Due to the impact of floods and rains, in recent years, many landslides have occurred on the right dike of Ma River; the left and right dikes of Lach Truong River; the left and right dikes of Len River... causing risks to the lives and property of the State and people in the area.
The right dike of Lach Truong River (section in Hoang Hoa district) has been basically completed.
To ensure the safety of dyke routes, serve flood and storm prevention and control (PCLB), the project to strengthen the dyke system in Thanh Hoa province (phase 2021 - 2025) has been approved by the Ministry of Agriculture and Rural Development (MARD) in Decision No. 3249/QD-BNN-PCTT dated August 25, 2022, the project implementation period is from 2022 - 2025.
The project has an investment length of about 23.5km, including the following routes: right dike of Ma River; left and right dikes of Lach Truong River; left and right dikes of Len River, located in the districts of Hau Loc, Hoang Hoa, Nga Son, Ha Trung, Thanh Hoa City, Sam Son City. The project's goal is to upgrade the dike, handle weak points of the dike on the dike routes, complete the cross-section design according to the planning to meet immediate requirements as well as gradually increase the flood and storm resistance of the dike system, gradually eliminate key weak points of the dike, ensure the design flood and storm resistance requirements, combine traffic to contribute to socio-economic development.

The investor (Thanh Hoa Agricultural and Rural Development Project Management Board) signed contracts for construction packages in December 2023 and started construction from January 2024. Huy Hoang Infrastructure Investment and Construction Consulting Joint Stock Company (design consultant) proactively designed a plan to handle the project to renovate and supplement the weak dike system in Thanh Hoa province, and promptly handed it over to the construction contractor.

In general, at the site of the dike routes, contractors have been organizing the synchronous construction of the works, including: filling the dike cross-section, retaining walls, gabions to protect the dike toe, grading crushed stone and concrete dike surface... about 17.5/23.5km. The total volume implemented is estimated to reach nearly 40% of the plan.

In early November 2024, Thanh Hoa Newspaper reporters were present at the construction site of the project to strengthen the dike system in Thanh Hoa province (sections on the left and right dikes of Lach Truong river, Hoang Hoa district and Hau Loc district) with a length of about 10.0 km. The two units, Thanh Hoa Agriculture and Rural Development Construction Corporation - JSC; Tuan Linh Investment and Construction Joint Stock Company, proactively overcame difficulties, mobilized specialized vehicles, equipment, human resources and gathered materials to the construction site, took advantage of favorable times, organized 3 construction teams to synchronize the project's work such as dropping rocks at the foot of the embankment, pouring concrete for retaining walls, etc. to ensure quality and progress. The volume of work completed by the contractor reached over 60% of the total volume to be done.
During the project construction process, the Thanh Hoa Agricultural and Rural Development Project Management Board has increased the number of officers and engineers to the construction site to direct and supervise the technical and quality of each project item. Coordinated with functional departments and contractors to resolve difficulties and problems. Mobilized people to agree and complete site clearance (GPMB) early, creating favorable conditions for the construction unit to perform its tasks.

The current difficulty is that the project has just been handed over the first phase of the site by the local People's Committees and the investor and contractor have mobilized people to clear about 75% of the project's site. In Ha Trung district alone, the site clearance work is still very slow, and the contractor does not have a site to construct the project. The rainy weather in recent months has affected the construction progress of the units. To overcome the difficulties, the investor has been directing the units in the coming time to take advantage of favorable dry season weather to urgently implement construction to complete the project early. After completion, the project will strengthen the Thanh Hoa province's dike system to serve flood control, protect residential areas, develop traffic, tourism and environmental landscape; create favorable conditions for people's travel, serve the socio-economic development of the project area, and create a premise for socio-economic development.
