Why does Hanoi ban and restrict vehicles from going up the Ring Road 3 and for how many days?

The elevated Ring Road 3 section from Mai Dich overpass to the exit to Thang Long Avenue is congested because authorities have barricaded the road for repairs, which is expected to last more than 30 days.

The elevated Ring Road 3 stretches from Thang Long Bridge to Thanh Tri Bridge. The route has been in operation for nearly 20 years, but over the years, the large traffic volume has caused many sections to deteriorate and need maintenance and repair.

img

The Traffic Works Maintenance Board, Hanoi Department of Construction, said that the elevated Ring Road 3 section from Mai Dich to Thang Long Highway is being repaired, starting from March 23 and expected to end on April 27. This section is nearly 5 km long and has 3 important safety items including expansion joints, bridge piers, and bridge bearings.

At noon on March 25, a group of workers were drilling and chiseling the road surface and expansion joints from Mai Dich overpass to Keangnam building.

img

Currently, out of the nearly 5 km that need repair, only 2 locations have been fenced off by authorities for maintenance. It is expected that 9 locations will be "fenced off" to ensure the progress and quality of the project on this section.

img

During the day, this road section prohibits vehicles on half of the roadway at construction sites, from 6:00 a.m. to 10:00 p.m. At night, from 10:00 p.m. to 6:00 a.m. the following morning, all vehicles are prohibited from circulating on the elevated Ring Road 3 from Mai Dich overpass to Thang Long Avenue.

img

A series of signs were erected, also at noon on March 25, this road section was congested for a long time.

img

The traffic flow was very slow after passing Mai Dich Bridge to get to the elevated Ring Road 3. According to the leader of Traffic Police Team No. 6 - Hanoi Police, on a normal day, this road is already crowded, now that it is under construction, it will be even more crowded, so traffic jams are inevitable.

img

Previously, the Hanoi Department of Construction implemented a plan to separate and organize traffic for vehicles traveling on the elevated Ring Road 3 section from Mai Dich - Thang Long Avenue intersection in the direction of the elevated Ring Road 3 down to the Mai Dich overpass (parallel urban overpass branch), Pham Van Dong Street changed traffic direction on Pham Hung Street (lower Ring Road 3) - through the Pham Hung - Khuat Duy Tien intersection, then onto the elevated Ring Road 3 at the entrance on Khuat Duy Tien Street (opposite Thang Long Number One building) to go to Phap Van.

However, the large number of vehicles on this route has caused serious traffic congestion. Image recorded at noon on March 25.

img

Currently, Traffic Police Team No. 6 - Hanoi Police stationed from the elevated entrance to Ring Road 3 to repair locations, even patrolling to ensure traffic safety.

Noon, not rush hour, but the traffic jam is very long.

Long-term traffic congestion occurred on the direction of Mai Dich - Thang Long Boulevard - Phap Van - Thanh Tri Bridge.

img

Some vehicles, due to waiting too long, violated traffic safety laws and entered the emergency lane.

img

Instead of being allowed to travel at 80km/h as usual, for many days now, cars from Mai Dich intersection onto the Ring Road 3 elevated road have been posted with signs asking them to "go slow" and "there is a construction site ahead" and speed limit signs of 70km/h and 50km/h.

img

Location 2, the group of workers are carrying out repairs near Keangnam building, just over 100 meters from repair location number 1.

img

Authorities said that many bridge bearings are currently misaligned, have poor contact with the bottom of the pillar, or have damaged expansion joints, making traffic inconvenient.

img

Ring Road 3, including the elevated Ring Road 3 section, is an important traffic axis of Hanoi, helping to connect economic areas, ensuring continuous traffic from Thanh Tri district, running through Hoang Mai, Thanh Xuan, Cau Giay, and Bac Tu Liem districts for nearly 20 years.
