Thereby contributing to making the activities of the National Assembly and the National Assembly Delegation of the province increasingly effective and efficient, truly a bridge between the Party, the State and the people, between the National Assembly and voters, worthy of the trust of voters and people in the province.
Closely follow practical issues
The results of socio-economic development, ensuring national defense and security, and social security in the province over the past years are specific examples, clarifying theoretical issues from the Party's resolutions, perfecting institutions, mechanisms, and a system of policies and laws that are consistent with reality, and promoting socio-economic development. From that vivid reality, with its responsibility, the Provincial National Assembly Delegation has sent many timely opinions to the National Assembly, the Government, and central agencies on law-making, socio-economic development, removing difficulties and obstacles in practice, and meeting the legitimate aspirations of voters and people in the province in particular and the whole country in general.
In September 2024, Quang Ninh suffered heavy losses in all aspects of economic and social life due to the impact of storm No. 3 (Yagi). Overcoming the storm's damage also raised shortcomings in the policy mechanism at the grassroots level. Immediately after the storm, the Provincial National Assembly Delegation developed a plan to survey the implementation of legal policies in disaster prevention, search and rescue, and environmental protection; and visited and encouraged localities affected by the storm.
Through field surveys in the localities of Uong Bi, Van Don, Co To, Cam Pha, the Delegation has grasped many shortcomings related to the implementation of legal policies in the work of disaster prevention, response and recovery, and environmental protection, such as: the Law on Minerals when implementing the remediation of landslides, dredging of rivers and streams; problems related to the Law on Disaster Prevention, the Law on Civil Defense, the Law on Fire Prevention and Response and Rescue when mobilizing human resources, means, and communications; supplementing support policies for households that must temporarily relocate in emergency conditions of natural disasters; planning areas that can receive temporarily relocated households; support policies for affected aquaculture households; studying the overall status of mine waste dumps to propose to central ministries and branches solutions for environmental restoration and reuse of mine waste rock and soil as filling materials, etc.
Ms. Nguyen Thi Mang (Group 24, Zone 5, Bac Son Ward, Uong Bi City) shared: "We are very touched when, in a difficult time, when the entire residential area was flooded, the National Assembly Deputies came to visit, encourage, share the losses and grasp the situation of the people. This is truly a great source of encouragement, creating deep trust among voters when the thoughts, aspirations, and problems arising from the grassroots are directly recorded by the delegates and reflected to the relevant levels and branches."
During the field survey in localities, the Provincial National Assembly Delegation has compiled and recorded arising issues and recommendations from voters and localities, and reported to the National Assembly and the National Assembly Standing Committee. At the same time, it has compared and discovered existing problems, limitations and shortcomings in the implementation of legal policies from local practice. From there, it has recommended and requested the Provincial People's Committee, agencies, units and localities to seriously overcome existing problems and limitations; recommended the National Assembly and the National Assembly Standing Committee to consider supplementing and amending regulations related to legal policies, and removing difficulties and shortcomings in practical implementation. The Provincial National Assembly Delegation also promoted the spirit of "mutual love and affection" by visiting and encouraging 60 groups, 556 individuals and households affected by the storm with a total mobilized budget of over 3 billion VND.
In recent years, the Provincial Delegation of National Assembly Deputies has promoted innovation in voter contact activities to listen to and thoroughly absorb the thoughts and aspirations of voters and people. The Delegation organizes voter contact meetings by topic and field, focusing on issues of concern to voters and people; spends time meeting and contacting individuals and groups of voters; creates the best conditions for voters who are direct workers to participate in voter contact meetings with Provincial Deputies. Thereby, synthesizing, fully, accurately and honestly reflecting voters' opinions and recommendations to competent authorities for consideration, resolution and reporting back to voters according to regulations.
Provincial voters highly appreciate the activities of the National Assembly and elected bodies that are increasingly innovative, promoting democracy, improving the quality of legislative activities, supreme supervision and deciding on important issues of the country. Voters also acknowledge and appreciate the Government and the Prime Minister for strongly directing ministries, branches and local authorities to focus on removing difficulties and obstacles, supporting people and businesses to develop production and business..., contributing to maintaining the speed of socio-economic development, ensuring national defense and security; consolidating and enhancing the trust of people and voters in the Party, the State and the socialist regime.
"Bridge" between the will and aspirations of the people
As representatives of the will and aspirations of the people, the provincial National Assembly deputies have promoted their sense of responsibility, closely attached themselves to and upheld their role as people's representatives. Since the beginning of the term, the provincial National Assembly Delegation has chaired and coordinated with relevant agencies to organize dozens of conferences to solicit opinions on draft laws, codes and resolutions submitted to the National Assembly for approval and comments at sessions. The provincial National Assembly Delegation focuses on expanding the subjects of consultation and participation in many forms, such as: Organizing conferences to solicit opinions from National Assembly deputies, relevant departments, branches and units; distributing direct opinion ballots; coordinating with a number of agencies to organize conferences to solicit opinions on specialized draft laws, etc.
Promoting intelligence and practical experience, in the National Assembly sessions, the Provincial National Assembly Delegation participated in lively discussions, clearly expressing the views of the National Assembly Deputies, the opinions of voters and people sent to the session. The speeches were in-depth, focused, key and of high quality, and were agreed upon and highly appreciated by the session chair, the National Assembly Deputies, the local National Assembly Delegations and voters. Full-time National Assembly Deputies working at the National Assembly agencies actively participated in the activities of examining draft laws, receiving, revising and preparing draft resolutions of the National Assembly. Members of the Provincial National Assembly Delegation actively participated in speaking at group discussions and halls, contributing many opinions to the National Assembly and the Government in formulating policies and solutions for the country's socio-economic development.
The questioning activities of National Assembly deputies have been effective at National Assembly sessions, and the quality of questioning questions has been increasingly improved. The provincial National Assembly delegation has directly questioned at the National Assembly and sent written questions to the Government, the Prime Minister and central ministries and branches. These are issues that voters, people and businesses in the province are particularly interested in, such as: Exploiting mine waste rock and soil as filling materials for projects in the province; removing difficulties in handing over water surfaces to people in the agricultural sector; extending and reducing bank interest rates for borrowers of production and business loans affected by natural disasters; investing in the construction of essential projects in the heritage buffer zone; stably developing the coal industry in the coming period...
With the frank, responsible and sincere contributions of the provincial National Assembly deputies in the parliament, many contents have been acknowledged and accepted by the National Assembly and the National Assembly Standing Committee in resolutions and draft laws; including specific issues of Quang Ninh and the country as a whole. Highlights: Constructive contributions to the country's 5-year and annual socio-economic development plans; finance, state budget; senior State personnel; energy security, water security; institutional reform and administrative reform; preservation and promotion of heritage and cultural values...
