Removing policy obstacles, creating development momentum

On October 13 this year, the business community celebrated the 20th anniversary of Vietnam Entrepreneurs’ Day in the context of the country’s economy, although still facing many difficulties, has seen some improvement. In particular, the contribution of the business community is extremely great and worthy of pride.

In 2023, Vietnam's economic scale will reach about 430 billion USD, ranking 5th in Southeast Asia and 34th in the world. Export scale will reach nearly 355 billion USD, with many export items ranking first in the world. On the other hand, with a population of more than 100 million people, Vietnam is also a potential market and an attractive destination for foreign investors.

This year, Vietnam’s economic growth is forecast to reach 7%, and some international organizations even optimistically assess Vietnam as “the growth star of Southeast Asia”. This demonstrates the continuous economic growth, bringing about changes in the country’s appearance and position over the years.

However, we cannot be satisfied with what has been achieved. Because there are still many difficulties and challenges in the economy, in which the development has not yet reached the expected level. A very large part of the reason raised by the business community is the inadequacy in the policy mechanism and legal regulations that prevent them from being able to "expand" their efforts to the maximum.

The cries of enterprises are rumbling in many fields and stages. Among them, there are regulations that have caused the real estate industry to almost “freeze” for many years. This situation is being actively corrected by a system of laws related to real estate such as the Land Law, Housing Law, and Real Estate Business Law, all of which have come into effect earlier than expected, but to resolve the difficulties, it takes time for the policies to “permeate” into practice. Obviously, the difficulties and inadequacies of the policies have a huge impact on the operations of enterprises. Even though they have been “corrected”, they have to be paid for with the losses of enterprises, which are also a common loss for society.

Another example, with so many tax policies, businesses sometimes wonder how to apply them correctly. Then when requesting a tax refund, a legitimate and legal request, they encounter a "dead end" situation because the tax authorities are too cautious and afraid of risks, so the matter is prolonged. Some businesses have had their tax refunds "held" for many years, amounting to tens or hundreds of billions of VND, greatly affecting cash flow and production and business plans.

The caution and fear of risks of tax authorities also come from the unclear and unclear regulations. The same regulation, in some places, is understood and applied in one way, and in other places, it is understood and applied in another way, creating great legal risks for those who implement it.

To resolve the difficulties and problems of enterprises, a comprehensive policy is required. Localities and ministries need to regularly review the legal regulations that are actually applied and have many enterprises and people "complaining" about, then propose to the Government, and if beyond authority, propose to the National Assembly to amend the law promptly, so as not to block the flow of the economy.

A very big issue that the Party, State and Government are determined to change the face of the transport infrastructure system is to complete the North-South expressway and high-speed railway. This is the premise to create conditions for socio-economic development in the "era of growth".

To realize this dream, it is necessary not only to remove obstacles but also to issue the best policies to attract domestic resources, foreign investors as well as overseas Vietnamese to participate in building sustainable development of the country.

In short, to be able to fully develop potential and make the best contribution to the country, the obstacles must be resolved comprehensively. The unblocked resources will create momentum for sustainable economic growth, building a prosperous Vietnam.
