On March 15, the People's Committee of Quang Ninh province held a conference to announce the results of the administrative reform index (PAR INDEX), people's satisfaction index (SIPAS), district, town and departmental competitiveness index (DDCI), governance efficiency index (DGI) and digital transformation assessment index (DTI) of agencies, units and localities in 2024.

Mr. Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Ninh province chaired the conference.

The analysis and evaluation results show that the Department of Home Affairs leads the PAR INDEX index among departments, agencies and sectors. Ha Long City leads the PAR INDEX index among localities. The State Treasury of Quang Ninh province leads the PAR INDEX index among central agencies.

Regarding the SIPAS index, the Department of Justice leads the block of departments, branches and sectors; Cam Pha City leads the block of localities; the Provincial Border Guard Command leads the block of central agencies.

Regarding the DDCI index, the Provincial Economic Zone Management Board leads the block of departments, branches and sectors; Ha Long City leads the block of localities; the Provincial Customs Department leads the block of central agencies.

For the DGI index, Co To district leads.

For the DTI index, Ha Long City leads the local block; the Provincial Public Administration Service Center leads the department block. For the overall DTI ranking at the commune level, Tien An commune (Quang Yen town) leads.

At the conference, Chairman of Quang Ninh Provincial People's Committee Pham Duc An commended and acknowledged the efforts to achieve the indicators of agencies, units and localities in 2024.

In response to the province's goals set for 2025, the Chairman of the Provincial People's Committee requested agencies, units and localities to implement 7 tasks; proactively study and propose specific tasks that are decentralized and authorized in each specific sector and field in accordance with the 2-level local government model to ensure that tasks are implemented smoothly and conveniently, without missing any tasks or management areas.
