Hanoi completes technical and professional ranking of medical examination and treatment facilities

This is new content included in the Law on Medical Examination and Treatment No. 15/2023/QH15 dated January 9, 2023 and Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment.

According to Dr. Ha Anh Duc - Director of the Department of Medical Examination and Treatment Management, ranking technical expertise is an important task to ensure proper implementation of regulations. As of October 23, 2024, there were 1,170 medical examination and treatment facilities nationwide that had scored and reported online to the Ministry of Health. Of which, the Hanoi Department of Health and the Ho Chi Minh City Department of Health were the two units that ranked the most affiliated hospitals. The results accurately reflect the professional capacity and current situation of the hospital.

However, some hospitals still face difficulties in the ranking process, such as criteria on capacity and scope of professional activities that are not suitable for specialized hospitals and are difficult to implement at the provincial level. Criteria on building clinical quality standards for scoring are not consistent among facilities.

Currently, more than 20 Health Departments have not yet sent reports on the ranking of medical facilities to the Ministry of Health. Many Health Departments have ranked few units even though the Ministry of Health and the Department of Medical Services Management have sent official dispatches to urge and remind.

"Directors of Health Departments of provinces and cities, heads of health departments of ministries and branches must speed up the progress of classifying medical examination and treatment facilities according to regulations and send reports to the Ministry of Health before October 30, 2024" - Dr. Ha Anh Duc requested.

At the online meeting, the Hanoi Department of Health, the first unit to complete the classification of 100% of medical facilities in the area, shared its experience in implementation.

Dr. Nguyen Xuan Anh - Deputy Head of the Medical Affairs Department, Hanoi Department of Health said that the Department has classified and assessed 86 hospitals. Of these, there are 45 public hospitals (41 hospitals under the Department, 4 hospitals under ministries and branches) and 41 private hospitals.

Hanoi has 9 hospitals with scores above 70 points. Of which, 6 are public hospitals: Hanoi Obstetrics and Gynecology Hospital (84 points), Xanh Pon General Hospital (81 points), Hanoi Heart Hospital (75 points), Hanoi Oncology Hospital (71 points), Thanh Nhan Hospital (70 points), Duc Giang General Hospital (70 points) and 3 private hospitals: Vinmec International General Hospital (78 points), Thien An Obstetrics and Gynecology Hospital (75 points), Tam Anh General Hospital (73 points).

In the whole of Hanoi, 9% of hospitals meet the specialized standards and 91% of hospitals meet the basic standards. According to Dr. Nguyen Xuan Anh, the technical and professional level classification helps the Department of Health clearly grasp the current situation of hospitals and ensure fairness between public and non-public hospitals.

In the past, hospital quality assessment was carried out through a set of 83 hospital quality criteria. From 2025, in addition to implementing hospital quality criteria, hospitals must implement the set of hospital quality standards according to Articles 89, 90 and 104 of Decree 96/2023/ND-CP detailing a number of articles of the Law on Medical Examination and Treatment.
