Central Steering Committee.

In 2025, the Ministry of Home Affairs will complete the development of criteria and assessment regulations and conduct a review and screening of civil servants and public employees under its management, ensuring a minimum reduction of 20% of civil servants and public employees receiving salaries from the State budget to reduce staffing according to the plan to arrange and streamline the Ministry's apparatus in accordance with the roadmap for implementing policies prescribed in Decree No. 178/2024 of the Government.

The Ministry of Home Affairs also promotes streamlining the payroll associated with reorganizing the apparatus and restructuring, improving the quality of the staff, civil servants and public employees to ensure the goal of the 2021 - 2026 period, the entire political system streamlines at least 5% of the payroll of cadres and civil servants and at least 10% of the payroll of public employees receiving salaries from the State budget.
