In recent years, with the active participation of Party committees at all levels, authorities, the Vietnam Fatherland Front and political organizations, - society at all levels in Ba Che, people in the district Arouse the spirit of solidarity to help each other develop production, eliminate hunger and reduce poverty.
Propaganda and mobilization work to change people's thinking and way of thinking; thereby promoting the role of developing household economy, converting appropriate crop and livestock structure and applying science and technology to production to bring high economic efficiency.
Mr. Trieu A Tai, Lang Cong village, Don Dac commune, said: Before, my family had a lot of difficulties and did not know how to develop the economy from any model. After being propagated by the district and commune, and guided by officials, with an area of over 20 hectares of forest allocated and purchased by the state, my family invested in planting forestry trees. At the same time, I also built a nursery to provide cinnamon seedlings for people to plant forests. Every year, my family provides about 60,000-70,000 cinnamon seedlings. After deducting expenses, the family earns over 200 million VND from the nursery and forest planting.
The district also regularly sets examples of good people, good deeds, and households with typical production development models for people to follow. At the same time, it propagates the Party's guidelines and policies such as: Vocational training, job creation, concentrated afforestation; implements the campaigns "All people unite to build new rural areas, civilized urban areas" associated with the movements "Joining hands to build new rural areas", "Building civilized urban lifestyle" ...
Every year, the district provides job counseling to more than 650 people, creating jobs for nearly 500 workers in the coal industry, industrial clusters and factories in the district and the province. Currently, the rate of trained workers in the district is 84.5%.
Every year, people in the district plant over 3,500 hectares of concentrated forests, more than 360 hectares of large timber trees (lim, lat, giổi); and many hectares of medicinal plants (purple Morinda officinalis, yellow camellia, other medicinal plants)... This has contributed to increasing people's income and sustainably reducing poverty.
Along with that, the work of mobilizing care and helping the poor has been strongly promoted. Ba Che is a locality that actively implements the program of eliminating temporary housing and dilapidated housing according to the province's policy. From 2019 to present, 392 solidarity houses in the district have been newly built and repaired, with a total support fund of 13,365 million VND. In 2022, there will be no more temporary or dilapidated houses in the district. Mass organizations in the district actively support people to borrow capital to develop production. By the end of 2023, mass organizations will stand up to receive the trust of the Vietnam Bank for Social Policies and Lien Viet Bank for more than 43 Association Groups, Loan Groups of poor and near-poor union members, members of the association, policy beneficiaries, and households in difficult circumstances to borrow over 120 billion VND for economic development...
Along with that, the district also focuses on mobilizing people to eliminate backward customs and build a new cultural life. Some backward customs, practices, and superstitions that affect the economy, health, and environment in rural areas of the district are gradually being eliminated. Community cultural activities are increasingly improved...
In particular, poor and near-poor households who are ethnic minorities in the district have changed their thinking and way of doing things; they no longer have the mindset of waiting for and relying on the support and assistance of the State, but have risen up to escape poverty by their own strength. Ba Che is the first district in the country to have 200 households write applications to be removed from poverty.
The district also propagates and mobilizes people to actively support land clearance and land donation for projects and key projects to promote economic development in the area, promote regional connectivity, thereby creating jobs and income for the people. Typically, the "15-day and night campaign" was launched to complete the site clearance work for Provincial Road 342 project, passing through Dap Thanh and Thanh Lam communes; connecting Ha Long city with Ba Che and Dinh Lap districts, Lang Son province with a route length of 20.9km, ensuring that the progress is ahead of schedule assigned by the province.
Up to now, the whole district has 7/7 communes meeting the NTM standards, of which 3 communes have met the advanced NTM standards. Ba Che town has met the civilized urban standards and Ba Che district has been recognized by the Prime Minister as a district meeting the NTM standards in 2022. By the end of 2023, the district will have no more poor households according to the Central criteria. According to the provincial criteria, at the beginning of 2024, the district has 21 poor households, accounting for 0.37% of the total number of households in the area; there are 111 near-poor households, accounting for 1.95%. The quality of life of the people is increasingly improved and raised. The average income per capita reaches over 72 million VND/person/year.
