Following the success of the questioning sessions at the past sessions, the first "re-supervision" activity in the 15th National Assembly term demonstrated the responsibility of the National Assembly Standing Committee in supervision.

For the first time in the term of the 15th National Assembly, from August 21 to the morning of August 22, the National Assembly Standing Committee carried out "re-supervision" activities by conducting questioning and answering activities.
This activity aims to comprehensively assess the implementation by the Government, the Supreme People's Court, and the Supreme People's Procuracy of resolutions of the National Assembly Standing Committee on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023.
Accordingly, National Assembly deputies questioned two groups of issues related to nine fields, including the first group of issues related to the fields of Industry and Trade; Agriculture and Rural Development; Culture, Sports and Tourism; the second group of issues related to the fields of Justice; Internal Affairs; Security, order and social safety; Inspection; Court; Procuracy.
Resolution on questioning will be issued
Notably in the first group of issues, answering delegates about tourism development, Minister Nguyen Van Hung said that the Ministry of Culture, Sports and Tourism has a project to encourage localities to research, based on planning factors to evaluate and develop night tourism products. Strive for "each locality to have a unique, professional, distinctive tourism product with high competitiveness."
Regarding the relationship between tourism and culture, Minister Nguyen Van Hung said that "tourism develops to support culture, and culture development will make tourism flourish."
According to Deputy Prime Minister and Minister of Justice Le Thanh Long, in reality, many localities have had new and creative ways of doing things, associated with introducing OCOP products, street food, culture and arts, street music performances, creating an impression on tourists.
Vietnam's tourism has recovered positively after the pandemic, and is considered a bright spot in the country's socio-economic picture. In 2023, we welcomed 12.6 million international visitors, an increase of 57.5% compared to the set target, with total revenue reaching 672,000 billion VND, receiving the award "Asia's Leading Destination" for the 5th consecutive time.
In the first 7 months of 2024, nearly 10 million international visitors were welcomed, with total revenue estimated at VND 513,300 billion. Also in the first group of issues, supporting production, product consumption, expanding the market for agricultural products and difficulties in lobbying the European Commission to remove the IUU "yellow card" for Vietnamese seafood - are two of the issues that delegates are interested in.
Responding to delegates about solutions to remove the IUU "yellow card", Minister Le Minh Hoan said that the main thing is to effectively implement the Vietnam Fisheries Development Strategy to 2030, with a vision to 2045; the Sustainable Agriculture and Rural Development Strategy for the 2021-2030 period, with a vision to 2050, which have been approved by the Prime Minister. In which, fisheries development is based on three pillars: reducing exploitation, increasing aquaculture and conserving the sea to ensure fishery reserves for future generations.
Clarifying this content, Deputy Prime Minister and Minister of Justice Le Thanh Long said that 28/28 coastal provinces and cities have established fisheries control organizations.

Identifying the handling of IUU violations to remove the "yellow card" of the European Commission (EC) for Vietnamese seafood as a very important issue, the Government and the Prime Minister have focused on directing strongly. Up to now, the management, monitoring and control of fishing vessel activities have also made progress; the number of fishing vessels installed with journey monitoring equipment has reached nearly 100%; the investigation agency has prosecuted 4 cases related to brokerage and collusion to bring fishing vessels and fishermen to illegal exploitation.
The European Commission (EC) continues to appreciate Vietnam's commitments, political determination and efforts in combating IUU fishing...
In the second group of issues, the fields include justice; internal affairs; security, order, and social safety; inspection; court; and prosecution. Notably, when questioning about the situation of cybercrime, delegate Nguyen Anh Tri (Hanoi) assessed that cybercrime is becoming increasingly serious and fierce; and requested the Government to state its viewpoint on organizing forces to prevent and combat cybercrime in the coming time.
Responding to questions, Minister of Public Security Luong Tam Quang said that cybercrime and high-tech crime are not unique to Vietnam. This is one of the non-traditional security challenges that countries around the world are facing.
The United Nations is proposing that the United Nations International Cybercrime Convention be signed in the near future, and the Vietnamese Ministry of Public Security will be one of the members and signatories to this agreement. The Minister also pointed out that this type of crime has three characteristics that make it difficult to detect and handle: no borders, high anonymity, high technology level; "almost everything in real life is also available online, and if there is only one in real life, it can be multiplied many times online." Therefore, the solution to combat this type of crime must also be specific.
The Ministry of Public Security has been implementing many solutions to combat cybercrime and high-tech crime. Specifically, promoting the application of citizens' electronic identification accounts, which are considered "identity in cyberspace" to authenticate identities when participating in activities serving State management, limiting anonymity, fraud, etc.
At the meeting, many delegates were interested in the solution to unify the information technology application system in handling citizens' complaints and denunciations.
Responding to questions, Government Inspector General Doan Hong Phong said that the application of information technology in receiving citizens and resolving complaints and denunciations has been identified by the Government as one of the key tasks of state administrative reform and has been directed by leaders at all levels and sectors to focus on implementation in recent times.
Regarding the judicial sector, according to Deputy Prime Minister and Minister of Justice Le Thanh Long, the Government and Prime Minister always identify the task of building and organizing law enforcement as a key task to promptly remove difficulties and shortcomings, ensure the legitimate rights and interests of the people, and create favorable conditions for investment, production, and business activities...
Also at the meeting, answering questions about the policy of supporting cadres, civil servants, public employees, and non-professional workers at the commune level when implementing the severance regime due to the rearrangement of commune-level administrative units, Minister of Home Affairs Pham Thi Thanh Tra said that localities that cannot balance their own budgets should compile it for the Ministry to report to the Government for budget allocation to pay the expenses. The settlement of redundant cadres and civil servants will be carried out within 5 years, and will be completely resolved by 2030...

