In addition to the positive results, the difficult location of the area with schools far apart and difficult travel conditions has affected the rate of students attending school as well as the conditions for taking care of children. The quality of education in mountainous areas is still low. The delegate gave an example: out of 719 students taking the high school graduation exam, 112 students failed 3 subjects.

The operation of continuing education centers often faces difficulties in recruiting students, and the staff, facilities, and resources of the province and locality for education in disadvantaged areas are still limited.

The delegates proposed that the Provincial People's Council agree in principle to let the Provincial People's Committee assign the education sector to submit an adjustment to Resolution 19/NQ-HDND on developing the system of boarding and semi-boarding schools for ethnic minorities in Quang Tri province until 2025, with a vision to 2030. In which, it is proposed to continue developing the scale of boarding schools, allowing investment in facilities to open more classes for the two boarding schools of Huong Hoa and Dakrong.

Prioritize resources in target programs to help schools improve their mechanisms. Localities review and allocate resources to invest in boarding and semi-boarding schools.

It is recommended that sectors and localities pay attention to vocational training after secondary school to do a good job of career orientation and guidance.

Regarding policies for teachers, especially inclusive education, it is recommended that localities pay attention and synthesize resources to fully pay for related policies.

Discussing this issue, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang suggested that sectors and localities should take advantage of facilities, equipment, and human resources to increase enrollment quotas for students from disadvantaged areas. High schools in Vinh Linh and Gio Linh areas can consider opening a public high school system specifically for students from ethnic minority areas. Based on the assessment of the resolutions of the Provincial People's Council, the Provincial People's Committee, and the Department of Education and Training, it is necessary to make a comprehensive assessment and have appropriate support mechanisms for teachers and students in remote areas of the province.
