
Mobilizing comprehensive resources
At this time, the Party Committee, government and people of Duy Xuyen district continue to unite and join forces in the work of eliminating temporary and dilapidated houses in accordance with Resolution No. 13 of the Provincial People's Council on the work of eliminating temporary and dilapidated houses in the area.
The Steering Committee for eliminating temporary and dilapidated houses for people with revolutionary contributions and poor and near-poor households in Duy Xuyen district for the period 2023 - 2025 was established to promote deployment and implementation.
According to Mr. Dang Huu Phuc - Vice Chairman of Duy Xuyen District People's Committee, the District People's Committee issued Decision 3026 dated May 30, 2024 approving the list of support for eliminating temporary houses and dilapidated houses for households with revolutionary contributions, poor households, and near-poor households in accordance with Resolution No. 13 of the Provincial People's Council, period 2023 - 2025.
Accordingly, the District People's Committee has approved support for 154 houses, including 84 houses for meritorious people (25 newly built, 59 repaired); 70 houses for poor and near-poor households (11 newly built, 59 repaired). However, during the implementation process, many families have the need to adjust the year of construction and repair from 2024 to 2025 and vice versa, some households have adjusted from new construction to repair and vice versa, some families have not received support money...
Therefore, the District People's Committee issued Decision 7369 dated December 10, 2024 on approving adjustments and supplements to the list of support for eliminating temporary and dilapidated houses for households with revolutionary contributions, poor households, and near-poor households according to Resolution No. 13, period 2023 - 2025.
Specifically, support was adjusted to implement 151 houses, including 83 houses for meritorious people (25 new houses, 58 houses repaired); 68 houses for poor and near-poor households (12 new houses, 56 houses repaired). Based on the approval, Duy Xuyen was allocated more than 4.4 billion VND to implement support for eliminating temporary houses.
In addition, from May 2024, at the 19th Session, Duy Xuyen District People's Council passed a Resolution stipulating the level of support for eliminating temporary and dilapidated houses in the district, period 2024 - 2025. Accordingly, in addition to the support level from the provincial budget in the spirit of Resolution No. 13 of the Provincial People's Council, Duy Xuyen district budget provides additional support at the level of 40 million VND/newly built house and 10 million VND/repaired house.
Strive for no more temporary housing
In the campaign to eliminate temporary and dilapidated houses, the Vietnam Fatherland Front Committee of Duy Xuyen district and communes/towns have actively mobilized comprehensive resources. The Vietnam Fatherland Front Committee of the district has advised on the establishment of a Steering Committee to eliminate temporary and dilapidated houses in the district.

Accordingly, nearly 836 million VND has been mobilized from businesses, Duy Xuyen people living far from home, and philanthropists to support the construction and repair of houses for meritorious people, poor and near-poor households in the district. The Vietnam Fatherland Front Committee of the district also coordinated with associations and unions in the area to mobilize nearly 260 million VND from organizations, businesses, and individuals.
In addition, the units also tried to mobilize direct support in money and working days to help households with temporary houses in dismantling old houses, digging foundations, transporting materials, installing electricity, water systems... with the goal of "leaving no one behind".
Also according to Mr. Dang Huu Phuc, as of February 24, 2025, the total disbursed budget for the work of eliminating temporary and dilapidated houses in Duy Xuyen reached more than 6.5 billion VND.
The district has implemented the construction and repair of 118 houses (29 new houses, 89 houses repaired) from combined resources. The district still has 32 households in need of housing support in the approved plan and list; of which 8 new houses are being built and 24 houses are being repaired with a total implementation cost of more than 1.7 billion VND.
The district strives to complete 32 houses approved in Decision No. 7369 dated December 10, 2024 of the District People's Committee by April 30, 2025, according to Resolution No. 13 of the Provincial People's Council. Duy Xuyen strives to ensure that by the end of 2025, no households in the entire district will have to live in temporary or dilapidated houses.
Besides the achieved results, in Duy Xuyen district there are still many houses that have not been approved due to lack of guidance from the province.
Specifically, there are 34 houses in the project area that do not have written instructions for implementation, concentrated in Duy Nghia (3 houses) and Duy Hai (31 houses). Many houses in the planning area for the Nam Hoi An Resort project were not allowed to be built and are now degraded and severely damaged.
There are 47 houses in the district that have been seriously degraded and have been rebuilt or repaired, of which 21 were built before Resolution 13 took effect. Not to mention, the number of houses that were supported for repair under Decision 22 dated April 26, 2013 of the Prime Minister that were degraded but were not supported under Resolution 13...
