Draft Circular stipulating, amending, supplementing and abolishing a number of regulations in business activities...

This Circular applies to petroleum traders in the Vietnamese market and relevant agencies and organizations.

This Circular regulates:

1. Guidance on the implementation of a number of provisions in Decree No. 80/2023/ND-CP dated November 17, 2023 amending and supplementing a number of articles of Decree No. 95/2021/ND-CP dated November 1, 2021 and Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on petroleum trading;

2. Amending and supplementing a number of articles of Circular No. 38/2014/TT-BCT dated October 24, 2014 of the Minister of Industry and Trade detailing a number of articles of Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on petroleum trading.

3. Amending and supplementing a number of articles of Circular No. 17/2021/TT-BCT dated November 15, 2021 of the Minister of Industry and Trade amending and supplementing a number of articles of Circular No. 38/2014/TT-BCT dated October 24, 2014 of the Minister of Industry and Trade detailing a number of articles of Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on petroleum trading;

4. Abolish a number of articles of Joint Circular No. 39/2014/TTLT-BCT-BTC dated October 29, 2014 of the Minister of Industry and Trade and the Minister of Finance stipulating the method of calculating base prices; the mechanism for forming, managing and using the Price Stabilization Fund and regulating gasoline prices according to the provisions of Decree No. 83 /2014/ND-CP dated September 3, 2014 of the Government on gasoline trading.
