On March 15, at the Party Central Committee Headquarters, General Secretary To Lam, Head of the Document Subcommittee of the 14th Party Congress, chaired a meeting of the Document Subcommittee, giving comments on the draft Political Report prepared by the Editorial Team based on the opinions of the 10th Central Conference and the direction of the General Secretary at meetings with the Standing Committees of the 14th Party Congress Subcommittees, to be submitted to the Politburo and the Party Central Committee at the 11th Central Conference.
Attending the meeting were members of the Subcommittee: Politburo member, President Luong Cuong; Politburo member, Prime Minister Pham Minh Chinh; Politburo member, National Assembly Chairman Tran Thanh Man; Politburo member, Standing member of the Secretariat Tran Cam Tu; members of the Document Subcommittee, Standing member of the Document Editing Team.
At the meeting, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Standing member of the Subcommittee, Head of the Document Editing Team presented the Subcommittee's Report on the 14th National Party Congress Documents on receiving and completing the Draft Political Report to be submitted to the 14th National Party Congress and some key tasks for the 11th Central Conference, 13th tenure.
Based on the discussion suggestions of the General Secretary, the members of the Document Subcommittee focused on lively discussions and contributed many profound opinions for the Editorial Team to absorb and complete the Draft Political Report to submit to the Politburo before submitting to the 11th Central Conference.
Concluding the meeting, General Secretary To Lam acknowledged the efforts of the Document Editorial Team, highly appreciated the proactive and responsible working spirit to submit to the Subcommittee; assessed that the Draft Political Report this time has been significantly shortened, demonstrating the viewpoint of building a concise, easy-to-understand, easy-to-implement, easy-to-implement document, reducing academic content, ensuring high actionability, helping to deploy immediately after the Congress; serving as a model for the drafting of political reports by party organizations.

Regarding the economy, the General Secretary requested to continue to study and clarify the content of Vietnam's "new growth model" in the coming period, especially emphasizing the fundamental factors for rapid and sustainable development. In particular, correctly identifying the role of economic sectors, emphasizing the role of the private economy as the most important driving force for GDP growth, increasing labor productivity, creating jobs, etc.
Early preparation of infrastructure and human resources for the target of double-digit growth in the coming period is also very important. Stronger innovation in human resource development, especially education and training; refer to and learn from the experiences of countries with advanced education systems to build a modern national education system. The potential of Vietnamese people is not inferior to any nation in the world, maximize that potential so that the country can develop...
In addition, it is necessary to conduct further research and evaluation on the results of the implementation of the policy of streamlining the political system apparatus, and rearranging and reorganizing administrative units at all levels. This is not simply a matter of adjusting administrative boundaries, but also a matter of adjusting economic space; adjusting the division of labor, decentralization, adjusting the allocation and combination of economic resources, etc.
Regarding science and technology, the General Secretary stated that Resolution 57 of the Politburo has clearly mentioned this issue. It is determined that this is the "main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era".
The General Secretary also requested that in the draft report, the content on science and technology development and digital transformation must be reviewed and deepened, reflected throughout all areas of social life, from national governance to economic development, ensuring national defense and security and solving social problems.
The General Secretary pointed out that it is necessary to continue reviewing the contents to ensure the balance between economic development and culture and society, with the ultimate goal of improving and increasingly meeting the material and spiritual life of the people, clearly demonstrating the superiority of socialism; continuing to research and quantify specific policies so that people can see and evaluate them.

Regarding Party building, the General Secretary emphasized that the Standing Committee of the Subcommittee and the Editorial Board continue to coordinate with the Charter Subcommittee to supplement and perfect the viewpoints and policies on Party building in the coming period, commensurate with the especially important role and mission of the Party in this historical period.
The Party must always be in the vanguard, the helmsman, leading the Vietnamese revolutionary boat to the goals of wealth and prosperity; continue to research to supplement the content to implement Uncle Ho's words "Our Party is moral and civilized"; The Party must constantly improve itself, purify itself, and enhance its mettle and intelligence to meet the very high requirements of the revolutionary cause in the coming period.
