On April 11, the National Cyber Security Association (NCA) held a meeting for members in 2025 with the theme "Cybersecurity in the new era - Joining forces to protect digital space" in Hanoi.
Here, Lieutenant General Nguyen Minh Chinh, Director of the Department of Cyber Security and High-Tech Crime Prevention and Control (A05, under the Ministry of Public Security), Permanent Vice Chairman of the NCA, commented that 2025 opens a new context with intertwined opportunities and challenges, especially when the Politburo issued Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation. This is considered a guideline for the activities of the entire political system, including the important role of the NCA, in the field of ensuring information safety and security for the national digital transformation process.

At the event, Lieutenant Colonel Nguyen Ba Son, Deputy Director of Department A05, updated information on state management of network security, after taking over the functions and tasks of state management of network information security from the former Ministry of Information and Communications.
Accordingly, as the agency directly assigned to receive at the ministerial level, in a very short time, A05 urgently coordinated closely with functional units of the Ministry of Information and Communications to receive the functions and tasks of state management of network information security and administrative procedures and public services. The goal is to ensure smooth, continuous, uninterrupted operation without affecting the normal operations of people and businesses.
Specifically, A05 has conducted a comprehensive review of legal documents in the field of network security and information security to propose amendments and consolidations, creating an open corridor and development space for organizations and businesses in accordance with the spirit of Resolution 57 of the Politburo.

According to statistics, it is expected that there will be 54 legal documents in the field of network security and information security that need to be adjusted, supplemented, and consolidated, including: 10 laws, 16 decrees of the Government; 1 decision of the Prime Minister and 27 circulars of the minister. "The number of documents that need to be revised is very large, we will focus on important documents first," said Mr. Nguyen Ba Son.
Notably, according to the representative of A05, the Ministry of Public Security has proposed to consolidate and complete legal regulations on cyber security on the basis of merging the 2018 Cyber Security Law and the 2015 Cyber Security Law into the 2025 Cyber Security Law. The proposal to merge the two laws is to conform to the new functions and tasks of the Ministry of Public Security on cyber security.
The 2025 Cybersecurity Law is expected to be applied according to a shortened procedure, submitted to the National Assembly for consideration, comments and approval at the 10th session of the 15th National Assembly in October 2025. Mr. Nguyen Ba Son said that A05 has determined to develop a Decree detailing a number of articles of the 2025 Cybersecurity Law according to a shortened procedure after promulgating the law and consolidating it.

In addition, the Law on Personal Data Protection is currently being submitted by the Government to the National Assembly Standing Committee for consideration and comments before being submitted to the National Assembly for comments and approval at the 9th session of the 15th National Assembly in May 2025. Along with that, documents and regulations will be prepared to consolidate decrees related to administrative sanctions into a decree on administrative sanctions in the field of cybersecurity and personal data protection in a simplified manner.
“We will also complete the system of regulations on standards and technical regulations on network security in the direction of unification, recognition of existing standards on network information security, renaming standards and regulations to match the regulations on functions and tasks in the new situation,” said Lieutenant Colonel Nguyen Ba Son.
Within the framework of the event, representatives of the National Cyber Security Center under A05, MobiFone, FPT, NGS Consulting shared with members about the methods and orientation of the Alliance's activities to respond to and overcome national cyber security incidents in the coming time; the role of telecommunications enterprises in ensuring cyber security and protecting user data; the role of AI in improving cyber security, protecting data and optimizing digital defense systems; information sharing platform in the finance - banking sector.
