Immediately send 1,000 doctors to the grassroots level, digitize "people's health records"

(NLDO) - The Prime Minister requested that the education and health sectors need to promote digital transformation and data digitization.


This year, the health sector must send 1,000 more doctors to the grassroots level, promote the digitization of data and records in the health sector, especially lifelong health records of the people. That is the direction of Politburo member, Party Secretary, Prime Minister Pham Minh Chinh at the meeting of the Government Standing Committee and the Government Party Standing Committee with the Ministry of Education and Training (MOET), the Ministry of Health on important draft projects to be submitted to the Politburo.

Minister of Education and Training Nguyen Kim Son presented the draft project to build a National Target Program on Education and Training Development; Minister of Health Dao Hong Lan presented the draft project to build a National Target Program on Health Care, Population and Development. Afterwards, the delegates discussed these two projects.

The Prime Minister emphasized that the fields of education, training and healthcare are national and comprehensive issues, related to the entire political system; very practical for the people, very important for the development of high-quality human resources, rapid and sustainable development, taking people as the center, subject, goal, resource and driving force for development.

According to the Prime Minister, the development of national target programs must simultaneously propose specific mechanisms, policies and roadmaps, in line with the medium-term public investment plan; ensure feasibility, efficiency, and create fundamental changes in practice.

Regarding the National Target Program on Education and Training Development, the Prime Minister requested the drafting agency to continue to closely follow and concretize Resolution 29 of the Central Committee and Conclusion 91 of the Politburo on fundamental and comprehensive innovation of education and training. In particular, it is necessary to focus on a number of contents: Improving the quality of teaching and learning, developing people comprehensively in both "morality, intelligence, physicality and aesthetics", continuing to attach importance to "morality" and "intelligence" education and emphasizing more "physicality" and "aesthetics" education.

The Head of Government emphasized that the program needs to outline a roadmap and solutions to promote foreign language training, especially English. Along with that, it is necessary to clearly define tasks to perfect institutions, amend laws; train teachers; build mechanisms and policies to support and promote the initiative of teachers and learners.

Regarding the project to build a national target program on health care, population and development, the Prime Minister emphasized the need to add content on caring for and protecting people's lives and health with specific goals. The Prime Minister gave an example of how many times each person should have a medical examination and treatment in a year, there needs to be specific goals.

The Government leader also noted issues such as prevention and treatment of incurable diseases and tropical diseases; developing more maternity and pediatric hospitals and geriatric hospitals. In addition, building mechanisms and policies to pay attention to preventive medicine and primary health care, especially in the context of rearranging administrative boundaries and abolishing the district level. Emphasizing the aging population, the Prime Minister noted that there must be a plan to respond to this.

The Prime Minister requested that this year, the education and training sector must study and increase the number of teachers at the grassroots level, especially in remote, border, and island areas, especially foreign language teachers.

Emphasizing the task of digital transformation and data digitization in these two important areas (student records, people's health records), Prime Minister Pham Minh Chinh requested to focus on doing this in the first 6 months of 2025.
