The Prime Minister's Dialogue with Vietnamese Youth Program in 2025, jointly organized by the Ministry of Home Affairs, the Government Office, and the Central Committee of the Ho Chi Minh Communist Youth Union, has the theme "Vietnamese youth pioneering the development of science and technology, innovation and national digital transformation".

At the event, Chairman of the Digital Trade Promotion Club (EPC) Bui The Quyen expressed his wish that the Government would share solutions so that the number of Vietnamese enterprises meeting the criteria of science and technology enterprises and the number of innovative startups would double compared to 2020 as set out in the Strategy for Science, Technology and Innovation Development.

Responding to young entrepreneurs, Deputy Minister of Finance Tran Quoc Phuong said that Vietnam has the foundation, opportunities and conditions to rapidly increase the number of innovative enterprises and that it is entirely possible for enterprises run by young people.

According to Deputy Minister Tran Quoc Phuong, the Government focuses on five main solutions, including: removing barriers and creating mechanisms to encourage innovative enterprises; promoting the development of IT infrastructure, science and technology, and digital transformation, with state capital as the main source; focusing on young human resources in science and technology and innovation; mobilizing the potential of the business sector in research and application of science and technology; building incubators, R&D centers, and supporting the commercialization of startup products.

Answering this question, Prime Minister Pham Minh Chinh affirmed that in order to develop stronger and more businesses, we must first develop an ecosystem for businesses to develop, with some important contents. Accordingly, implementing 3 strategic breakthroughs:

Firstly, the institution must be transparent, cut administrative procedures, reduce intermediaries, decentralize, and delegate power, making business registration simple and reducing compliance costs.

Second, developing strategic infrastructure not only creates new development space but also creates new added value of land, creates new industrial, urban, service and tourism zones; especially digital infrastructure, science and technology infrastructure, energy infrastructure, etc. All of this helps reduce input costs, increase product competitiveness and create demand for business development.

Third, training high-quality human resources, improving labor productivity, adapting to emerging industries such as digital economy, green economy, circular economy, sharing economy, knowledge economy, etc.

In addition, the Government is developing a project to develop the private economy with the view that the private economy is the most important driving force in economic development; freeing private enterprises to develop; along with mechanisms and policies, they must be legalized.

Coming from RMIT University, Dr. Hoang Anh Duc asked about breakthrough mechanisms and policies to increase the number of students and postgraduates studying in key fields of mathematics, physics, biology, chemistry, engineering and technology.

Prime Minister Pham Minh Chinh said that basic science has not developed as required, and that priority mechanisms such as scholarships and honors are needed to support students and postgraduates in pursuing their passion. This policy also applies to social sciences, sports, culture, and the entertainment industry, in order to create the most favorable conditions for each individual to develop their strengths. At the same time, it is necessary to train teachers with the spirit: the school is the foundation, teachers are the driving force, and students are the center, avoiding the situation where basic science talents have to change direction due to difficulties.

Assessing this as a very valid concern, Minister of Education and Training Nguyen Kim Son shared that in the education and training development strategy signed and issued by the Prime Minister a few months ago, Vietnam set a goal that by 2030, the total scale of university training could reach 1 million students studying STEM.

On that basis, the number of students studying STEM at the postgraduate level in 2024, the master's degree rate increased by 34% and the doctoral level increased by 33%, with a total of over 600 doctoral students studying and preparing their theses. In the pedagogical sector alone, the total number of doctoral students working in STEM has increased to 350 doctoral students.

"I say these numbers to show that the number of human resources in the STEM field is still growing strongly and promisingly. The Prime Minister is also assigning the education and training sector to prepare a project to train high-quality human resources to develop high-tech fields, in which many policies will be introduced to encourage and motivate young people to study in these fields....", said the head of the Ministry of Education and Training.

Major Dang Van Thang, Head of the Public Security Youth Department, hopes that the Government will share more of Vietnam's strategic solutions in promoting cooperation in scientific research and scientific and technological development with countries with advanced science and technology.

The Head of Government said that Vietnam is promoting deep, substantive and effective integration, including science and technology, innovation and digital transformation. Vietnam is actively implementing measures to promote integration such as asking countries to grant scholarships to Vietnamese students; building a science and technology network...

Deputy Prime Minister Bui Thanh Son emphasized that young people are the core force to realize Resolution 57 on science and technology development. The Government has promoted cooperation with more than 100 partners, attracted large technology corporations and connected overseas intellectuals. The implementation of science and technology diplomacy to attract large science and technology corporations in the world to work in Vietnam is a success. Young people need to broaden their vision and strengthen international connections to contribute to the country's development in the digital transformation era.
