On the morning of October 23, the Steering Committee for the implementation of the arrangement of commune-level administrative units (CAUs) in the province for the period 2023 - 2025 held a conference to announce Resolution No. 1201/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee on the arrangement of CAUs at the commune level in Thai Binh province for the period 2023 - 2025.

According to Resolution No. 1201/NQ-UBTVQH15, the Standing Committee of the National Assembly resolved to: establish Lien An Do commune on the basis of merging the entire natural area and population of 3 communes: Do Luong, An Chau, Lien Giang; establish Phong Duong Tien commune on the basis of merging the entire natural area and population of 3 communes: Chuong Duong, Hop Tien, Phong Chau; establish Xuan Quang Dong commune on the basis of merging the entire natural area and population of 3 communes: Dong Quang, Dong Xuan, Dong Dong of Dong Hung district. Establish Trang Bao Xa commune on the basis of merging the entire natural area and population of 3 communes: Quynh Bao, Quynh Trang, Quynh Xa of Quynh Phu district. Establish Thong Nhat commune on the basis of merging the entire natural area and population of 3 communes: Dinh Phung, Nam Cao, Thuong Hien; Establish Hong Vu commune on the basis of merging the entire natural area and population of 3 communes: Vu Binh, Vu Hoa, Vu Thang of Kien Xuong district. Establish Dong Quang commune on the basis of merging the entire natural area and population of 3 communes: Dong Trung, Dong Quy, Dong Phong; establish Ai Quoc commune on the basis of merging the entire natural area and population of 2 communes: Tay Phong, Tay Tien; establish Nam Tien commune on the basis of merging the entire natural area and population of 2 communes: Nam Thanh, Nam Thang of Tien Hai district. Establish Quang Trung commune on the basis of merging the entire natural area and population of 3 communes: Dan Chu, Diep Nong, Hung Dung of Hung Ha district.
After the reorganization of commune-level administrative units, Thai Binh province has 8 district-level administrative units including 7 districts and 1 city; 242 commune-level administrative units including 223 communes, 10 wards and 9 towns (reducing 18 commune-level administrative units). The Resolution takes effect from November 1, 2024.
Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee announced Resolution No. 1201/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee.
Comrade Pham Van Tuan, member of the Standing Committee, Head of the Provincial Party Committee's Organization Board, spoke about a number of issues related to the establishment of a new Party Committee on the basis of merging and consolidating Party organizations of administrative units at the same level.
Also at the conference, delegates listened to the leaders of the Department of Home Affairs - the standing agency of the Steering Committee report on the results of implementing the task of arranging communal-level administrative units in the province for the period 2023 - 2025 and a number of tasks and solutions to be implemented in the coming time; implementing Plan No. 155/KH-UBND dated October 17, 2024 of the Provincial People's Committee on implementing Resolution No. 1201/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee on arranging communal-level administrative units in Thai Binh province for the period 2023 - 2025.

Speaking at the conference, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee emphasized: The implementation of the arrangement of commune-level administrative units in the period of 2023 - 2025 has many advantages compared to the previous period, so localities and units need to focus on implementing closely, synchronously, ensuring the progress of time according to regulations, especially in the context that there is not much time left from now until the Party Congress at all levels. It is necessary to clearly identify the importance of the task to focus on leading and directing the implementation, especially in arranging the organizational apparatus as well as doing a good job of ideological work for the staff, especially the redundant staff after the arrangement; at the same time, orienting the new administrative units to use the facilities to ensure convenience and avoid waste.
Concluding the conference, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee, requested that the implementation of the arrangement of communal-level administrative units in the province must ensure stability of the situation, the organization of the apparatus to operate as quickly as possible, without disrupting or affecting the transactions and settlement of administrative procedures of the people and local activities. Strengthen the leadership, direction and responsibility of the heads of agencies, organizations and localities in the implementation process. In addition, it is necessary to continue to promote information and propaganda work to Party committees at all levels, authorities and people of all walks of life on the implementation of the Party's guidelines and policies, the State's policies and laws and the Central's directives and instructions on the arrangement of communal-level administrative units in order to create high unity in awareness and action in the entire political system and all walks of life. Focus on propagating the guarantee of rights for cadres and people. Well implement the work of arranging and perfecting the organizational structure of the newly established commune-level administrative units; arrange, organize and resolve policies for the redundant commune-level cadres, civil servants, and non-professional workers at the commune level after the arrangement to ensure mutual understanding and reasonability. Closely following Plan No. 155 of the Provincial People's Committee, localities develop plans, roadmaps, and specific timeframes for implementation; assign cadres in charge of clusters and communes to urge the implementation. Closely organize the handover of assets, finance, documents, and organizational structure to ensure compliance with regulations; do not lose or misplace records and documents; complete the conditions for the apparatus of the newly established administrative units after the arrangement to operate according to regulations. Departments, branches, and sectors proactively coordinate with localities to resolve issues arising after the arrangement of commune-level administrative units related to their assigned areas. There is a plan to arrange, manage and use the headquarters and public assets of the following agencies and units in accordance with regulations to ensure savings, efficiency and avoid waste. The police force strengthens monitoring, grasps the situation and ensures security and order in the localities.
