On the afternoon of April 24, the National Assembly Standing Committee's Supervisory Delegation led by Comrade Nguyen Dac Vinh, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Culture and Education, had a working session with the People's Committee of Thanh Hoa province on the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units in the period of 2018-2023.

The report on the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units presented by the representative of the Department of Home Affairs stated: In the period of 2018-2023, the Provincial Party Committee and the People's Committee of Thanh Hoa province have resolutely directed and implemented the Party's guidelines, resolutions and State documents in implementing policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units. Many documents have been issued to direct and implement, clearly defining the objectives, requirements, work content, assignment of tasks, time and responsibility for implementation.

The heads and officials of the provincial public service units have correctly recognized and strictly implemented the Program and Plan of the Provincial Party Committee and the Provincial People's Committee to strive to achieve the goals set out in Resolution No. 19-NQ/TW of the Party Central Committee and Resolution No. 08/NQ-CP of the Government. Initial results have been achieved, such as: Merging public service units with similar functions and tasks and small scale to reduce the number of focal points; rearranging schools and classes, arranging enough students in class to ensure teaching and learning in the condition of reducing 10% of the payroll in the spirit of Resolution No. 19-NQ/TW.

Representatives of the Department of Home Affairs presented a report at the meeting.

Strictly implement the staffing targets assigned by the Government and the Ministry of Home Affairs, develop a plan to implement the staffing streamlining roadmap according to regulations; in 2018, complete the job position description and competency framework of each job position for public service units in the province, thereby contributing to the gradual restructuring of the staff on the basis of the approved job position project, implementing the regime settlement, and staffing streamlining according to regulations.

At the working session, members of the monitoring delegation highly appreciated the results that Thanh Hoa province has achieved in implementing policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in recent times; at the same time, pointing out difficulties and obstacles; exchanging solutions in perfecting mechanisms to perform tasks of public service units; perfecting mechanisms on organizational management; perfecting financial mechanisms, implementing autonomy mechanisms for public service units...

At the meeting, Standing Deputy Secretary of the Provincial Party Committee Lai The Nguyen clearly stated the province's interest in implementing policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units, emphasizing: Thanh Hoa is the leading province in the work of arranging administrative units, service units and streamlining the payroll. Through the implementation process, solidarity and unity in the apparatus and high consensus among cadres, civil servants and public employees have been created; the budget for service units has been reduced, and operational efficiency has been improved.

Highlighting a number of issues arising in the process of arranging administrative units, public service units and implementing staff streamlining and financial autonomy, the Standing Deputy Secretary of the Provincial Party Committee suggested that the Government and the National Assembly need to have clearer regulations on the State's ordering mechanism, have a mechanism to socialize ordering for public service units, and at the same time have regulations for the units themselves to innovate to survive and develop.

The Standing Deputy Secretary of the Provincial Party Committee also suggested that the implementation of Resolution No. 19 of the Party Central Committee should be flexible and not mechanical, especially in merging schools and health stations after the reorganization of commune-level administrative units, and that there should be many solutions to address the shortage of staff in the education sector.

Concluding the working session, Comrade Nguyen Dac Vinh, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Culture and Education, highly appreciated the coordination in monitoring activities and report preparation, working contents with the monitoring delegation of Thanh Hoa province. At the same time, he expressed his impression with the results that Thanh Hoa has achieved in implementing the guidelines, policies and laws of the Party and State in the areas under monitoring.

At the same time, analyze and evaluate more deeply the objectives of arranging and reorganizing public service units; the objectives of improving the effectiveness and efficiency of public service units; the management of payroll and improving the quality of human resources; the completion of financial mechanisms, the implementation of autonomy mechanisms for public service units...
