No disciplinary board
On November 11, a leader of the Dak Glei District People's Committee confirmed that a disciplinary council would not be established for individuals involved in the "support of 10 million VND, collection of 8 million VND" incident that occurred in Dak Boi village (Muong Hoong commune, Dak Glei district). The review of the responsibilities of these units and individuals was carried out by the Dak Glei District People's Committee in accordance with regulations, without covering up for the wrongdoing officials.
Dak Boi villagers received 10 million VND in support but then had 8 million VND taken back.
Specifically, the People's Committee of Dak Glei District held a review meeting to clarify the responsibilities of units and individuals with shortcomings and problems related to the case of "supporting 10 million VND, collecting 8 million VND" that occurred in Dak Boi village. The related units, including: the District Construction Investment Project Management Board, the District Department of Agriculture and Rural Development and the People's Committee of Muong Hoong Commune all accepted the form of experience drawing.
The meeting also conducted a secret ballot to propose whether or not to apply disciplinary measures to groups and individuals with shortcomings and violations. After reviewing the explanations of individuals with shortcomings, existing problems and opinions of members attending the meeting, the Chairman of the Dak Glei District People's Committee concluded the contents agreed upon by the meeting participants.
According to Ms. Y Thanh, Chairman of the People's Committee of Dak Glei District, the collective leadership of relevant units and individuals did not fully perform the assigned tasks and did not properly implement the original purpose of the project at the on-site resettlement site of Dak Boi village, leading to a decline in the reputation of individuals, agencies and organizations, causing bad public opinion among the people.
However, the violations by individuals were first-time violations, without personal motives, and without signs of profiteering. The leveling of the new resettlement area was entirely based on the wishes and proposals of the people of Dak Boi village.
Dak Boi village has contracted with the enterprise to level the new resettlement area and directly sent people to collect money from the people in the village. This shows that there is no sign of collusion between the Chairman of the People's Committee of Muong Hoong commune and related individuals with the leveling unit to appropriate the support money, there is no sign of embezzlement, corruption and no waste or loss of state assets.
Mr. Le Ba The, Chairman of Muong Hoong Commune People's Committee, personally used his personal money to refund 568 million VND to 71 households.
'Support 10 million VND, collect 8 million VND'
As Thanh Nien reported, in 2019, the People's Committee of Kon Tum province approved the project of resettlement of residents in natural disaster areas and extremely difficult areas in Dak Glei district with a total investment of 145 billion VND. The People's Committee of Dak Glei district assigned the District Investment and Construction Project Management Board as the investor.
On that basis, 71 households in Dak Boi village (Muong Hoong commune) were approved by the People's Committee of Dak Glei district to receive on-site resettlement funding support with a total amount of 710 million VND (each household received 10 million VND).
Afterwards, the Party Secretary of Dak Boi village collected 8 million VND/household from these 71 households with the reason of paying for land leveling in the concentrated resettlement area and supporting money for trees and crops for households that donated land for the resettlement area.
At the end of 2022, while monitoring the socio-economic situation, the People's Council of Dak Glei district learned about public opinion about the fact that people in Dak Boi village had their resettlement support money withdrawn. Through work, the authorities determined that Muong Hoong commune had used this money to level the ground to build a concentrated resettlement area. The People's Committee of Dak Glei district requested relevant units to remedy the situation and return the entire amount of 568 million VND to the people.
