Presenting a report on the performance of the People's Councils at all levels of Hanoi in the first 9 months of 2024, Chief of Office of the National Assembly Delegation and the People's Council Nguyen Ngoc Viet said that the People's Councils at all levels of the city have closely followed the provisions of the law, Working Regulations, the principle of democratic centralism, promoted the spirit of solidarity and intelligence, continued to innovate, improve the effectiveness and efficiency of operations, ensuring proactiveness, science, flexibility and practicality.
Effectively implement Project No. 15-DA/TU of the Standing Committee of the City Party Committee, coordinate activities between People's Councils at all levels and between People's Councils and agencies in the political system more regularly and closely.
The People's Councils at all levels of the city have closely followed the Party's guidelines and policies, the State's laws and resolutions of the Party Committees, concretized them into resolutions, issued mechanisms, policies and practical and feasible measures; leadership and direction work has been implemented seriously, resolutely, comprehensively and effectively, completed according to plan with high quality and efficiency.
The People's Councils at all levels of the city have successfully organized meetings that meet practical requirements, clearly demonstrating the role and responsibility of local state power agencies, contributing to the successful completion of the city's common tasks.
In the first 9 months of 2024, the City People's Council held 4 sessions (including 3 thematic sessions and a regular mid-year session in 2024) to promptly review and decide on important and urgent issues within its authority; issued 63 resolutions, including many important resolutions, having a profound impact on the effectiveness and efficiency of all levels of government, policy mechanisms, and measures to ensure the tasks of socio-economic development, budget finance, public investment, and ensuring social security of the City.
District People's Councils held 92 meetings (including 30 regular meetings and 62 thematic meetings); issued 524 resolutions. Commune and town People's Councils held 709 meetings and issued 2,337 resolutions.
Thematic meetings are proactive, with appropriate time arrangements and decisions on important issues of the city and localities. Strengthening the implementation of monitoring activities according to Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee, monitoring and survey activities continue to be innovated with the right focus and key points in important areas, which are of interest to voters, ensuring practicality and effectiveness.
In particular, People's Councils at all levels have strengthened the implementation of supervision activities according to Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee. Supervision processes and methods have been innovated, supervision effectiveness has been enhanced, and questioning and explanation activities of the People's Council Standing Committee have been promoted.
The issuance of resolutions of People's Councils at all levels on questioning and supervision activities has been widely disseminated, creating real effectiveness and efficiency. Citizen reception activities of People's Council delegates at all levels have been carried out in accordance with regulations. The work of meeting voters has been innovated in many forms; the assessment, review and supervision of the results of handling voters' opinions and recommendations have been enhanced, promoting high efficiency...
Notably, in early September 2024, in the face of complicated storm and flood situations, the People's Councils at all levels of the city focused on coordinating with agencies and units to prevent floods and storms. The City People's Council reviewed the report on overcoming the consequences of storm No. 3 and preventing flooding in the city; issued a resolution on supporting the development of winter crop production to contribute to overcoming the consequences of storm No. 3.
The Standing Committees of People's Councils at all levels have also organized working delegations to visit and inspect localities that suffered heavy damage; mobilized social resources, and organized donations to support flood-affected people in localities.
Attention should be paid to completing the term goals.
At the conference, the People's Councils of the districts: Hoan Kiem, Bac Tu Liem, Dong Da, Thanh Xuan, Thanh Tri, Hoai Duc, Gia Lam... discussed the selection of issues for questioning and explanation; building the program content, and conducting the questioning and explanation sessions. In which, the roles of the Session Chair, the Standing Committee of the People's Council, the People's Council Committees, and the People's Council delegates were clarified.
The units shared their experiences on how to organize effective questioning sessions; re-questioning and re-debate at questioning sessions and were answered by the People's Committees at the same level and relevant agencies and units, with commitments on the contents, deadlines and progress of completion for the questioned contents; at the same time, timely information was provided to voters and the People...
Concluding the meeting, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized that this is a regular meeting between the Standing Committee of the People's Council and districts, towns, to review the work done; orient key tasks in the coming time, especially important tasks that need to be carried out closely following the reality of each locality and unit.
Appreciating the opinions of the People's Council delegates of districts and towns; showing enthusiasm, "real people, real work", presenting experiences and good practices in questioning and re-questioning issues of concern to delegates and voters, the Chairman of the City People's Council requested the Standing Committee of the People's Council at all levels to closely follow Resolution No. 594/NQ-UBTVQH15 of the National Assembly Committee and Project No. 15/DA-TU of the Standing Committee of the City Party Committee to select questions and explanations that are accurate, close to reality and of public interest - especially re-questioning the contents when the agencies under supervision do not perform as promised and committed, for the common goal of the development of the City and locality.

The Chairman of the City People's Council requested that in the coming time, the Standing Committees of the People's Councils of districts, towns and cities continue to well implement the programs and plans set out. In preparing the content of meetings and other activities, it is necessary to pay attention to completing the goals and targets by the end of the 2021-2026 term. Each locality needs to proactively implement the amended Law on the Capital to meet the development requirements of the locality.
