Five years ago, on July 17, 2019, the Provincial Party Committee Standing Committee decided to establish the Provincial Party Committee of Agencies and Enterprises on the basis of merging the Provincial Party Committee of Agencies and Enterprises. This is an important policy of the Provincial Party Committee to reorganize the apparatus in a streamlined, effective and efficient manner; innovate leadership methods, improve leadership capacity and fighting strength of the Party organization in the Party Committee of the Bloc, meeting the requirements and tasks in the new situation.

Inheriting and promoting the results and achievements of the Provincial Party Committee of the Provincial Agencies and the Provincial Enterprise Party Committee, over the past 5 years, Party committees, Party organizations, and socio-political organizations in the Provincial Party Committee of the Provincial Agencies and Enterprises have focused on leading, directing, and implementing synchronously, comprehensively, with focus and key tasks and solutions on Party building and leadership in implementing political tasks and achieved positive and comprehensive results in all fields, making important contributions to the development of the province.

In particular, Party committees and Party organizations in the Bloc proactively advise the Provincial Party Committee, the Provincial Party Standing Committee, the Provincial People's Council and the Provincial People's Committee to develop and implement directives, resolutions, programs, plans, projects, mechanisms and policies, concretizing 3 breakthroughs, 6 key programs and political tasks identified in the Resolution of the 22nd Provincial Party Congress and resolutions of Party congresses at all levels.

Political and ideological work, information and propaganda were carried out seriously, promptly and extensively. Political activities, thematic studies, studying and following Ho Chi Minh's ideology, morality and style and implementing the annual working theme of the Provincial Party Committee were carried out extensively and systematically, with many new approaches, good and creative models, achieving positive results. The establishment of party organizations, socio-political organizations, and development of party members, especially in non-state enterprises, achieved positive results. The work of reviewing, evaluating the quality and classifying party organizations, cadres and party members annually was carried out seriously and increasingly substantively.

Speaking at the meeting, comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged and commended the efforts of the entire team of cadres, party members, civil servants, public employees, and workers in the Party Committee of the Bloc, and congratulated the outstanding achievements that the Party Committee of the Provincial Agencies and Enterprises Bloc has achieved in the past 5 years.

Emphasizing the position and role of the Party Committee of the Bloc in the organizational system of the Provincial Party Committee, the Provincial Party Secretary requested that in the coming time, the Provincial Party Committee of the Bloc of Agencies and Enterprises focus on leading, directing, organizing, thoroughly implementing Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party and guiding documents of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on organizing Party Congresses at all levels; proactively and carefully prepare in all aspects to successfully organize Party Congresses at all levels and the Congress of Delegates of the Provincial Party Committee of Agencies and Enterprises for the 2025-2030 term.

Along with that, focus on reviewing the implementation status, achieved results and assessing the ability and level of completion for each target according to the Resolution of the Party Congress of the Bloc for the 2020-2025 term; propose specific and synchronous tasks and solutions in the coming time, strive to complete and exceed the set targets; at the same time, from practical activities to advise and propose necessary contents to serve the drafting of documents to be submitted to the Provincial Party Congress for the 2025-2030 term.

Effectively implement the Central Committee's policies, resolutions and regulations on Party building and organization; regulations on setting examples; controlling power, fighting against the abuse of power and positions. Continue to research and innovate methods, making substantial changes in the work of building and rectifying the Party and the political system; especially attach importance to building a truly clean and strong Party Committee of the Bloc in terms of politics, ideology, organization, ethics and cadres, with high leadership capacity and fighting spirit.

Promote the study and follow of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of the Provincial Party Committee's annual working theme; practically bring the revolutionary ethical standards of cadres and party members in the new period into life. Strengthen the fight to protect the Party's ideological foundation, fight against distorted arguments and toxic information; create a unified awareness of building and developing Ninh Binh province by 2030 to basically meet the criteria and by 2035 become a centrally-run city with the characteristics of a millennium heritage urban area and a creative city.

Continue to advise on the development, completion and concretization of the coordination regulations between the Party Committee of the Bloc and the Party Executive Committees, Party Delegations and departments, branches, sectors and mass organizations of the province in leading the implementation of political tasks and Party building work.

Adhere to the Party's regulations, the leadership and direction of the Provincial Party Standing Committee and the Provincial Party Committee on the organization and operation of all types of grassroots party organizations; at the same time, proactively advise and propose to perfect the organizational model, operating mechanism and appropriate working relationships of all types of party organizations to ensure the Party's consistent leadership role. Pay attention to building a team of leaders and managers, first of all, Party secretaries with capacity, enthusiasm and responsibility; innovate leadership and management thinking to meet the requirements of integration and development.

The Provincial Party Secretary requested the Provincial Party Committee of Agencies and Enterprises to direct the review and grasp of the quantity, current status of organization and operation of Party organizations in enterprises to consolidate, improve and improve the quality of operations, focusing first on enterprises with important positions in the provincial economy, stable operations, attracting many workers. Coordinate with relevant agencies to promptly propose solutions to remove difficulties, create favorable conditions for enterprises to develop production and business, especially issues related to mechanisms, policies, and direct interests of enterprises and workers.

Focus on leading and directing the development of the Party among workers and laborers; establish grassroots party organizations in enterprises, especially foreign-invested enterprises and private enterprises; focus on recruiting private business owners into the Party. Continue to promote the role of party organizations, focus on taking care of cadres doing Party and union work in enterprises.

At the conference, the Provincial Party Standing Committee presented the Flag to 1 grassroots party organization; presented Certificates of Merit to 2 grassroots party organizations, 2 party cells under the grassroots party committee, and 5 party members who achieved the standard of "Excellently completing tasks" for 5 consecutive years (2019 - 2023).
