Speaking at the 10th Central Conference of the 13th tenure, General Secretary and President To Lam emphasized: With the position and strength accumulated after nearly 40 years of renovation; the consensus and joint efforts of the entire Party, the entire people and the entire army, under the wise leadership of the Party, Vietnam has gathered all the necessary conditions, set out strategic directions and breakthroughs to bring the country into a new era - the era of the Vietnamese people's rise. The discourses on the "new era", "era of rise" have affirmed the viewpoint and determination of the Party and State leaders, inspiring the people with a new determination in the new period.

What is the basis for entering the new era and how will we have to innovate our thinking and actions to bring the country into the era of national development? VOV reporter interviewed Dr. Nguyen Van Dang - Faculty of Public Administration and Policy, Ho Chi Minh National Academy of Politics about this content.

PV: From the achievements of Vietnam's renovation era, what do you think about the goal of the Vietnamese people's rising era, which can be called the second renovation era? Mr. Nguyen Van Dang: When we talk about a new era, we talk about a period of time for the future, which can be calculated in decades. Specifically, the 13th Party Congress set out the leadership vision of turning Vietnam into a high-income developed country by 2045, while at present we are still only a member of the group of middle-income countries. The recent statement of the leader emphasized that the coming era, the coming time is the period when we must rise up, bring the country up, that is, break through the middle-income trap to bring our country into the group of developed countries in the world. To be recognized as a developed country, we must raise the GDP per capita to over 12,500 USD/person/year. The minimum socio-cultural improvement must be to improve the human development index to exceed 0.8, while currently we are only above 0.7. That requires the efforts of the entire nation, bringing the country to a new level of national status - that of a developed country in the world. Reporter : In the article "Continuing to strongly innovate the Party's leadership and ruling methods, an urgent requirement of the new revolutionary stage", General Secretary and President To Lam continued to affirm Lenin's thought that when the situation has changed and we have to solve tasks of a different type, we should not look back and use yesterday's methods. How do you perceive the urgent task of innovating the Party's leadership methods, especially innovating thinking and action as required by the General Secretary and President? Mr. Nguyen Van Dang : Aiming for the 2045 leadership vision as a new goal in a new context, it is clear that there are methods and measures that we have succeeded in the past, but that does not mean that if we reapply them, they will be successful in the current context. Therefore, the need to innovate the Party's leadership methods in the new period is very urgent. Because, as the subject taking on the leadership and governing role, especially the leadership role, that is, leading all social forces towards concentrating resources, transforming the motivation of the entire community, society, nation, and people towards realizing the 2045 leadership vision, requires the Party to innovate in leadership methods in the new period. For example, in the past, we often thoroughly implemented leadership through resolutions, that is still true, but in the new context, can resolutions alone ensure success in leadership? That raises the need that in addition to traditional leadership methods, through resolutions, through setting examples, through inspection and supervision, there must be new thinking, new methods, new measures to transform them into driving forces for development to realize the goal of a developed nation by 2045. Reporter: "Continuing to innovate strongly" is the phrase that General Secretary and President To Lam emphasized. In your opinion, how should this message be implemented? Mr. Nguyen Van Dang: The General Secretary and President emphasized the need to continue to innovate strongly, that is, we must carry out comprehensive innovation, not only the Party's leadership method but also the structure and model of the political system, the system of state agencies, as well as innovation in thinking, planning and implementing policies. The directions of the General Secretary and President are the fulcrum and foundation for each person, each agency and unit to think and see what issues need to be further innovated in their agency, unit or field, what are the bottlenecks, what are the key points that require thinking beyond the limits to solve the problems being faced, thereby contributing to the overall development process of the country. Choosing the right cadres who are truly capable and prestigious with the people PV: The country is facing a new historical moment, a new era, an era of national growth and the requirement to strongly innovate the leadership method and the ruling capacity of the Party to continue to move forward is urgent? Mr. Nguyen Van Dang: The General Secretary and President emphasized that the innovation of the Party's leadership and governance methods must be avoided and aimed at, that the Party absolutely does not make excuses or do things for them, but also does not loosen the Party's leadership, affirming that the Party's role is the leadership role, while the remaining management, planning and policy implementation are the roles and functions of the State. This is the problem we are facing recently because there is still a situation where some leaders such as the Provincial Party Secretary still intervene in specific matters of departments, branches and sectors. We are facing a new period, we must reaffirm and clarify the Party's implementation of its leadership role. The leadership role is related to building leadership visions, gathering, supporting, mobilizing resources, and inspiring all forces in society. State management is related to policy planning and implementation, and solving specific problems. We innovate so that the Party can properly perform its leadership role, without making excuses or replacing the State. The issue is to innovate to create effectiveness and efficiency in leadership and management, but must always ensure the Party's leadership role, that is, not to loosen the leadership role. Reporter : Many opinions say that this is a viewpoint that dares to look straight at the truth and affirms the need for constant innovation to promote strengths and overcome limitations in the leadership process. In your opinion, how can we create a breakthrough in leadership quality and governance effectiveness? Mr. Nguyen Van Dang: Up to now, with the characteristics of the national governance structure in our country, there has always been a consistent view that cadres are the root of everything. Because no matter how good any process, institution, or policy is, if the quality of leaders, especially weak leaders and managers, is poor, it will not be successful and will not operate. Therefore, in the innovation of the Party's leadership method, in addition to institutional innovation, the human factor is the most crucial factor. Looking to the future, especially towards the upcoming 14th National Congress, the challenge is to choose the right people who are truly capable and prestigious with the people and the country. They must be people who have a burning desire for national development to be able to go beyond the thinking or working style of an ordinary civil servant or public employee, to truly be political leaders with a role in leading the entire community in realizing the leadership vision of 2045, that is, making Vietnam a developed country by the middle of the 21st century. Reporter : To bring the Vietnamese people into a new era, an era of rising up, our Party continues to firmly uphold the system of values ​​that guide the development process, which is a rich people, a strong country, democracy, fairness, and civilization. The goal is there, so how can we gather and transform that spiritual energy into a driving force for the national development goal by 2045, sir? Mr. Nguyen Van Dang : We have set a goal and I believe that the vast majority of Vietnamese people will support it. The Party has also publicly committed to the people a political commitment that it will strive and be determined to change the country's position in the next two decades. To realize this goal requires many factors, especially the solidarity of all forces in society, not only cadres in the political system but also classes, strata in society, and different social groups both domestically and internationally to transform all the resources and inherent capabilities of the Vietnamese people into a driving force for the development process. That requires many factors, however, one of the most important factors is the leading role of the team of leaders and managers, especially key leaders as well as strategic leaders. They must somehow truly be political leaders with a burning desire for national development, then they will inspire all forces in society. And thanks to the burning desire for national development, they will avoid calculations, selfishness of individuals or groups, from which they will strive to contribute to the process of realizing the goal of national development. Second, we need a team of cadres, civil servants, and public employees who are diligent, good at expertise, professionalism, and always keep in mind and conscious of working to serve the people, to serve the country. Besides, we also need many other factors related to cultivating solidarity in society, how to attract resources for the goal of national development, not to let resources disperse. Thirdly, regarding international cooperation, we must continue to be proactive and expand international cooperation, and seek the support of international friends in mobilizing resources to realize the goal of making Vietnam a developed country by the middle of the 21st century. I think these are major orientations, but they also require a lot of effort and positive changes from each agency, unit, and even each individual, cadre, party member, and citizen.
