The Hanoi Department of Education and Training has just issued instructions to schools on organizing opening ceremonies and implementing some activities at the beginning of the 2023-2024 school year.

Accordingly, the Hanoi Department of Education and Training requested heads of the Department of Education and Training of districts, towns and cities; and principals of schools to organize the opening ceremony of the new school year 2023-2024 on the morning of September 5 (Tuesday). The specific contents are as follows:
- From 7:00 to 7:30: Gather students and welcome new students.
- From 7:30 to 8:30:
+ Salute the national flag and sing the national anthem (organized according to prescribed rituals: all delegates, officials, teachers, and students attending the flag salute ceremony sing the national anthem).
+ State the reason and introduce the delegates.
+ Read the letter from the President to cadres, teachers, staff and students on the occasion of the opening day of school.
+ The school principal announced the opening of the new school year.
+ Beat the drum to open the school year.
+ Organize collective activities (culture, arts, sports, folk games...).
However, the Hanoi Department of Education and Training noted that the opening ceremony should be organized concisely, with students at the center, focusing on welcoming students at the beginning of the year, ensuring that it truly becomes a school opening day for students.
After the opening ceremony, schools need to maintain the tradition of singing the National Anthem during weekly meetings, celebrations, summaries, commendations, and rewards...
For preschool level, Hanoi Department of Education and Training requires organizing the opening ceremony in the form of "Children's Day to School" in a flexible and creative way with content suitable for children's psychological characteristics.
The maximum duration of the event is 60 minutes. The time to start picking up children and organizing the event is agreed upon by the Department of Education and Training and directed by the preschool education facility to suit the preschool children.
After the opening ceremony, schools and educational institutions organize activities at the beginning of the school year. Time from 8:45 to 9:30 on September 5.
Based on the practical situation in the locality, the conditions of the unit and the specific characteristics of each level and field of study; schools and educational institutions proactively organize practical and meaningful activities, ensuring disease prevention and control work according to regulations.
Students are not required to buy new uniforms.
Regarding student uniforms, the Department of Education and Training recommends that schools strictly implement the regulations of the Ministry of Education and Training. Accordingly, schools do not require students to buy new uniforms, but they should wear clean and neat uniforms to encourage savings and create favorable conditions for students in difficult circumstances.
School uniforms must be designed simply, with styles appropriate to the students’ ages and local culture. The school can provide samples (styles, colors, logos, etc.) so that parents can proactively purchase them for their students.
The Department also requires the school not to allow any student to enter the school without a new uniform.
Regarding preparations for the new school year 2023-2024, the Department requires educational institutions to review, arrange, and assign teaching staff to ensure sufficient quantity and qualified training, especially teachers for grades 4, 8, and 11.
At the same time, schools review school and classroom facilities, teaching equipment, supplies, and toys; ensure the landscape and pedagogical environment of the campus; ensure minimum facilities and teaching equipment according to the list prescribed by the Ministry of Education and Training, textbooks for students, meeting teaching and learning needs, especially for grades 4, 8, and 11 according to the 2018 General Education Program.
Schools need to organize propaganda activities, introduce students and parents to learn about the traditions and activities of the school, especially for students at the beginning of the school year; disseminate school rules and regulations; strengthen coordination between school - family - society in educating students.
Strictly implement regulations on the school year time plan framework; publicly disclose revenues and expenditures at the beginning of the school year in accordance with current regulations.
No food safety incidents in schools
The Department of Education and Training also requested schools to ensure school security, safety and health.
Specifically, schools and educational institutions in the area must implement disease prevention and control measures according to regulations; organize general environmental sanitation, waste collection; ensure school toilet conditions... to ensure a green - clean - beautiful school environment before the new school year starts; ensure disease prevention and control, especially dengue fever.
Schools need to implement solutions to ensure school security and safety; review and inspect facilities, electrical systems, trees, water supply and drainage systems... to ensure absolute safety for students, teachers and staff when organizing and participating in educational and teaching activities in schools. Schools are also required to pay special attention to solutions to ensure absolute safety in picking up and dropping off students.
For schools that organize student transportation by car, they must choose a reputable service provider, vehicles that ensure quality and technical requirements for safe operation, drivers who are conscious and have a high sense of responsibility, and strictly follow regulations on ensuring traffic safety and order.
Along with that, schools must review the process of picking up children, managing children from their families (pick-up points) when they arrive at school and during their time at school until they hand over children to their families to ensure strictness and clear responsibilities; widely announce this process to staff, teachers, employees and parents to coordinate and supervise implementation to ensure absolute safety for students.
Schools need to train students in self-protection skills when they are in dangerous situations, skills to prevent traffic accidents, drowning and injuries.
Schools and educational institutions with collective kitchens must ensure adequate food safety conditions and conduct general cleaning of the kitchen and dining hall before serving students and teachers, to prevent food safety incidents from occurring in schools.
Before the opening day, the area in front of the school gate must be safe, clean and airy; coordinate with local authorities to clear shops and ensure traffic order and safety around the school gate.
