After schools in Da Nang City thoroughly grasped and implemented Circular 29 of the Ministry of Education and Training on extra teaching and learning, most teachers stopped extra teaching activities to wait for official instructions from all levels. However, many teachers raised questions and shared about the hidden corners of extra teaching.
Can teachers teach online?
Circular 29 of the Ministry of Education and Training on extra teaching and learning will officially take effect from February 14, with many new points compared to previous regulations.
Specifically, Circular 29 stipulates that no extra classes are organized for primary school students, except in the following cases: training in arts, physical education, life skills training; teachers teaching at schools are not allowed to teach extra classes outside of school with fees from students for whom the teacher is assigned by the school to teach according to the school's education plan; teachers at public schools are not allowed to participate in the management and operation of extra classes outside of school but can participate in extra classes outside of school.
For extra teaching and learning in schools, students are not allowed to collect money and are only for 3 groups: students whose final semester's study results are not satisfactory, students selected by the school to train excellent students, and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
According to Thanh Nien reporters in Da Nang City, most "traditional" tutoring classes at all levels have temporarily stopped operating since the Lunar New Year holiday.
Circular 29 prohibits extra tutoring for primary school students
On February 12, speaking with Thanh Nien reporter, teacher CL (a literature teacher at a secondary school in Cam Le district, Da Nang city) said that in addition to teachers who had previously had a license to teach extra classes and teachers associated with tutoring centers and tutors who were still teaching extra classes, most of teacher CL's colleagues had temporarily stopped teaching extra classes to wait for instructions from competent authorities.
However, after studying Circular 29, Mr. CL wondered: "Are we teachers allowed to organize extra classes online? Because according to the regulations of Circular 29, online teaching is not mentioned. Many of my colleagues stopped tutoring at home but switched to tutoring students online after Tet and collected tuition fees."
Ms. LTTH (currently working at a primary school in Hoa Vang District, Da Nang City), said that Circular 29 is a solution to end the distortions and negativity in extra teaching and learning. From there, students do not have to endure pressure when teachers "force" them to take extra classes, parents are upset because of the expensive cost of extra classes for their children, and especially, it maintains the respectful image of teachers.
"Before Circular 29 took effect, I heard many questions and ways that teachers 'dodged' the circular to find a way to legalize procedures to continue teaching extra classes and earn more income. Teachers hiring retired teachers to register their own business also had many negative and hidden aspects... Will the management of extra classes be effective according to the regulations of Circular 29?", Ms. LTTH asked.

Very difficult to manage, the Department of Education and Training is still waiting for instructions.
Speaking with Thanh Nien reporter, Ms. Nguyen Thi Minh, Principal of Ly Thuong Kiet Secondary School (Hai Chau District, Da Nang City), said that the school has deployed Circular 29 to teachers and requested teachers to provide information about the extra classes they are teaching.
"Most of the school's teachers teach at tutoring centers, tutors... I have not seen any teachers report teaching at home. In my opinion, Circular 29 aims to encourage teachers not to teach their regular students in class, and if they cannot ensure legal documents at home, teachers can teach at the center but on the condition that they cannot teach their own students. Thus, the teachers' teaching work will not be affected at all," said Ms. Minh.
The leader of Ly Thuong Kiet Secondary School added that for a long time, teachers were not allowed to teach extra classes to regular students according to Circular 13 of the Ministry of Education and Training.
"The problem is that school leaders find it difficult to manage whether teachers who are teaching at the center are teaching their own students or not. The principal has almost no authority to inspect the center, so in my opinion, only the unit that licenses the center to teach extra classes can directly inspect it. As for the school, it only gets information through parents and students and then goes to verify. If there is a case of violation of regulations, it will be handled," emphasized the leader of Ly Thuong Kiet Secondary School.
Primary school students will be taught arts, sports, and life skills instead of extra cultural studies.
On February 12, speaking with Thanh Nien reporter, Mr. Le Van Hoang, Head of the Department of Education and Training of Hoa Vang District (Da Nang City), said that recently, the Department of Education and Training has provided information for schools to follow Circular 29. "However, up to now, the Department of Education and Training of Hoa Vang District has not yet had a document advising the People's Committee of Hoa Vang District because it has to wait for specific instructions from the Department of Education and Training," Mr. Hoang informed.
According to the Head of the Department of Education and Training of Hoa Vang District, the registration of individual business households for teachers will be granted by the Department of Finance and Planning of the People's Committee of Hoa Vang District, not under the management of the Department of Education and Training. Therefore, after receiving specific instructions from all levels, the Department of Education and Training will coordinate the management.
"English centers, life skills education centers... are under the management of the Department of Education and Training, so the department is only responsible for coordinating to inspect. In the coming time, the Department of Education and Training will follow the instructions of all levels on the management of extra teaching in the area. As for teachers switching to online extra teaching, Circular 29 does not mention it, so we are still waiting for instructions from higher levels," said Mr. Hoang.
