Proactively improve the investment environment

Tuyen Quang identifies administrative procedure reform as a prerequisite step to improve competitiveness. The province has promoted the application of information technology in handling investment procedures, shortening the time for granting business licenses, and supporting enterprises in accessing land and credit resources. Tuyen Quang Provincial Public Administration Service Center operates effectively, helping enterprises and investors significantly reduce the time to complete procedures.

In 2024, the province issued and implemented the Plan to implement Resolution No. 02/NQ-CP of the Government on improving the business environment and enhancing national competitiveness. In addition, plans for administrative reform, improving the Provincial Competitiveness Index (PCI), Green Index (PGI), People's Satisfaction Index with State Administrative Agencies (SIPAS), and Public Administration Performance Index (PAPI) are all focused on implementation.

Another important mark in creating advantages to attract investment is that all levels and sectors of the province have made efforts to complete the Tuyen Quang Provincial Planning for the period 2021 - 2030, with a vision to 2050, which was approved by the Prime Minister. This is one of the first provincial-level plans in the Northern midland and mountainous region to be approved. From the provincial planning, with the orientation of completing and synchronizing the planning system, which is meaningful in creating a breakthrough for development, prioritizing the implementation of infrastructure projects with great spillover effects as clearly defined in the plan, Tuyen Quang has been further promoting its advantages in attracting investment, especially foreign capital flows.

In addition, the province has completed the Tuyen Quang - Phu Tho expressway connecting with the Noi Bai - Lao Cai expressway; speeding up the completion of other transport infrastructure such as the key Tuyen Quang - Ha Giang expressway project. On March 13, 2025, Tuyen Quang and Thai Nguyen provinces agreed to propose an investment plan for a 4-lane, 100 km/h connecting road connecting Thai Nguyen and Tuyen Quang provinces. The province focuses on expanding industrial clusters to attract green industrial projects. These efforts help connect Tuyen Quang with major economic centers, increase trade capacity and attract investment.

Support business development

Since the beginning of the year, Tuyen Quang has had 63 newly registered enterprises with a registered capital of 174,777 billion VND. The total number of enterprises in the province is over 2,891, with a total registered capital of over 37,000 billion VND. Of which, there are 19 enterprises with 100% foreign investment capital in the province. To support the development of enterprises, our province has implemented synchronous and effective support policies; created a favorable, equal and stable investment and business environment for enterprises to increasingly contribute to socio-economic development; contributed to improving the competitiveness and international economic integration of enterprises.

Sao Viet Company Limited, Long Binh An Industrial Park (Tuyen Quang City) introduces products to Chinese partners.

Tuyen Quang Mechanical Joint Stock Company, Trung Mon Commune (Yen Son), in the period of 2020 - 2022, the Company has researched and deployed the production of wooden flooring for export. Thanks to access to 1 billion VND from the national industrial promotion fund, the Company has invested in building a factory, wood drying kiln, air compressor, imported production line with a design capacity of 1,278 m3 of oil-coated laminated wood/year. The project was completed with a total investment of more than 19 billion VND. In 2025, the company strives to achieve revenue of about 26 to 30 billion VND/year. This is a model for wooden flooring production in the province and is encouraged to be replicated by all levels and sectors.

Mr. Le Duc Vinh, Director of Tam Sinh Phat Joint Stock Company, Luong Vuong Commune (Tuyen Quang City) shared: Newly established enterprises are also supported by the State budget with a first legal seal and digital signature for use in the first 3 years after establishment. The value of the seal and digital signature for a business is 4 million VND. Regarding administrative procedures, I see that they have been shortened a lot compared to before. This helps me have more time to focus on production and business plans.

Realizing the potential, advantages as well as favorable policies of Tuyen Quang for domestic and foreign enterprises, recently Erex Joint Stock Company (Japan) has been continuing to implement the second project in Tuyen Quang province. Previously, in March 2024, the Company invested in the Erex Sakura Tuyen Quang biomass fuel plant project in Long Binh An Industrial Park (Tuyen Quang City) with a capital of more than 20 million USD (equivalent to 478.8 billion VND). The project is currently in the trial run phase.

At the meeting on January 15, 2025 with Chairman of the Provincial People's Committee Nguyen Van Son, Mr. Honna Hitoshi, Chairman of Erex Joint Stock Company, investor of the Erex Sakura Tuyen Quang Biomass Fuel Plant Project, thanked Tuyen Quang province for creating favorable conditions for the implementation of the projects and proposed to continue creating favorable conditions for the Company to study and expand investment in Tuyen Quang. Currently, the company is working with the province on the plan to implement the Project of investing and operating infrastructure of Xuan Van Industrial Cluster, Yen Son district.

Sharing about the business environment in Tuyen Quang, Mr. Nguyen Huu Thap, Chairman of the Provincial Business Association, highly appreciated the efforts of the authorities at all levels in improving the investment environment and removing difficulties for businesses. He emphasized: In recent years, Tuyen Quang province has truly accompanied businesses, from administrative reform, simplifying procedures to timely dialogue to listen and support to remove obstacles, at the same time having more practical support policies on capital, taxes, and production premises for small and medium enterprises. The Provincial Business Association hopes to continue to receive attention and support from authorities at all levels so that businesses in the province can develop further, contributing to the overall growth of the local economy.
