Delegate Nguyen Thanh Binh (Tay Ho district group) said that the situation of "both surplus and shortage" of teachers, the inadequacy in management is that the work of recruiting and managing teachers is being assigned to the district level to manage from preschool to secondary school, asking the Director of the Department of Education and Training to inform about the actual difficulties, solutions for managing and effectively exploiting the recruited teaching staff to avoid "surplus in some places and shortage in others"?

Responding to the delegates, Director of the Department of Education and Training Tran The Cuong said that the Department of Education and Training and the Department of Finance consulted with the City People's Council to have a policy mechanism to care for the preschool teaching staff. Currently, some district-level preschools have excess teachers because small schools have merged with large schools, so the number of merged students will be excess.

Therefore, the Department recommends that there be a mechanism and regime for staff establishment, requiring the participation of the Department of Home Affairs, to resolve the problem of excess teachers in this district but not being able to transfer them to staff positions in other districts.

Slow recognition of national standard schools

Delegate Nguyen Vu Bich Hien (Soc Son district group) asked, according to the data of the City People's Committee, the current rate of schools meeting national standards is only 71.4%; of which, the rate of high schools meeting national standards is only 50.8%. According to the plan, building national standard schools in 2021-2025 requires 625 schools to be recognized, but by October 2024, only 388 schools (62%) were reached and 1,320 schools were re-recognized, by October 2024, only 499 schools (38%) were recognized.

Delegates asked the Director of the Department of Education and Training to inform them about the possibility of completing the target of 80% of public schools by 2025 and solutions to achieve the target?

Responding to delegates, Director of the Hanoi Department of Education and Training Tran The Cuong said that to achieve national standard schools, conditions must ensure national standards, including teaching equipment and supplies. Up to this point, in Hanoi from kindergarten to high school, the recognition rate has reached 79.6%. There are currently 19 days left until the end of the fiscal year, districts, towns and cities are focusing on disbursement and this rate will continue to increase.

The reason for the delay in recognizing national standard schools is also related to the Circular of the Ministry of Education and Training stipulating that kindergartens must operate for 5 years before being considered for recognition; middle schools, primary schools, and high schools must operate for 3 years before being recognized. Currently, the Department has proposed to the Ministry of Education and Training and the Ministry allows the application of floor area/student instead of m2/student; from there, it is the basis for recognizing national standard schools in some districts such as Ba Dinh, Hoan Kiem, and Hai Ba Trung.

The Director of the Department of Education and Training also requested that districts, towns and cities join hands to speed up the recognition and re-recognition of national standard schools.

Although the Government has Decree 111/2022/ND-CP allowing the signing of contracts to invite teachers to teach, due to low salaries and unstable jobs, it is very difficult for contract teachers to teach at schools.

The Director of the Department of Home Affairs also pointed out that due to the rapid urbanization, many districts and towns have urban areas with rapid population growth, which is a factor that reduces the teacher/student ratio, causing a shortage of teachers. The Department of Home Affairs has coordinated with districts and towns to regulate teachers at all levels, but this is also very difficult because it must be consistent with the level of teaching training at schools.

“Regarding teacher quality, currently all teachers at all levels must have a university degree. Due to the standardization process, some teachers do not meet the requirements, so the Department of Education and Training is in the process of training and fostering to ensure this standardization,” informed Director of the Department of Home Affairs Tran Dinh Canh.
