Hanoi tightens management of conditional business investment sectors

The Hanoi People's Committee has just issued Official Dispatch No. 1173/UBND-NC on improving the effectiveness of management of a number of conditional investment and business sectors regarding security and order; seal management and use; ID management; National Population Database and ID Database.

Accordingly, departments, branches; District People's Committees shall issue licenses and certificates related to investment and business sectors with conditions on security and order in accordance with prescribed procedures; regularly exchange and provide information related to the issuance and revocation of licenses and certificates of enterprises and business households operating in investment and business sectors with conditions on security and order in the area with the Public Security agency to improve the effectiveness and efficiency of state management of this work.

In addition, the organization strictly implements legal regulations on the management and use of seals; identification, National Population Database, Identification Database, local electronic identification and authentication; annually self-checks and reviews the management and use of assigned seals in accordance with regulations.

For the People's Committees at district and commune levels, continue to deploy and direct local authorities to deploy and strictly implement legal documents, directives and instructions of competent authorities on the management of conditional investment and business activities on security and order; identification, National Population Database, Identification Database, electronic identification and authentication according to assigned functions and tasks; regularly monitor, urge and inspect the reception and implementation of agencies and units under their authority.

The City People's Committee assigned the City Police to direct the strengthening of prevention, detection, combat, prevention, and handling of crimes and other violations of the law related to the activities of sectors and business investment with conditions on security and order in the locality; at the same time, strengthen inspection, examination, and strictly handle violations related to the activities of sectors and business investment with conditions on security and order; the field of identification, the National Population Database, the Identification Database, electronic identification and authentication according to the provisions of law.

Continue to thoroughly organize and strictly implement the provisions of the law and the instructions of the Ministry of Public Security, the City Party Committee and the City People's Committee on the management and use of seals. Improve the effectiveness of the mass movement to protect national security in conjunction with promoting propaganda and dissemination of legal education in the management and use of seals.

Effectively organize and implement the settlement of 100% of administrative procedures on the Online Public Service Portal, ensuring speed and timeliness, creating favorable conditions for agencies and organizations in registering and using seals in accordance with the provisions of law. Strengthen propaganda, inspection and guidance on compliance with legal provisions on seal management and use.
