Implementing the working plan of the State Inspection Council on construction works acceptance, on May 24, the Inspection Council led by Deputy Minister of Construction Bui Xuan Dung - Permanent Vice Chairman of the State Inspection Council inspected and worked at the Nhon - Hanoi Railway Station Urban Railway Project. On the Hanoi side, there was the participation of Vice Chairman of Hanoi People's Committee Duong Duc Tuan.

At the working session, the inspection team focused on the main contents such as: construction site, trial operation, system safety assessment, plan and preparation for putting the elevated section into operation. The inspection of important stages before putting the project into commercial operation is expected in July 2024.

Reporting at the meeting, Mr. Nguyen Cao Minh - Director of Hanoi Urban Railway Management Board said: "Up to now, the progress of the whole project has reached 74.7%. The progress of the elevated section has reached 99.93%. Currently, there is only the construction of internal roads and landscaping of the depot area, equivalent to 0.5% of the total volume of the CP05 package".

According to Mr. Nguyen Cao Minh, the trial operation was carried out from March 11, 2024 with 57 drill scenarios. On May 17, 2024, the project completed the final scenario T36 "Emergency handling - Passenger evacuation at the station" with the coordination and preparation of many external units such as Fire Prevention and Fighting, Traffic Police, Ambulance, etc.

Regarding the system safety assessment and certification, the Apave - Bureau Veritas - Certifer Consulting consortium (ABC Consulting) has conducted the system safety assessment in accordance with the approved system safety assessment outline for the elevated section and completed 10/12 assessment reports.

Currently, only Report No. 11 is related to the trial operation and Report No. 12 is the system safety certificate. During the trial operation, ABC Consulting mobilized 26 experts at the site to evaluate and certify the system safety.

Regarding the appraisal and acceptance of system safety documents of the Railway Department - Ministry of Transport and related agencies, Mr. Nguyen Cao Minh informed that the Vietnam Railway Department has established a team to appraise system safety documents for the project and is implementing it.

Vietnam Railway Authority is expected to complete the appraisal and acceptance of the system safety dossier no later than 15 days after ABC Consultant issues the System Safety Certificate. The asset inventory in preparation for the handover has been carried out since January 2024, and the detailed inventory has basically been completed.

Urgently complete the procedure

According to Mr. Nguyen Cao Minh, since the project was implemented, the Council's standing body has organized 16 project inspections, of which 3 have been conducted since the beginning of 2024. The elevated section of the Hanoi Pilot Urban Railway Project, the Nhon - Hanoi Railway Station section, has been basically completed, fully complying with regulations on procedures and construction quality management. The system safety certification assessment has been completed for the construction, installation and testing of the project, and now only the readiness assessment of the operating unit remains.

Mr. Vu Hong Truong - General Director of Hanoi Railway One Member Co., Ltd. said: "To best prepare for the operation of the elevated section of the Nhon - Hanoi Railway Station urban railway project, we have closely coordinated with the supervision consultant to train human resources".

According to Mr. Vu Hong Truong, up to now, the training of human resources for the Nhon - Hanoi Railway Station urban railway line has been completed and the line is ready to operate.

Deputy Minister of Construction Bui Xuan Dung delivered a concluding speech at the meeting.

Speaking at the meeting, Deputy Minister of Construction Bui Xuan Dung - Permanent Vice Chairman of the State Inspection Council for Construction Works Acceptance said: "This is a key project for the whole country as well as the capital Hanoi. On behalf of the council, we highly appreciate the efforts of the investor, contractor and supervisory unit to bring the project to the finish line."

Through the inspection, the Standing Vice Chairman of the State Inspection Council for project acceptance in 2024 requested the investor to complete the acceptance work according to regulations. At the same time, conduct an inventory and develop a specific schedule for handover to the operating unit. Request the investor to coordinate with the assessment unit to promptly complete the system safety assessment certificate before June 10. In addition, complete the project's renovation work before June 20.

It is expected that the State Inspection Council for Construction Works Acceptance will organize the acceptance of the Nhon - Hanoi Railway Station elevated urban railway project on June 30 to put it into commercial operation in July 2024.