Speaking at the conclusion of a day and a half of "re-supervision," National Assembly Chairman Tran Thanh Man stated that based on the results of the questioning session, the National Assembly Standing Committee will issue a Resolution on questioning with specific requirements for each content, clearly stating the time for implementation and completion.
Actively contribute to institutional improvement
Nine members of the Government participated in explaining and answering questions from National Assembly deputies. Based on the opinions of National Assembly deputies and explanations from Government members, Deputy Prime Minister and Minister of Justice Le Thanh Long clarified a number of issues of concern to National Assembly deputies, which are the responsibility of the Government.
Ministers must be directly responsible for legal work, this was emphasized by Deputy Prime Minister and Minister of Justice Le Thanh Long when answering delegate Pham Van Hoa (Dong Thap) about the issue of overcoming the problem of poor quality law-making proposals; late submission of documents, failure to ensure time; adding many law projects to the agenda close to the session, causing many difficulties for research and examination work.
Regarding the agricultural sector, the Deputy Prime Minister emphasized that agriculture has basically developed stably, affirming its position as a pillar of the economy, firmly ensuring national food security and maintaining exports. Agricultural, forestry and fishery exports in 2023 will reach a record high of over 53 billion USD; trade surplus of 11 billion USD and in the first 7 months of 2024 will reach 34.27 billion USD, up 18.8% over the same period and trade surplus of 9.42 billion USD, up 60%.
Regarding the removal of the European Commission's (EC) "yellow card" on Vietnamese seafood, the Government and the Prime Minister will continue to direct ministries, branches and localities to strictly, resolutely and effectively implement Directive No. 32 of the Secretariat; at the same time, continue to discuss and mobilize EU member countries to support the early removal of the "yellow card" on Vietnamese seafood.
Ensuring energy security, Deputy Prime Minister Le Thanh Long said that the Government has focused on early and remote direction to provide sufficient electricity and gasoline for production, business and people's consumption, and has resolutely directed the development of the Electricity Law project (amended) to be submitted to the National Assembly at the 8th Session.
In the judicial field, the Government and the Prime Minister always identify the task of building and organizing the implementation of laws as a key task to promptly remove difficulties and shortcomings, ensure the legitimate rights and interests of the people, and create favorable conditions for investment, production and business activities. According to the assessment of National Assembly Chairman Tran Thanh Man, through reports sent to National Assembly deputies and through the question-and-answer session, basically, the resolutions of the National Assembly Standing Committee have been seriously implemented by agencies with many synchronous solutions, creating positive changes and achieving specific results in most areas; at the same time, the National Assembly Chairman also outlined a number of basic and key tasks directly related to the main responsibilities of ministries and branches to focus on implementing in the coming time.
According to the National Assembly Chairman, General Secretary and President To Lam has repeatedly mentioned the important role and urgent requirements in promoting the building and improvement of institutions, promptly removing difficulties and obstacles to develop the socio-economy, ensure national defense and security, foreign affairs and prevent corruption and negativity.
The question-and-answer session also contributes positively to promoting the implementation of that very important task and requirement. Following the success of the question-and-answer session at the previous sessions, the first "re-supervision" activity in the term of the 15th National Assembly has demonstrated the responsibility of the National Assembly Standing Committee in supervising to the end the implementation of the requests and recommendations of the National Assembly and the National Assembly Standing Committee.
This activity also demonstrates the accompaniment of the National Assembly, the National Assembly Standing Committee with the Government in implementing and carrying out the requirements set forth by the National Assembly Standing Committee in resolutions on thematic supervision and questioning./.
