Investors and project management boards are urgently urging contractors to speed up construction of key transport projects and boost investment capital disbursement output in the last month of 2024.
Production increased thanks to land clearance
The year 2024 is gradually coming to an end, but the journey from Hanoi to the projects to work, coordinate with localities to remove difficulties, create momentum for contractors to speed up construction and disbursement of Mr. Le Thang, Director of Project Management Board 2, has not yet determined the stopping point.

As the investor of 5 major transport projects, the disbursement of public investment capital of Project Management Board 2 faced challenges right from the beginning of the year when the North-South expressway project, Quang Ngai - Hoai Nhon section (the project accounts for about 50% of the unit's capital plan) encountered land clearance problems.
During the first 6 months of the year, for many consecutive weeks, after every 1-2 days of work meetings in Hanoi, Mr. Thang immediately traveled to Quang Ngai to directly coordinate and handle the work, and by June 2024, the project was basically cleared.
Before June, the project's construction output only reached an average of 250 - 300 billion VND/month, but from June to August 2024 (before the rainy season), the value of work on site skyrocketed, reaching 500 billion VND/month, 1.5 - 2 times higher. Thanks to that, with the total allocated capital of more than 8,000 billion VND, PMU 2 has disbursed about 70%.
Gradually resolving difficulties in sand material sources, the Can Tho - Ca Mau expressway project (including 2 component projects Can Tho - Hau Giang and Hau Giang - Ca Mau) also achieved relatively positive disbursement results.
Mr. Le Viet Tuan, Deputy Director of My Thuan Project Management Board, said that including more than 500 billion VND of additional capital, the total capital plan for the Can Tho - Ca Mau project assigned in 2024 is about 6,351 billion VND. Up to now, the disbursement output has reached 5,751 billion VND, reaching 91%.
"With 235 construction sites, more than 900 pieces of equipment and nearly 3,000 workers working overtime, the monthly value of work on site reaching more than 600 billion VND, we are confident that the project can disburse all capital plans in 2024," Mr. Tuan affirmed.
Overtime, racing against time
With a capital plan of up to 2,700 billion VND, nearly double the figure at the beginning of the year, the Ham Nghi - Vung Ang expressway construction site these days is still bustling with the sound of machines day and night to achieve the dual goal: Disbursing 100% of the allocated capital and bringing the project to the finish line on April 30, 6 months earlier than the original plan.
"The project has disbursed more than VND 2,353 billion, equivalent to 86.5% of the 2024 capital plan. At the entire construction site, about 650 pieces of equipment, machinery and over 800 key personnel are working day and night with an implementation value of about VND 450 billion/month.
"Without the "3 shifts, 4 shifts" reinforcement plan, the disbursement value would only be 60% of the current actual figure," said Mr. Nguyen Khac Trung, Executive Director of the Ham Nghi - Vung Ang project.
According to the assessment of the Thang Long Project Management Board, in 2024, the Ham Nghi - Vung Ang and Bai Vot - Ham Nghi expressway projects are the two projects with the best capital absorption among the 5 projects invested by the Board.
In 2024, Phan Thiet - Dau Giay is the project with the lowest disbursement volume. Out of the total of nearly 469 billion VND allocated, up to now, the disbursement rate has only reached nearly 40% because the bidding packages for traffic supervision and additional items (Ba Bau Intersection and residential access roads) cannot be implemented in time by the end of 2024.
However, the acceleration in the North-South Expressway component projects, phase 2, has created momentum to bring the disbursement output of the Thang Long Project Management Board to nearly VND 4,700 billion, reaching 71% of the plan. It is expected that by January 30, 2025, the unit will disburse more than VND 6,274 billion, reaching 95% of the plan.
A representative of the Department of Planning and Investment (Ministry of Transport) said that by the end of November 2024, the Ministry of Transport had disbursed about VND 52,750 billion, reaching 70% of the plan, higher than the national average (60.4%).
Among them, many investors under the Ministry achieved disbursement levels higher than the Ministry's average, such as: Project Management Board 6 (88%), My Thuan Project Management Board (77%), Ho Chi Minh Road Project Management Board (82%); Project Management Board 7 (73%), Thang Long Project Management Board (71%); Maritime Project Management Board (89%)...
Continue to remove material sources
According to the leader of the Department of Planning and Investment, the target of disbursing public investment capital in 2024 has been clearly stated by the Ministry of Transport, which must reach at least 95% of the plan assigned by the Prime Minister.
To ensure the above goal, the Department of Planning and Investment has advised the leaders of the Ministry of Transport to direct investors/project management boards to adjust the allocation of expenditure structure estimates on the Tabmis system for each project (if necessary), ensuring the disbursement of all remaining capital plans extended from 2023 to 2024 before December 31 as prescribed.
Paying special attention to the North-South Eastern Expressway project in the 2021-2025 period, the project has a capital plan allocation of more than 36,200 billion VND, accounting for nearly 48% of the capital plan of the Ministry of Transport, the leader of the Department of Construction Investment Management said that the problems with land and materials need to be continued to be resolved by related entities, creating momentum for the construction site to accelerate and increase disbursement output.
Reports from investors show that the relocation of technical infrastructure works (mainly high-voltage power lines) to serve project construction in localities has had many positive changes, but of the 9/256 locations being relocated, 3 are within the scope of weak soil roadbed treatment, affecting project progress.
Regarding materials for the two component projects of the Can Tho - Ca Mau section, the remaining sand demand to complete the embankment work by December 2024 as planned is about 3,900,000m3.
Although sufficient supply has been identified, exploitation capacity is still limited, reaching an average of only 36,000m3/day while demand is about 86,000m3/day.
"The provinces of Tien Giang, Ben Tre, Vinh Long, An Giang, and Dong Thap need to remove obstacles in supplementing the missing resources, completing procedures for granting mines, and approving the resumption of exploitation for mines that have stopped exploitation in December 2024 to supply river sand for the accelerated project," the leader of the Department of Construction Investment Management suggested.
The Department of Planning and Investment said that in early 2024, the Ministry of Transport was assigned a capital plan of VND 56,666 billion by the Prime Minister.
During the implementation process, the Ministry of Transport was supplemented with VND 18,815 billion (most recently, in November 2024, an additional VND 4,194 billion was assigned), the total capital plan for 2024 assigned to the Ministry of Transport is VND 75,481 billion.
