Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation has identified scientists in a central and key position, along with appropriate mechanisms and policies for remuneration. Science, technology, innovation and digital transformation cannot develop breakthroughs without a team of scientists.
Create a mechanism to attract and retain talent
Developing science, technology, innovation and digital transformation are decisive factors for the development of countries; are prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of national development. Resolution 57 sets the target that by 2030, the human resources for scientific research, technology development and innovation will reach 12 people per 10,000 people; there will be 40-50 scientific and technological organizations ranked in the region and the world. Based on the set goals, the Resolution has focused on expanding and diversifying forms of honoring, praising and rewarding scientists and inventors in a timely and worthy manner; respecting every invention, innovation, technical improvement, and initiative to improve work efficiency and performance, no matter how small.
At the same time, there are attractive mechanisms and policies on credit, scholarships and tuition fees to attract excellent students to study in the fields of mathematics, physics, biology, chemistry, engineering and key technology, especially at postgraduate levels. Develop and implement talent training programs in many fields. Issue special mechanisms to attract overseas Vietnamese and highly qualified foreigners to work and live in Vietnam. There are special mechanisms on naturalization, home and land ownership, income, and working environment to attract, employ and retain leading scientists, experts, and "chief engineers" at home and abroad... Build, connect and develop a network of domestic and international experts and scientists.
Expressing his approval of the Politburo's guiding viewpoint in Resolution 57 when identifying "scientists as the key factor", along with solutions to attract, employ, and retain leading scientists, experts, and "chief engineers" at home and abroad, Dr. Nguyen Quan, Minister of Science and Technology, said that this viewpoint is even more special in the context that Vietnam is implementing many important large projects such as: North-South high-speed railway, nuclear power project, semiconductor microchip, artificial intelligence... Without scientists to preside over and form strong scientific collectives, these projects certainly cannot succeed.
Previously, Resolution 20 on developing science and technology to serve the cause of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration determined: "There is a policy of special use for leading science and technology cadres, science and technology cadres assigned to preside over important national tasks, and talented young science and technology cadres". However, this content has not been implemented due to being bound by many regulations in many different laws.
“In order for scientists to truly be key factors, there must be mechanisms and policies to make them more valuable and treat them better. Resolution 57 has proposed many important solutions. However, it should be noted that the treatment regime for scientists is not simply salary and income, but more importantly, working conditions and creative environment (visa regime, housing, travel for themselves and their families, etc.), that is, scientists must be given the highest autonomy in research and technology application activities. They must have autonomy in finance, organization, and personnel,” Dr. Nguyen Quan stated specifically.
Dr. Nguyen Quan said that it is necessary to review and amend relevant laws, including the Law on Science and Technology, the Law on State Budget, the Law on Public Asset Management, the Law on Civil Servants, etc. to have truly breakthrough policy mechanisms, creating favorable conditions for scientists. One thing that needs to be done immediately to implement the fund mechanism is to allocate an appropriate proportion of the budget for R&D activities (for example, 10% or 15% of the 3% of the total budget for science and technology) to allocate right from the beginning of the fiscal year to science and technology development funds from the central to local levels without requiring a list of pre-approved tasks as is currently done, thereby helping scientists proactively carry out research activities as soon as research tasks are proposed and ordered.
Inspiring passion for scientists
On the side of scientists, Dr. Pham Huy Hieu, Lecturer of Engineering & Computer Science, VinUni University; Head of Research Department, Innovation Network of Vietnamese Universities and Colleges, said that Resolution 57 also emphasized the importance of developing and utilizing high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation.
In particular, Dr. Hieu highly appreciated the Resolution's issuance of a special mechanism to attract overseas Vietnamese and highly qualified foreigners to work and live in Vietnam. This not only correctly positions the role and position of scientists in society, but also arouses the desire to contribute and the commitment of intellectuals at home and abroad, creating motivation for them to strive to fulfill their responsibilities and missions in the new development stage of the country.
With the close direction of the Politburo through Resolution 57, Professor, Dr. Tran Tuan Anh, Vice President of the Vietnam Academy of Science and Technology, said that to become a key factor, intellectuals and scientists need to continue to be proactive, creative, constantly improve their professional qualifications and update new knowledge. The most important thing is to direct their research to practical issues that the country needs such as rational use of resources, natural disaster prevention and environmental protection, climate change, biotechnology, high-tech agriculture, food security and sustainable development and many other fields, etc.
In addition, it is necessary to impart knowledge and experience to the younger generation through teaching and research guidance. This not only helps to spread the spirit of love for science but also promotes the desire for creativity in the community. Scientists also need to actively participate in the policy-making process, becoming a bridge between science and policy-making agencies. This helps policies to be built on a scientific basis, close to reality and feasible.
In an article to welcome the new year 2025, Prime Minister Pham Minh Chinh made a specific request: “Clearly identify and have breakthrough mechanisms, policies, and solutions at both strategic and tactical levels so that high-quality human resources, science and technology, innovation, and digital transformation are truly the top national policies in the spirit of Resolution No. 57-NQ/TW, creating a breakthrough, flying high, reaching far in the effort to "catch up, move forward together, accelerate, break through and surpass", putting the country on the trajectory of rapid and sustainable development".
Immediately after Resolution 57 of the Politburo, Resolution No. 3 of the Government, on January 13, the National Conference to implement Resolution 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation took place with the participation of agencies, departments, organizations and localities nationwide. Not only intellectuals and scientists but also all people are looking forward to a breakthrough revolution on the path of national development, towards "a new era, an era of striving for strong, prosperous development of the nation". As General Secretary To Lam urged and called for: "We need to thoroughly grasp and act urgently and resolutely, turning awareness into concrete actions, will into reality. Every opportunity that comes to us must be seized promptly, because if we miss the opportunity, we will be at fault with history and the people".
